4 Administrative planning
The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is periodically updated.
Administrative planning is discussed 3 times a year in a public council meeting: in February, June and October/November. The next public discussion will take place on June 5, 2025.
The administrative planning is the result of an update exercise conducted in the 1st half of May. Here, it is up to the contact persons to seek coordination with the portfolio holders. The planning is at the quarterly level and the topics are arranged by budget program.
The Administrative Planning is now before the college for notification. Thereafter, the planning with the cover letter and legend will be added to the meeting documents for the June 5, 2025 council meeting. The results of the Political Evening on May 15 and the program for the Political Evening on June 5 will still be incorporated into the Administrative Planning.
College Decision:
- To take note of the updated administrative schedule;
- To forward the administrative schedule, accompanied by the attached letter, to the City Council for consideration.
5 Decision on objection rejection of application for urgency decision
On December 5, 2024, the college decides to reject an application for an urgency decision. On January 7, 2025, the college receives an objection from the objector against the above decision. The Objections Committee recommends that the objection be upheld and that the contested decision be revoked by granting a medical urgency for Son and Breugel.
The college decides:
- declare the objection well-founded;
- Revoke the contested decision by granting medical urgency;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6 Decision on objection rejection of application for urgency decision
On December 5, 2024, the college decides to reject an application for an urgency decision. On January 8, 2025, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared admissible, that it be upheld, that the contested decision be rescinded by granting medical urgency, and that the request for reimbursement of procedural costs be granted.
College Decision:
- declare the objection admissible;
- declare the objection well-founded;
- Revoke the contested decision by granting medical urgency;
- award a litigation fee of 2 points;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
7 Memorial permit
On July 25, 2024, we received an application for an environmental permit to place a memorial monument. The intended location was Canal Street, near the bridge over the canal. This location proved to be unsuitable for the placement of this memorial for several reasons. After looking at several locations, the location near the pond, on the Europalaan, was finally designated as a suitable location.

8 Location of memorial
On behalf of the VVD, FOR U! and D66 groups, written questions have been asked about the location of the memorial.

9 Second Amendment to General Local Ordinance Municipality of Son and Breugel 2024
We want to allow so-called Extended Private Connections (VPAs) under Requirements to expand opportunities for electric vehicle charging. The provisions of the General Local Ordinance do not currently allow VPAs. Therefore, the provisions of the General Local Ordinance need to be amended.
The College decides to propose to the City Council to adopt the Second Amendment to the General Local Ordinance Municipality of Son and Breugel 2024.
10 RIB LEO evaluation steering model noise
During the last Airport Eindhoven Consultation (LEO) it was indicated that administrators and politicians in the region are unclear about the purpose and scope of the LEO evaluation. During this LEO it was agreed that a council information letter would be prepared by the LEO secretariat to inform administrators and politicians in the region about the evaluation of the LEO and how it relates to the evaluation of the noise control model. This information letter has been prepared and is being shared to all LEO consultation participants. This letter allows us to inform our City Council. The introduction also addresses the proposed construction of housing in the Sonnius neighborhood under the approach route. This because of recent media reports.
The college decides to adopt the text on "Evaluation of Eindhoven Airport Consultation" and include it in the next council information letter.
