1. Internal (not public) decision list and public decision list dated June 15, 2023 - Suzanne Otters

The college adopts the decision lists.

2. Political Evening and List of Commitments - Suzanne Otters

The college discussed the program schedule for the June 22, 2023 Political Evening and the List of Commitments Council May 25, 2023.

3. St. Genovevastraat; adopt final plan St. Genovevastraat and residual land bid - Jelle de Jong

In 2017, the college decided to cooperate in principle with the (re)development of the St. Genovevastraat site into a housing site and to offer and sell the municipal land for this purpose. On May 24, 2022, the final plan (including residual land offer) was adopted by your college. Due to a changed land position in mid-2022, the situation arose to work on a different layout of the area. The new plan outline was presented to local residents during the May 09, 2023 walk-in meeting to collect comments, among other things. The council was also informed on March 27, 2023, and May 08, 2023, and responses were collected. The college is now being asked to adopt the new plan outline as the final plan and the associated residual land bid, so that the process to arrive at the desired housing development can continue.

The college decides to:

  1. To agree to the final urban development plan 'Sint Genovevastraat - Veerstraat - Breugel' dated 07-04-2023 elaborated by Van Laarhoven Bouw;
  2. Agree to the final agreed residual land offer;
  3. To agree to the final sale of the municipal lands (section E. numbers 358, 1341 and 418 Sint Genovevastraat) to Van Laarhoven Bouw for the desired realization of 19 dwellings in accordance with the final plan 'Sint Genovevastraat - Veer-straat - Breugel' dated 07-04-2023;
  4. To lay down the final urban development plan 'Sint Genovevastraat - Veerstraat - Breugel d.d. 07-04-2023', the residual land offer incl. the 'land exploitation' and 'opstalexploitatieberekening Sint Genovevastraat Son en Breugel' d.d. 12 May 2023' and further agreements for the (re)development of the Sint Genovevastraat site by Van Laarhoven Bouw in an anterior exploitation agreement and to proceed to signature after adoption of this agreement.

4. Overwriting and amending antecedent agreement Houtens 11 - Jelle de Jong

On behalf of the municipality, the mayor entered into an anterieure agreement with Woonveste B.V. in 2021 regarding the development of the Houtens 11 site. The plan consists of 14 housing units, 7 of which are in the social sales sector. The developer has been able to make agreements with the housing foundation 'thuis to manage these 7 homes. However, a number of Requirements from our standard agreement are not sufficient for 'thuis to operate them. This mainly concerns the obligation to live in one's own home. In addition, the developer wants to transfer the agreement to another B.V..

The college decides to enter into the transfer and adjustment agreement Houtens 11, transferring the original agreement to another party and adjusting some articles.

5. Adjust policy rules music subsidy - Jelle de Jong

The municipality of Son en Breugel finds it important that children have the opportunity to develop themselves musically, and stimulates this by making a subsidy contribution available for participation in music lessons. The current subsidy scheme for music education 2021 does not provide adequately for all offers and an adjustment to this scheme is therefore desirable.
According to the music education subsidy regulation, the college annually sets the maximum subsidy. We ask the college to set the maximum subsidy for music education for the 2023-2024 course year.

College Decision:

  • To adopt the 2023 Music Education Grant Scheme;
  • To set the maximum subsidy for music lessons per participant for the 2023-2024 course year at €402.00.

6. Update 2023 Performance Agreements 2022-2025 Woonstichting 'thuis - Jelle de Jong

In the present opinion, the college is proposed to approve the 2023 update to the multi-year performance agreements 2022-2025, which we agreed with Woonstichting 'thuis (incl. Tenants' Council 'thuis) and that they can be signed by all parties involved.

The College of Mayor and Aldermen decides to approve:

  • The 2023 update of the 2022-2025 public housing performance agreements with Woonstichting 'thuis (incl. Tenants' Council 'thuis);
  • Inform the council in accordance with the (draft) RIB text.

The mayor concludes:

  • Authorize the housing portfolio holderAlderman De Jong) to sign the 2023 update "Performance Agreements 2022-2025.

7. Scenario choice development Braecklant/Health Center - Jelle de Jong

In your meeting of January 15 last, your college postponed the proposal and thereby decided not to propose to the council to make a decision about the scenario choice development Braecklant/Health Center but to inform the council about this through a memo.

The college decides to adopt the memo on the scenario choice development Braecklant/Health Center and forwards it to the council for discussion.

8. Reasoned Deviation from Voluntariness at Monuments - Jan Boersma

The college wishes to implement the designation of new municipal monuments on the basis of the 2011 Monument Ordinance, making use of its authority to deviate, with reasons, from the policy principle that placement on the municipal monument list takes place on a voluntary basis. Because the designation process has come to a standstill and it is undesirable that the potential municipal monuments have no protection.

College Decision:

  1. to propose to the council that, in appropriate cases for the protection of the cultural-historical interest, it should actively use the power of the college to deviate from the policy principle of voluntariness in the designation of new municipal monuments;
  2. Engage council in advisory session. Council proposal should be converted to a memo for advisory;
  3. Alderman Boersma to give text mandate for this.

9. Adoption of Youth Aid Implementation Order 2023 -Steven Grevink

On March 23, 2023, the council adopted the Son en Breugel Youth Assistance Regulation 2023. In the ordinance, a number of provisions state that the college establishes or may establish further rules. This is done in the Youth Care Implementation Decree 2023. The Implementation Decree also explains a number of articles. The advice of the Social Domain Advisory Council has been incorporated into the Implementation Decree.

The College decides to adopt the Youth Aid 2023 Implementation Order.

10. Choices of Participation Process - Steven Grevink

The municipality of Son and Breugel wants to increase the participation of residents in the decision-making of the municipality. In the 'choice memorandum Participation Process' five variants are described, each with a different path to achieve participation policy. The Municipal Executive is asked to adopt the memorandum and present it to the City Council. We ask the city council to give the college a recommendation for one of the variants described and to express its opinion on their involvement during the participation process in the creation of the participation policy.

College Decision:

  1. To adopt the ‛Choice of Participation Process';
  2. To submit the ´Choice Process of Participation´ to the City Council for advice, with an advisory session after the summer;
  3. Agree to the accompanying memo to the City Council.

11. Written questions on noise production ceilings A50 - Steven Grevink

On May 21, Dorpsbelang submitted written questions about the lowering of the A50 noise production ceiling. The college answers the written questions from Dorpsbelang.

The college decides to agree to answer the written questions of Village Interest.
