4. Council questions regarding housing for Ukrainians
The VVD/Voor U! political party has asked questions about the housing of Ukrainians.
The questions have been answered. The council has decided to send the answers to the members of the municipal council.
The council has decided to adopt the letter of reply to written questions about the housing of Ukrainians.
5. Decision on objection to traffic decision Antoon van de Venstraat
On September 11, 2025, the council decides to revoke its earlier decision to close Antoon van de Venstraat to motorized traffic for a period of one year, with the exception of local traffic, and instead to declare Antoon van de Venstraat closed to freight traffic for one year, with the exception of local traffic in Antoon van de Venstraat, Zonhove Brink, and Buitenbrink. On October 3, 2025, the council receives an objection from an objector against the above decision. The appeals committee recommends that the appeal be declared unfounded and that the contested decision be upheld.
The board decides:
- To declare the objection unfounded;
- To uphold the contested decision;
- To refer to the opinion of the objections committee for the reasons for the decision.
6. Procurement and contract management B1 integration route
When the 2021 Integration Act came into force, the 13 municipalities in the Southeast Brabant labor market region agreed to jointly purchase the B1 route, with Eindhoven as the central municipality for procurement and contract management. This collaboration ran until December 31, 2025. It has been decided to continue the collaboration for a maximum period of eight years, from January 1, 2026, until December 31, 2033, at the latest, with Eindhoven retaining the role of central municipality. The renewed agreements have been laid down in a new service agreement. In addition, the municipal executive of Eindhoven has been given a mandate for regional procurement and contract management.
The municipal executive decides:
- The "Service and Cooperation Agreement for Procurement and Contract Management B1 Route and Z Route Labor Market Region Southeast Brabant" (DVO) with the municipalities of the Southeast Brabant Labor Market Region for the period from January 1, 2026, to December 31, 2033, at the latest, and to sign this DVO.
- To adopt the "Mandate Decision B1 Route and Z Route Southeast Brabant," whereby the council grants the mandate, power of attorney, and authorization to the mayor and aldermen of the municipality of Eindhoven to carry out the procurement and contract management activities as specified in Article 2 of the DVO, including in particular:
- to decide to enter into or terminate Agreement(s) with Service Provider(s) concerning the B1 route;
- to decide to amend the Agreement(s) with Provider(s) concerning the B1 route, subject to the Requirements : the total financial impact of this amendment per Agreement does not exceed 10% of the total original contract value, the total financial impact of this amendment per Agreement does not exceed the European Threshold, and the amendment to the Agreement does not otherwise result in a substantial change within the meaning of the 2012 Public Procurement Act;
- To grant permission to the Municipal Executive of Eindhoven, each within the scope of their respective powers, to delegate the powers referred to in decision point 2 to subordinates;
- To agree to the financial aspects of the DVO for the municipality of Son en Breugel, namely: €1,012 in 2026 for the implementation of procurement and contract management and €336 per year for the implementation of contract management from 2027 to 2033.
- To agree to cover these costs from the implementation funds for the Integration Act.
The mayor of the municipality of Son en Breugel decides to grant power of attorney to the mayor of the municipality of Eindhoven, with the right of assumption and substitution, to sign the Agreements with Providers referred to in the decision point and to represent the municipality of Son en Breugel therein.
7. Letter from the province, 2026 budget for Son en Breugel
Each year, the province informs the municipal council of its findings from its financial supervision of the budget. Normal supervision remains in force for this budget.
The council takes note of the letter from the province dated December 17, 2025, concerning the 2026 budget.
8. Procurement strategy for tendering hot and/or cold beverage provision
The contract with the current supplier of cold and/or hot beverages, , will expire on March 1, 2026. Due to the increasing number of malfunctions, it has been decided not to renew this contract. For this reason, the municipality of Son en Breugel wishes to launch a new tender for the equipment and ingredients. To this end, we will be using the Dynamic Purchasing System (DAS) set up by Bizob in 2024. The procurement strategy addresses the current situation, the objective, the market, the legal frameworks, and the tendering process.
College Decision:
- To determine the procurement strategy for the tendering of hot and cold beverage vending machines and ingredients;
- Granting authority for the powers as set out in section 5.2 of the procurement strategy to the relevant employees.
The mayor decides to assign the signing of the agreement to Rianne van de Meerendonk-Oosterhoff.
9. Rates for third-party work 2026
In order to settle accounts for work carried out by the municipality for third parties, it is important that the municipal executive sets rates for this.
The municipal executive has decided to set the following rates for work carried out for third parties in 2026:
- Rate 1: administrative matters/field service hourly rate €73 excluding VAT;
- Rate 2: office staff hourly rate €85 excluding VAT;
- Rate 3: office staff plus hourly rate of €107 excluding VAT.
10. DVO and mandate for procurement and contract management Education pathway for integration
Since the introduction of the 2021 Integration Act, the 20 municipalities in the Southeast Brabant and Helmond De Peel labor market regions have been jointly purchasing the programs for the education route. The current collaboration is laid down in a service agreement (DVO) that ends on December 31, 2025. In 2024, new contracts with educational institutions were concluded until December 31, 2029, at the latest.
It is proposed to extend the cooperation in the labor market region with regard to the joint procurement of the educational pathway from January 1, 2026, to December 31, 2029. The agreements will be laid down in a new DVO. The municipal executive of Eindhoven will also be granted a mandate as the executor of procurement and contract management.
The municipal executive of Son en Breugel decides to:
- The "Service and Cooperation Agreement for Procurement and Contract Management Education Route Labor Market Regions Southeast Brabant and Helmond-De Peel" (DVO) with the municipalities of the Southeast Brabant Labor Market Region and the Helmond-De Peel Labor Market Region for the period from January 1, 2026, to December 31, 2029, at the latest, and to sign this DVO.
- To adopt the "Mandate Decision on the Southeast Brabant and Helmond-De Peel Education Route," whereby the council grants the mayor and aldermen of the municipality of Eindhoven the task, mandate, power of attorney, and authorization to carry out the procurement and contract management activities as specified in Article 2 of the DVO, including in particular:
- to decide to enter into or terminate Agreement(s) with Service Provider(s) regarding the Education Route;
- to decide to amend the Agreement(s) with Provider(s) concerning the Education Route, subject to the Requirements the total financial impact of this amendment per Agreement does not exceed 10% of the total original contract value, the total financial impact of this change per Agreement does not exceed the European Threshold and the change to the Agreement does not otherwise lead to a substantial change within the meaning of the 2012 Public Procurement Act;
- To grant permission to the Municipal Executive of Eindhoven, each within the scope of their respective powers, to delegate to subordinates the powers referred to in decision point 2;
- To agree to the financial aspects of the DVO for the municipality of Son en Breugel, namely: €636 per year for the performance of procurement and contract management in 2026 through 2029;
- To agree to cover these costs from the implementation funds for integration.
12. ParkingPlus D-GPK
The municipality of Eindhoven is in the process of digitizing its parking policy and the disabled parking card (GPK). This means that residents of Son en Breugel with a GPK will be affected by this when parking in Eindhoven. To ensure that these residents can park for free in regular parking spaces, the municipality can join the Parkeren Plus app. The proposal is to join this app for the benefit of GPK holders in Son en Breugel.
The council has decided to enter into the Digital Parking Rights for Disabled Persons covenant with SHPV.
