1. Internal (non-public) list of decisions and public list of decisions dated December 13, 2022 - Hans Gaillard
The college adopts the decision lists.
2. Southeast Brabant Environment Day on December 21, 2022 - Hans Gaillard
An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province, and the water boards. These agreements may have legal consequences, for example for zoning plans (still to be developed). The documents for the Environment Day on December 21 will be submitted to the municipal executive with this B&W memorandum.
The council decides to take note of the program, the accompanying documents, and the annotations made for the Southeast Brabant Environment Day on December 21, 2022.
3. Hybrid working, setting up a reimbursement scheme for ergonomic workstations - Jelle de Jong
Coronavirus has allowed us to experience the advantages, disadvantages, and opportunities of working from home. Based on these experiences, we are giving hybrid working a structural place in our organizations. The aspects of hybrid working that relate to working from home are further elaborated here, including in the form of a compensation scheme.
The council adopts the hybrid working arrangement at the municipality of Son en Breugel.
4. Large Harvest Ekkersrijt - Jan Boersma
With the 'Grote Oogst' (Great Harvest) project, the province of North Brabant wants to give a boost to making 13 business parks, including Ekkersrijt, more sustainable. The Grote Oogst focuses on the themes of energy transition, climate adaptation, circularity, and nitrogen. The municipality has worked with its partners to develop an action plan for the subsidy application. Together with our partners, the municipality wants to take a major step towards making Ekkersrijt future-proof over the next three years, under the umbrella of the Grote Oogst.
The council decides to approve:
- the action plan and subsidy application for the Great Harvest;
- to authorize the Alderman to finalize the subsidy application and sign the letter of intent on behalf of the municipality.
5. Written questions about waste collection in t Harde Ven - Jan Boersma
On December 2, 2022, Dorpsbelang submitted written questions about waste collection in 't Harde Ven.
The council decides to respond to the written questions from Dorpsbelang about waste collection in 't Harde Ven.
6. Decision on objection to the decision to reserve two parking spaces for charging electric vehicles on Drentelaan - Steven Grevink
On August 30, 2022, the municipal executive decides to designate two parking spaces for charging electric vehicles on Drentelaan in Son en Breugel. The municipal executive has received six objections to the above decision. The objections committee recommends that the objections be declared unfounded and that the contested decision be upheld.
College Decision:
- declare the objections unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.

8. General Management Board MRE dated December 21, 2022 - Hans Gaillard
The next meeting of the General Board of the Eindhoven Metropolitan Region will take place on December 21, 2022. This advisory note presents the agenda and documents for the attention of the board.
The council decides to take note of the agenda and accompanying documents for the meeting of the General Board of the Eindhoven Metropolitan Region on December 21, 2022.
9. Political Evening Program December 22 and list of council commitments November 24 - Hans Gaillard
The council discusses the program schedule for the Political Evening of December 22, 2022, and the list of commitments made by the council on November 24, 2022.
10. Draft Cooperation Agreement MRE 2023-2026 - Hans Gaillard
On November 23, the MRE Executive Committee presented the draft cooperation agreement for 2023-2026, entitled "In goede banen" (On the right track), to the municipal executive and the municipal council. Based on the joint arrangement, the municipal council will be given the opportunity to submit its opinion. The municipal executive takes note of the draft cooperation agreement and proposes that the municipal council submit its opinion.
College Decision:
- to take note of the draft cooperation agreement 2023-2026 "In goede banen" (On the right track) of the Eindhoven Metropolitan Region;
- to propose to the municipal council that it submit an opinion on the draft cooperation agreement;
- To agree to Son and Breugel's draft view.
11. Application for structural subsidy for Stg Kerstpakkettenactie SB 2023 - Jelle de Jong
The Christmas hamper campaign in Son en Breugel has been running for around 25 years. Last year, the municipality received a subsidy application for the first time, because the number of families making use of the Christmas hamper campaign is growing. A one-off subsidy was then granted. This year, the municipality again received an application for a one-off subsidy and also the question of whether they could still be eligible for a structural subsidy for the coming year. We are deviating from the subsidy policy rules in order to grant the subsidy for 2023.
The council decides to provide a structural subsidy of €1,000.00 for the Christmas hamper campaign in Son en Breugel in 2023 and to cover this from the social work budget.
12. Accommodation costs for De Corridor korfball club - Jelle de Jong
This advisory opinion raises the question of whether the municipality wishes to contribute to the maintenance costs of the accommodation of the De Corridor korfball club.
College Decision:
- To grant Korfball Club De Corridor a subsidy of €9,537.56 as a contribution to the costs of maintaining the accommodation, in accordance with the decision;
- to subsidize the costs of maintaining the artificial turf at De Corridor's facilities for 2022 and 2023.
13. BijenHof - Draft statement of no objection - Jelle de Jong
For the purpose of the draft environmental permit for the construction of 25 rental homes as part of the BijenHof project on Bijenlaan, the municipal council must issue a draft statement of no objection.
The council decides to approve the (draft) council proposal.
14. Organizational plan “Flowing and meandering, moving with a changing environment” -Jelle de Jong
The organizational plan has been given the title: "Flowing and meandering, moving with a changing environment." With this, we are referring to the organizational development that was initiated several years ago and is still ongoing. The organizational plan provides clarity for employees and management about how we are organized and how we work (together). It also provides insight into the coming year in the form of the 2023 roadmap.
The college decides to:
- to approve the Organizational Plan "Flowing and meandering, moving with a changing environment" and thereby:
- to establish the formulated organizational mission and vision;
- continuously promoting the core values within the organization and acting in accordance with them;
- to establish the management philosophy;
- to approve the proposed structure of the organization, which, in addition to the municipal secretary/general director, consists of three managers and eight teams within which the coordination role is assigned.
- to absorb the financial consequences in 2023 by adjusting the personnel budget in the first Management Report 2023;
- include the financial consequences for 2024 and beyond in the 2023 framework memorandum;
- to approve the council information letter.
15. Braecklant coronavirus compensation subsidy application - Jelle de Jong
The outbreak of the Covid-19 virus and the coronavirus measures imposed by the government have had a major social and financial impact on organizations and associations in the social sector in the municipality of Son en Breugel. By meeting the request for financial compensation for the Braecklant community center, we are giving this organization a perspective for the future.
College Decision:
- To grant Braecklant Community Center a coronavirus compensation subsidy of €14,209 for loss of income in 2020 and 2021;
- Charge the compensation amount of €14,209 to the government compensation reserve for the coronavirus crisis and include it in the 2022 financial statements.
16. Response to written questions from the VVD Medical Center Parking Lot - Jan Boersma
The VVD council faction has asked questions about the Dokterspost (temporary) parking lot on Kerkplein.
The council decides to respond to the written questions posed by the VVD political party regarding the medical center.
17. Pumptrack Son en Breugel - Jan Boersma
At the beginning of 2022, young people in Son en Breugel submitted a request to build a pump track in the village. The municipal council supports this initiative. An internal project group, together with an external project leader, has drawn up an action plan to realize the pump track. This action plan will be submitted to the municipal executive with the request to present it to the municipal council for consideration.
The municipal executive:
- takes note of the action plan "Pumptrack Son en Breugel";
- decides to submit the action plan "Pumptrack Son en Breugel" to the municipal council for information purposes.
