The college adopts the decision lists.
2. Environment Day Southeast Brabant d.d. December 21, 2022 - Hans Gaillard
An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province and the water boards. These agreements can have legal consequences, for example for (yet to be developed) zoning plans. The documents for the Environment Day on December 21 are submitted to the college with this B&W memorandum.
The college decides to take note of the program, related documents and annotations made for the Environment Day Southeast Brabant dated December 21, 2022.
3. Hybrid work, compensation scheme setting up ergonomic workplace - Jelle de Jong
Through corona, we have experienced the advantages, disadvantages and opportunities of working from home. With those experiences, we are giving hybrid working a structural place in working at our organizations. The components of hybrid working that relate to working from home are further elaborated here including in the form of a compensation scheme.
The college adopts the regulation on hybrid working at the municipality of Son en Breugel.
4. Great Harvest Ekkersrijt - Jan Boersma
With the 'Great Harvest' project, the province of North Brabant wants to give an impetus to making 13 business parks, including Ekkersrijt, more sustainable. The Great Harvest looks at the themes of energy transition, climate adaptation, circularity and nitrogen. The municipality has been working with its partners on a plan of action for the grant application. Together with our partners, the municipality wants to take a big step in making Ekkersrijt future-proof over the next three years, under the umbrella of the Great Harvest.
The college decides to agree with:
- The plan of action and grant application for the Great Harvest;
- Mandate the Alderman Economy to determine the final grant application and sign the letter of intent on behalf of the municipality.
5. Written questions on waste collection in t Harde Ven - Jan Boersma
On Dec. 2, 2022, Dorpsbelang asked written questions about garbage collection in 't Harde Ven.
The college decides to answer the written questions of Dorpsbelang on waste collection in 't Harde Ven.
6. Decision on objection to decision to reserve two parking spaces for electric vehicle charging on Drentelaan - Steven Grevink
On August 30, 2022, the college decides to designate two parking spaces for charging electric vehicles in the Drentelaan in Son en Breugel. The college received six notices of objection against the above decision. The Objections Committee recommends that the objections be declared unfounded and that the contested decision be upheld.
College Decision:
- declare the objections unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
7. Decision on objection to decision to reserve two parking spaces for electric vehicle charging on Butterfly Avenue - Steven Grevink
On August 30, 2022, the college decides to designate two parking spaces for charging electric vehicles at Vlinderlaan in Son en Breugel. The college received seven letters of objection against the above decision. The Objections Committee recommends that the objections be declared unfounded and that the contested decision be upheld.
College Decision:

- Refer to the opinion of the Objections Committee for the reasons for the decision.
8. General Board MRE dated December 21, 2022 - Hans Gaillard
On December 21, 2022, the next meeting of the General Board of the Eindhoven Metropolitan Region will take place. Through this advisory note, the agenda and documents are submitted to the college for notification.
The college decides to take note of the agenda and related documents for the consultation of the General Board of the Eindhoven Metropolitan Region on December 21, 2022.
9. Program Political Evening Dec. 22 and list of commitments council Nov. 24 - Hans Gaillard
The college discussed the program format for the December 22, 2022 Political Evening and the list of council commitments of November 24, 2022.
10. Draft MRE cooperation agreement 2023-2026 - Hans Gaillard
On Nov. 23, the MRE Executive Board presented the draft 2023-2026 cooperation agreement "On the right track" to the college and city council. Based on the joint arrangement, the municipal council is given the opportunity to submit an opinion. The college takes note of the draft cooperation agreement and proposes the city council to submit an opinion.
College Decision:
- To take note of the draft 2023-2026 "In Good Terms" cooperation agreement of Metropolitan Eindhoven;
- To propose to the City Council a view on the draft cooperation agreement;
- To agree to Son and Breugel's draft view.
11. Application for structural grant Stg Kerstpakkettenactie SB 2023 - Jelle de Jong
The Christmas hampers action in Son and Breugel has existed for about 25 years. Last year, the municipality received a subsidy request for the first time because the number of families using the Christmas hampers action was growing. A one-time subsidy was provided then. This year, the municipality received another application for a one-time grant and also the question of whether they can still qualify for a structural grant for the coming year. We are deviating from the grant policy to award the grant for 2023.
The college decides to provide a structural subsidy of € 1,000.00 for the Christmas hampers action in Son en Breugel in 2023 and to cover it from the social work budget.
12. Accommodation costs korfball club De Corridor - Jelle de Jong
This opinion presents the question of whether the municipality wants to contribute to maintenance costs on the accommodation of korfball club De Corridor.
College Decision:
- To grant Korfbalvereniging De Corridor a grant of € 9,537.56 as a contribution to the cost of maintenance on the accommodation, in accordance with the decision;
- Subsidize the cost of maintaining the artificial turf at De Corridor's property for 2022 and 2023.
13. BijenHof - Draft statement of no objections - Jelle de Jong
For the purpose of the draft environmental permit for the realization of 25 rental homes as part of the BeeHof project on Bee Avenue, the City Council must issue a draft declaration of no objections.
The college decides to agree to the (draft) council proposal.
14. Organization plan "Stromen en meanderen, meebewegen met een veranderende omgeving" -Jelle de Jong
The Organization Plan has been titled: "Flowing and meandering, moving with a changing environment." This refers to the organizational development that was initiated several years ago and is still ongoing. The organizational plan provides clarity for employees and management about how we are organized and how we work (together). It also provides a vista into the next year in the form of the 2023 roadmap.
The college decides to:
- agree to the Organizational Plan "Flowing and meandering, moving with a changing environment" and thereby:
- Adopt the formulated organizational mission and vision;
- continuously propagate the core values in the organization and act accordingly;
- Establish the steering philosophy;
- To agree to the proposed layout of the organization with, in addition to the municipal secretary/general manager, 3 managers and 8 teams within which the coordination role is invested.
- absorb the financial consequences in 2023 by adjusting the personnel budget in the first Administrative Report 2023;
- include the financial implications for 2024 and beyond in the 2023 Framework Memorandum;
- To agree to the council information letter.
15. Grant application corona compensation Braecklant - Jelle de Jong
The outbreak of the Covid19 virus and the corona measures imposed by the State have major social and financial consequences for organizations and associations in the social field in the municipality of Son en Breugel. By meeting the request for financial compensation to community center Braecklant we give this organization a perspective towards the future.
College Decision:
- Grant Community House Braecklant a corona compensation grant of €14,209 for loss of income in 2020 and 2021;
- Charge compensation in the amount of €14,209 to the state corona crisis compensation reserve and include it in the 2022 financial statements.
16. Answering written questions VVD Doctor's Station Parking Lot - Jan Boersma
Questions were asked by the VVD council group about the Doctor's Station (temporary) parking lot Church Square.
The college decides to answer the written questions asked by the VVD group about the doctor's office.
17. Pumptrack Son en Breugel - Jan Boersma
In early 2022 a request came from the youth in Son en Breugel to realize a pumptrack in the village. The municipal council supports this initiative. An internal project group, together with an external project leader, has drawn up a plan of approach to achieve the realization of a pumptrack. This plan of approach is submitted to the college with the request that it be presented to the town council for imaging.
The College:
- Notes the plan of action "Pumptrack Son en Breugel";
- Decides to submit the plan of action "Pumptrack Son en Breugel" to the City Council for imaging.
