3. RIB Annual Report A 10 for Youth

A 10 for Youth is a partnership focused on all activities around procurement of youth aid. Joining this purchasing cooperation are the following municipalities: Helmond, Peel municipalities (Deurne, Someren, Laarbeek, Gemert-Bakel and Asten), Geldrop-Mierlo, Nuenen, Veldhoven, Waalre and Son and Breugel. A 10 for Youth deals with various tasks and developments. The council information letter informs the city council about the 2024 annual report and the developments of the past year.

The college decides:

  1. To take note of the 2024 Annual Report A 10 for Youth;
  2. Adopt the council information text "RIB Annual Report 2024 A 10 for Youth" and include it in the next council information letter.

4. RIB Canal Street 9-11

The municipality of Son and Breugel has purchased a real estate object at Kanaalstraat 9-11 in July 2025. With the council information letter the college informs the city council, thus fulfilling its obligations that apply to a strategic purchase.

The college decides to adopt the text about the strategic purchase at Kanaalstraat 9-11 in Son en Breugel and to include it in the next council information letter.

5. Decision Woo request Van den Elsenstraat 36

On July 7, 2025, the college receives a request under the Open Government Act (Woo). Information is requested regarding the intention of the municipality to establish a reception location for up to 70 asylum seekers at the address Van den Elsenstraat 36 in Breugel, plot of the former Boerenbond. It is assessed that the requested information will be partially disclosed with the exception of personal data (pursuant to Article 5.1 paragraph 2 under e of the Woo), financial data (pursuant to Article 5.1 paragraph 2 under b of the Woo), data for the benefit of the proper functioning of the State, other bodies governed by public law or administrative bodies (pursuant to Article 5.1 paragraph 2 under i of the Woo) and personal policy views (pursuant to Article 5.2 paragraphs 1 and 3 of the Woo).

The college decides:

  1.  Make a decision on the Woo request of Ms. mr. Woestenenk of Woestenenk Legal, on behalf of the Kerngroep AZC Breugel dated July 7, 2025;
  2. to disclose the documents with the serial numbers 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 22, 23, 24 and 26 corresponding in the inventory list with the exception of personal data pursuant to Article 5.1(2)(e) of the Woo;
  3. disclose the documents with serial numbers 17, 21, 24 and 26 corresponding in the inventory list except for financial data under Article 5.1(2)(b) of the Woo;
  4. not to disclose the document with the sequence number 21 corresponding in the inventory list under Article 5.1(2)(b) and Article 5.1(2)(i) of the Woo;
  5. To disclose the documents with the serial numbers 12, 16, 17, 18, 19, 22, 23, 24, 26 and 27 corresponding in the inventory list, with the exception of personal policy statements under Article 5.2(1) and (3) of the Woo;
  6. Disclosing in full the documents with the serial numbers 1a, 1b, 1c, 1d, 1e and 25 corresponding in the inventory.

6. RIB update remodeling and furnishing new CMD location.

The council asked written questions earlier this year about the progress of the remodeling and furnishing of the new CMD location. These questions were answered at the time, with a commitment that if there are developments, the council will be informed in writing.

The college decides to adopt the text on the start and schedule of the remodeling and furnishing of the new CMD location and include it in the next council information letter.
