1. List of non-public decisions and list of public decisions dated October 26, 2021 / Hans Gaillard
The college adopts the decision lists.
2. Transition vision for heating / Paul van Liempd
Before January 1, 2022, every municipality must adopt a Heat Transition Vision (TVW). The TVW provides direction for the phasing out of natural gas and future alternative sustainable heat sources, with a target date of 2050. The municipal executive is presenting the Heat Transition Vision 1.0 to the municipal council for decision-making.
College Decision:
- to approve the Heat Transition Vision (TVW), which contains the heat vision and course of action until 2030 with a preview of 2050, and to submit it to the municipal council for decision-making;
- to endorse the ambition for our municipality to reduce natural gas consumption by 2030 by an amount equivalent to the consumption of 1,420 homes and to submit this for decision-making to the municipal council;
- to agree to the launch of two pilot projects for the creation of a neighborhood implementation plan with the neighborhoods of 't Zand and 't Harde Ven in 2022-2023. We also want to get started in these neighborhoods before 2030. Before 2030, we will also launch a neighborhood implementation plan for (part of) De Gentiaan;
- to agree to the development of a separate heating approach for Ekkersrijt, with the key principle of incorporating sustainable heating as a precondition in all future developments at Ekkersrijt;
- Propose to the council to make €50,000 available from the Sustainability Reserve for implementation in 2022 and to adopt the second budget amendment for 2022 to this end. This is to be supplemented with the implementation funds for the climate agreement from the December circular via the first management report for 2022.
3. Commission Appeals Regulation 2022 / Hans Gaillard
The current 1999 Objections and Appeals Ordinance was adopted by the City Council on December 15, 1999. The ordinance is now outdated and in need of updating.
College Decision:
- to approve the Appeals Committee Regulation 2022 and submit it to the municipal council;
- to adopt the council proposal "Regulation on Appeals Committee 2022."
4. Agenda for the council meeting on November 4, to be continued on November 10, 2021 / Hans Gaillard
The council discusses the items on the agenda for the political evening of November 4; this meeting will continue on November 10.
5. Feedback from the Social Domain Advisory Council on the integration regulation / Paul van Liempd
On Wednesday, October 20, the council received unsolicited advice from the Social Domain Advisory Council on the integration regulation. The council will send a response to the advice to the Social Domain Advisory Council and has amended the regulation on a number of points.
College Decision:
- to send the response to the advice on the Son en Breugel 2022 Integration Regulation and grants Alderman van Liempd the authority to draft the text;
- to approve the council proposal to adopt the Son en Breugel 2022 integration regulation.
6. Explanation of the process and budget for the information policy and information plan / Hans Gaillard
On July 6, 2021, the general board of Dienst Dommelvallei adopted the 2022-2025 budget and the first and second budget amendments for 2021. The opinions submitted by the municipalities and the process of preparing Dienst Dommelvallei's budget in relation to the municipal budgets were discussed. The general board decided to inform the municipal executives about the process of the information policy and the information plan, and the budget for this, by means of a memo. The municipal executives are advised to share this information with the municipal councils.
The council decides to take note of the explanation of the process and budget for the information policy and the information plan.
7. Green Deal Health Eindhoven Health (MRE) / Paul van Liempd
A national Green Deal Health has Health to help healthcare institutions systematically implement sustainability in their business operations. Healthcare institutions must comply with legal requirements when it comes to energy saving. The deal offers healthcare institutions within the MRE the opportunity to postpone this by three years. During these three years, the healthcare institutions will be guided within the Green Deal to achieve at least the Bronze level (legal minimum). The guidance of healthcare institutions is under the direction of the municipality of Eindhoven.
College Decision:
- agree to participate in the Greendeal Health ;
- to adopt the Green Deal Health Covenant.
