The college adopts the decision lists.
2. Recommendations of the Civil Affairs Committee February 23, 2021 / Hans Gaillard
The Civil Affairs Committee met on February 23. The council is informed about the recommendations made by this committee.
The council takes note of the recommendations and commitments made by the Civil Affairs Committee on February 23, 2021.
3. Recommendations of the Land Affairs Committee February 22, 2021 / Hans Gaillard
The Land Affairs Committee met on February 22. The council will be informed of the recommendations made by this committee.
The council takes note of the recommendations of the Land Affairs Committee dated February 22, 2021.
4. Loan agreement Coop Vastgoed B.V. / Jan Boersma
The municipality of Son en Breugel and Coop Vastgoed B.V. entered into a lease agreement on July 11, 2019, and July 17, 2019, respectively. This lease agreement runs until March 1, 2021. It has been agreed with Coop Vastgoed B.V. to terminate the lease agreement and replace it with a loan agreement. A long-term lease agreement is not desirable in connection with developments surrounding Breugel Bruist!
College Decision:
- terminate the current agreement with Coop Vastgoed B.V. by registered letter;
- agree to the proposed draft loan agreement in order to continue use.
5. Extension of subsidy scheme end date / Paul van Liempd
On June 11, 2020, the municipal council approved the RRE approach and allocated a budget for it. All owner-occupiers of owner-occupied houses and apartments will receive a maximum reimbursement of €70 for (small-scale) energy-saving measures. Due to the coronavirus measures, the planned start date for the subsidy scheme has been changed to October 28, 2020. The planned end date was March 31, 2021. On January 12, the cabinet decided to extend the restrictive measures surrounding the coronavirus. These measures limit the options available to municipalities and homeowners to implement the RRE measures. The RRE will therefore be extended by nine months until December 31, 2021.
The council decides to adopt the amended subsidy scheme for energy-saving measures.
6. Decision on objection Wmo / Paul van Liempd
On June 22, 2020, the council decides to grant the customized provision of domestic help in kind. On July 23, 2020, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
7. Letter regarding the meditation center in the Old Tower / Jan Boersma
On January 29, 2021, we received a letter from a resident. In this letter, the writer responds to the letter from Alderman Boersma dated January 7, 2021, and requests that the municipality send a decision that is subject to objection and appeal. We are unable to comply with this request. We explain our position on this matter in a letter. This is a matter of private law.
College Decision:
- take note of the letter in which the municipality rejects the request to send a decision that is subject to objection and appeal;
- to approve the letter and send it as a reply to the writer.
8. Subsidy for ventilation system De Harlekijn / Jos de Bruin
Regulation on specific subsidies for ventilation in schools Article 2. The purpose of this regulation is to encourage projects that improve the indoor climate in existing school buildings through necessary and energy-efficient measures. The government has made a specific subsidy with a limited budget available to enable municipalities and school boards to optimize the indoor climate in existing schools. The subsidy must be applied for by the municipality, which can be done from January 4, 2021. The municipality has done so at the request of the SKPO school board for De Harlekijn primary school. The subsidy has been granted and amounts to €105,000.00.
College Decision:
- take note of the granting of the benefit;
- agree to pay the specific benefit to the SKPO school board;
- agree to the processing in the first calculation.
9. Assignment Synarchis: developing the Program of Requirements and supervising the tender process for De Bongerd / Jos de Bruin
In order to further shape the new construction of the Bongerd, the space requirements must be elaborated in an integrated spatial-functional and technical Program of Requirements (PoR). After an intensive process with the future users, professional guidance must be provided during the tendering procedure. Bizob will supervise the procurement and take care of the procedure for the tender. The intended party, Synarchis, has the necessary professional knowledge to make the tender a success. The current workforce does not have the substantive knowledge and capacity to achieve this.
College Decision:
- to determine the purchasing strategy;
- to award Synarchis the contract for the services described in the quotation for an amount of €54,200 under the municipality's purchasing conditions, with coverage included in the preparatory credit.;
- to deviate from the municipal procurement policy on the basis of the reasons stated in the procurement strategy and to inform the General Affairs Committee of this deviation at its next meeting.
