1. Non-public list of decisions and public list of decisions from the municipal executive meeting dated May 26, 2020 / Hans Gaillard

The college adopts the decision list and the public decision list according to the drafts.

2. Land Affairs Committee dated May 25, 2020 / Hans Gaillard

The council takes note of the most important recommendations and commitments made by the Land Affairs Committee on May 25, 2020 (this is the continuation of the committee meeting held on May 18, 2020).

3. Recommendations from the General Affairs Committee May 20, 2020 / Hans Gaillard

The council takes note of the recommendations and commitments made by the General Affairs Committee on May 20, 2020.

4. Summary report of the Civil Affairs Committee meeting on May 19 and 26 / Hans Gaillard

The council takes note of the deliberations of the Civil Affairs Committee on May 19 and 26.

5. Compensation for damage caused by fallen fencing on the property at Van den Elsenstraat 4 / John Frenken

Out of goodwill, the municipality will reimburse part of the damage caused by storm damage to temporary fences that had been erected on the boundary between the Akkerpad and Van den Elsenstraat 4 properties.

The council has decided to pay the person concerned a compensation of €2,000 for the damage suffered as a result of fences that were blown over and served as a temporary boundary between the Akkerpad site owned by the municipality and the plot at Van den Elsenstraat 4.

6. Questions from D66 about reopening restaurants and cafés and operating outdoor seating areas / Jan Boersma

The D66 political party has asked the municipal executive whether it is prepared to support local hospitality businesses when they reopen on June 1, 2020, by, among other things, allowing them to expand their outdoor seating areas, closing roads to traffic if necessary, and considering waiving the precario tax for outdoor seating.

The municipal executive has decided:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions;
  3. Agree to send the letter to council members.

7. First management report 2020 / Jan Boersma

The management report is an interim financial statement from the executive committee to the council. The management report only explains financial deviations (advantages and disadvantages). The management report also explains any changes in the use of resources. This document does not explain any delays or deviations in policy.

College Decision:

  1. to approve the content of the present first management report for 2020 and to submit it to the municipal council for decision-making;
  2. propose to the council that the negative balance of €152,194 be withdrawn from the general reserve fund (
    ) for discretionary spending;
  3. to include the structural result in the discussion of the 2020 policy document;
  4. To agree to the council proposal.

8. Annual report and financial statements for 2019 / Jan Boersma

The board prepares annual accounts (consisting of the annual report and the financial statements) each year, which are made available to the auditor for review. The auditor reports its findings in a statement, and any amended version of the annual accounts is then submitted to the board for approval.
The final version of the annual report and financial statements for 2019 has been submitted. The auditor has issued an unqualified opinion on these. This proposal also includes a proposal for the appropriation of profit.

The council decides to vote in favor of:

  1. the annual report and financial statements for 2019;
  2. the results of the 2019 financial statements and the proposed appropriation of profit;
  3. the postponement of withdrawals from reserves and provisions to 2020;
  4. the draft report of the auditor's findings;
  5. with the draft council proposal;
  6. by including the structural advantages and disadvantages in the framework memorandum.

9. Framework Memorandum 2020 / Jan Boersma

Every year, we publish a policy document as a prelude to the budget. In this policy document, we set out the financial principles and the direction we will take with our policy in the run-up to the budget.

College Decision:

  1. approve the 2020 framework memorandum and submit it to the council for decision-making on July 2, 2020;
  2. agree to the proposed communication approach; 
  3. to publish the policy document after June 5.
