1. Non-public decision list and public decision list b&w meeting dated May 26, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Committee on Territory Affairs dated 25-5-2020 / Hans Gaillard
The college takes note of the main opinions and commitments in the Land Use Committee dated 25-5-20 (This is the continuation of the committee meeting dated 18-5-20).
3. Opinions committee General Affairs May 20, 2020 / Hans Gaillard
The College takes note of the opinions and commitments in the General Affairs Committee of May 20, 2020.
4. Summary report of Citizens' Affairs Committee meeting May 19 and 26 / Hans Gaillard
The college notes the deliberations of the May 19 and 26 Civil Affairs Committee.
5. Compensation for damage caused by downed fencing on parcel Van den Elsenstraat 4 / John Frenken
As a goodwill gesture, the municipality compensates part of the damage caused by storm damage from toppled temporary fences on the property boundary between the property Akkerpad and Van den Elsenstraat 4.
The college decides to pay the person concerned compensation in the amount of € 2,000 for the damage caused by fallen fences that functioned as a temporary property boundary between the municipality-owned property Akkerpad and the plot Van den Elsenstraat 4.
6. Questions D66 on opening up hospitality industry and operation of terraces / Jan Boersma
The D66 group has asked the college whether it is willing to support the local hospitality industry, when it reopens on June 1, 2020, by, among other things, enabling the expansion of terraces, possibly closing roads to vehicular traffic for this purpose and considering remission of precario for terrace operation.
The college decides:
- To take note of the letter answering the questions;
- To agree to answer the questions;
- Agree to send the letter to council members.
7. First board report 2020 / Jan Boersma
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
College Decision:
- To agree to the contents of the present First Administrative Report 2020 and submit it to the City Council for decision;
- to propose to the council that the unfavorable balance of € 152,194, - be withdrawn from the
general reserve free spending space; - To include the structural result in the consideration of the 2020 Framework Memorandum;
- To agree to the council proposal.
8. Annual report and financial statements 2019 / Jan Boersma
The college annually prepares financial statements (consisting of the annual report and financial statements) and these are made available to the auditor for audit. The auditor presents its findings in a statement and any amended version of the financial statements then goes to the council for adoption.
Presented is final version of the annual report and financial statements 2019. The auditor has issued an unqualified opinion on these. This proposal also includes a proposal for profit appropriation.
The college decides to agree to:
- the 2019 annual report and financial statements;
- the result of the 2019 financial statements and the proposed appropriation of results;
- advancing withdrawals from reserves and provisions to 2020;
- the auditor's draft report of findings;
- with the draft council proposal;
- with including the structural advantages and disadvantages in the framework note.
9. Framework memorandum 2020 / Jan Boersma
Every year we publish a framework memorandum as a prelude to the budget. With that framework memorandum, we establish the financial principles and the direction of policy leading up to the budget.
College Decision:
- Agree to the 2020 Framework Memorandum and submit it to the council for decision on July 2, 2020;
- Agree to the proposed communication approach;
- make the framework memo public after June 5.
