The college adopts the decision lists.
2. Council agenda Feb. 4, 2021 / Hans Gaillard
The college discusses the items scheduled for the Feb. 4, 2021 council meeting.
3. Request for enforcement / Hans Gaillard
A request for enforcement has been received regarding building in deviation of a granted environmental permit on the parcel Uranuslaan 13 in Son en Breugel. It is recommended that the request for enforcement be declared inadmissible because the applicant is non-interested.
The College of Mayor and Aldermen decides:
- Declare the request for enforcement inadmissible;
- send the applicant the submitted communication.
4. Houtens 11 development site; additional advice regarding development plan and residual land offer / John Frenken
On November 15, 2016, the college decided to grant in principle cooperation to the proposal of Woonveste Projectontwikkeling BV to realize a housing plan on the Houtens 11 plot. On November 30, 2020, the council's Ground Area Committee unanimously gave a positive opinion on the final plan that fully complies with the "Frameworks as Heading". On the basis of this final urban development plan "parcelization location Houtens 11", Woonveste has issued a final land offer on the basis of the "Houtens foundation cost breakdown". In addition to the decision of the college January 12, 2021, the land offer was further analyzed. Based on this further analysis, which is positive, the college is asked to make a decision on the development and sale of the land to enable the housing development.
The college decides to:
- Pursuant to the unanimous positive opinion of the Land Affairs Committee dated November 30, 2020, to approve the final urban development plan "allotment of site Houtens 11" prepared by Woonveste Projectontwikkeling BV dated 31-08-2020;
- To agree to the "construction costing Houtens" dated December 07, 2020 and the residual land bid based thereon;
- To thereby agree to the final sale of the Houtens 11 site to Woonveste Projectontwikkeling BV for the desired realization of 14 owner-occupied dwellings in accordance with the "allotment of the Houtens 11 site" dated 31-08-2020;
- To lay down the final urban development plan 'parcelization of location Houtens 11 d.d. 31-08-2020', the residual land offer incl. corresponding 'construction cost set-up Houtens d.d. 07 December 2020' and further agreements for the (re)development of the location Houtens 11 by Woonveste Projectontwikkeling BV in an anterior exploitation agreement and to sign the agreement after its conclusion.
5. Lease agreement three agricultural plots (G478 near A50, G232 near Rooijseweg and N452 near Rooijseweg) / Jan Boersma
On April 21, 2020, the college decided to enter into two lease agreements with VOF Van de Ven-Dinter. These rental agreements were concluded at the time in anticipation of a land exchange with the VOF. The land exchange ultimately did not materialize. But the VOF requested to rent the plots again in 2021. An internal inventory has shown that there are no other claims on these plots for the calendar year 2021.
The college decides to:
- To lease three cadastral parcels namely: Son en Breugel, Section G number 232, Son en Breugel, Section G 478, Meierijstad, Section N, number 452, to VOF Van de Ven-Dinter at a rent of € 558.83 per hectare for the period until 31-12-2021;
- To agree to the enclosed draft lease agreement for the cadastral parcels; Son en Breugel, Section G number 232, Son en Breugel, Section G 478, Meierijstad, Section N, number 452.
6. Fulfillment of 2020 permit holder target / Paul van Liempd
The municipality of Son and Breugel will have met the task of accommodating permit holders by 2020.
College Decision:
- To agree to the text for the council information letter;
- include the text in the next council information letter.
7. Brandbrief youth to cabinet / Paul van Liempd
The extended lockdown due to the ongoing COVID-19 pandemic since March last year affects all Dutch people. There is great concern among parents about the impact of the corona crisis, as youth are especially hard hit now. At this important stage of their lives, they are in a crisis whose longer-term impact and consequences should not be underestimated. The youth aldermen, together with young people, experts and social workers, are making the call to the outgoing cabinet to join hands and together, within four months, present an action-oriented delta plan for youth, so that we can give youth perspective again.
The college agrees to Alderman Paul van Liempd signing the appeal.
8. Online events carnival during corona / Jos de Bruin
Due to corona, regular carnival activities cannot take place. CV Hendig Zat and CV de Krutjesrapers have plans to organize an online activity. They are asking the municipality for a contribution to the costs.
College Decision:
- CV Hendig Zat and CV De Krutjesrapers to provide a one-time grant to organize an online event with Carnival;
- To provide to CV Hendig Zat a contribution of € 600 and to CV De Krutjesrapers a one-time contribution in the form of a guarantee up to a maximum of € 2,350;
- Pay the grants from the "Folk Festivals and Commemorations" line item.
9. Status and continuation of art inventory and valuation / Jos de Bruin
This memorandum updates the Board of Trustees on the progress and continuation of the conservation and management of the indoor collection. From July through December 2020, art objects have been Map by describing and photographing them. From January 2021, in-depth research is needed on some of the art objects and collection valuation is needed to determine what use the art objects will be given.
College Decision:
- To note the progress and follow-up of the art inventory through this memorandum;
- Transfer the remaining budget "Visual Arts" in 2020 to 2021.
10. Self-evaluation BRP and travel documents 2020 / Hans Gaillard
A self-assessment is conducted annually on the design, operation and security of the Basic Registration of Persons (BRP). The results of 2020 show that the municipality amply meets the legal requirements. In addition, a self-assessment is also taking place on the Travel Documents section (driving licenses are also part of this). The results of this fall under the authority of the mayor and are presented to the college for information. This proposal also incorporates the results of the ENSIA (general information security).
College Decision:
- Adopt the results Self-assessment BRP 2020;
- To accept the results Self-Assessment of Travel Documents 2020 for notification.
11. Opinions committee General Affairs January 28, 2021 / Hans Gaillard
On January 28, 2021, the General Affairs Committee met. This was a continuation of the January 13 meeting. The college was informed of the opinions given by this committee.
The College notes the opinions and commitments of the General Affairs Committee of January 28, 2021.
12. Development site; progress site 'Begoniastraat' / John Frenken
The intention of a building plan with 16 row houses did not receive sufficient support from the local residents during the consultation of November 26, 2020. After this, several follow-up consultations with the local residents took place, where the local residents proposed a plan with 13 row houses. The developer is also willing to realize a plan with 13 row houses, under the condition that the municipality fills the financial gap created with the 2017 and 2019 agreement, respectively.
It is proposed to ask the council's land area committee for advice on the plan design with 16 row houses (with no financial consequences but with less to no support from the local residents) resp. the plan with 13 row houses (preferred by local residents, but with a reduced revenue for the municipality compared to the established contract agreements from 2017).
The college decides to:
- To request an opinion from the council's Land Use Committee regarding the "Begonia Street" development site on the development of 16 row houses (with no financial impact but with less / no support from local residents) or 13 row houses (with financial impact, namely a lesser revenue for the municipality but with support from local residents);
- To present the committee proposal for this purpose to the council's Land Use Committee;
- Following the advice of the council's Land Use Committee, adopt the final final plan.
13. Adoption of forest management plan / Paul van Liempd
The Integral Management Plan for Forest and Natural Areas of the Municipality of Son en Breugel has been delivered by the Forest Group. As decided earlier, this management plan should be adopted by the municipal council. In order to execute the management at a good level, a structural request for funds is made.
The college decides to agree to the draft council proposal.
14. Structural grant debt relief / Paul van Liempd
The legislative amendment anchors early signaling in the Municipal Debt Relief Act (Wgs) and makes it an obligation for both signal partners and municipalities as of January 1, 2021. Specifically, the proposed changes mean that municipalities will be notified by signal partners of incipient payment arrears. This concerns arrears in payment of fixed expenses, rent, health care premium, energy and drinking water. Municipalities must actively approach residents when payment arrears are reported. We propose transferring the implementation of early signaling to Lumens.
College Decision:
- To have Lumens handle the implementation of early debt detection;
- To provide a budget of €21,805 for this purpose in 2021 from the Free Spending Reserve;
- to request structural budget for 2022 and beyond in the framework memo.
15. Authorization Belastingdienst i.v.m. recovery operation KOT affair / Paul van Liempd
Thousands of parents have been affected by the child care allowance affair. They are receiving financial compensation from the Tax Office. The State is asking municipalities to provide assistance to affected residents where problems have arisen around housing, welfare, income and Health. To know who may need support, data exchange between the Tax Office and the municipality is needed. This proposal makes arrangements to ensure careful exchange, in line with privacy laws.
College Decision:
- Agree to authorize the Tax Office/Benefits to approach aggrieved people as part of the recovery operation for benefits affair;
- To agree to the processing agreement and the terms of use of the Tax Office/Benefits portal, in the context of data transfer between the Tax Office/Benefits and the authorized representative;
- Agree to the Data Exchange Agreement;
- To agree to the text for the next Council Information Letter.
16. Written questions Scenario choice De Bongerd / Jos de Bruin
Questions have been asked by the VVD, CDA and Dorpsbelang groups about the present scenario choice for the further development of De Bongerd. These questions are answered in writing by this proposal.
College Decision:
- To agree to the written answer to the questions of the VVD, CDA and Village Interest groups on the scenario choice for the further development of De Bongerd;
- Requesting the Municipal Clerk’s Office Office to forward the response to City Council members.
