3. Status of the update to the events policy

To inform the council about the status of the events policy, a council information letter has been drawn up in which information is shared about the completed participation phase and the next steps. The results referred to in the RIB can be consulted online when the RIB is published.

The council decides to adopt the text on the status of the update of the events policy and to include it in the next council information letter.

4. Participant Agreement Verpact

The Association of Netherlands Municipalities (VNG) has not renewed the 2020-2029 Packaging Chain Agreement with Verpact. This means that the Chain Agreement will end on December 31, 2024. The VNG and Verpact have concluded a new agreement, namely the Packaging Cooperation Agreement 2025-2030. This will take effect on January 1, 2026. In line with this, the municipality of Son en Breugel is concluding the participation agreement with Verpact.

The council decides to adopt the participation agreement with Verpact.

5. Southeast Brabant Environment Day December 4, 2025

An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province, and the water boards. These agreements may have legal consequences, for example for zoning plans (yet to be developed). The documents for the Environment Day on December 4, 2025, are submitted to the council with this memorandum.

The council takes note of the agenda, the accompanying documents, and the annotations made for the Southeast Brabant Environment Day on December 4, 2025.

6. Extension of mandate for regional procurement of B1 integration course

On July 1, 2025, the mandate for the regional procurement of the B1 learning pathway for the implementation of the 2021 Integration Act expired. The municipality of Eindhoven, also on behalf of the municipality of Son en Breugel, wishes to extend the contract with Werkvloertaal for a period of one year until December 31, 2026. In order to be able to make contractual agreements with Werkvloertaal on our behalf, the municipality of Son en Breugel must grant a mandate to the municipality of Eindhoven. It is recommended that the municipality of Eindhoven be granted a new mandate for the procurement of the B1 learning pathway until December 31, 2025.

The council decides to grant the municipality of Eindhoven a mandate until December 31, 2025, for the procurement of the B1 learning pathway for the implementation of the 2021 Integration Act.

7. ODZOB Work Program 2026

An important basis for the implementation of the basic and requested tasks by the Southeast Brabant Environmental Service (ODZOB) is the work program. The work program is determined each year. It provides the best possible picture of the expected completion of the tasks carried out by the Environmental Service for the municipality.

The council decides to adopt the Southeast Brabant Environmental Service 2026 work program.

8. Collaboration with Summa

Summa and the Municipality of Son en Breugel express their joint intention to enter into a sustainable partnership aimed at promoting social participation, strengthening the regional economy, and improving the future prospects of vocational students and residents of the municipality of Son en Breugel.

The council decides:

  1. The council decides to adopt the Cooperation Agreement between the Municipality of Son en Breugel and Summa in accordance with the draft.
  2. The mayor entrusts the signing of this agreement to Alderman Jong.

9. Youth Policy 2026

The Youth Policy sets out a vision and concrete objectives for the developments we aspire to achieve in the area of youth in the coming years. This council proposal requests that the response to the advice of the Social Domain Advisory Council be adopted and that the Youth Policy 2026 be submitted to the council.

The council decides:

  1. to determine the response to the advice of the Social Domain Advisory Council;
  2. the council decides to propose to the municipal council that it adopt the youth policy for 2026;
  3. to adopt the youth policy for 2026.

10. Adoption of the Environmental Vision

On June 24, 2025, the Municipal Executive decided to release the draft "Son en Breugel Environmental Vision: Looking toward a bright future!" for public inspection. The draft was available for inspection from August 21 to October 1, 2025. Seven opinions were submitted during this period. The municipal council is the body responsible for responding to the 'Statement of Opinions and Official Amendments' and for adopting the environmental vision.

The Municipal Executive has decided to propose the following to the municipal council:

  1. to adopt the 'Memorandum of Views and Official Amendments to the Son en Breugel Environmental Vision 2.0';
  2. to adopt the ‘Son en Breugel Environmental Vision: Looking forward to a bright future!’;
  3. with the adoption of the "Son en Breugel Environmental Vision: Looking toward a bright future!" version 2026, to withdraw the environmental vision from 2022.

11. Adjustment of rates for Wolfswinkel cemetery from January 1, 2026

Respectrum Son en Breugel BV (the funeral home), the organization behind the Wolfswinkel cemetery, asks the municipal executive for permission each year to set the cemetery rates for the coming year. The proposal is to approve a rate increase of up to 5.9% as of January 1, 2026, compared to 2025, as described by the funeral home.

The municipal executive decides to approve the requested rate increase for the cemetery as of January 1, 2026.

12. Temporary management of Van den Elsenstraat 36

By temporarily managing Van de Elsenstraat 36, we are combating decay and meeting the local need for a storage location.

The council decides:

  1. to adopt the text on the temporary management of Van den Elsenstraat 36 and include it in the next council information letter;
  2. to finalize the residents' letter; this will be presented to the immediate neighbors by the Project Manager before the start of the temporary management.

13. Douglas fir dieback

A total of 195 Douglas firs (Pseudotsuga menziesii) along Gentiaanlaan and near Oud Meer have died due to extreme weather conditions. The dead trees are unstable and pose a potential safety risk to residents and recreational users. The municipality will remove them and then replant the forest plots with future-proof forest. We are informing the municipal council about the necessity of this intervention and the next steps in the council information letter.

The council decides to adopt the text on 'Removal of dead Douglas firs along Gentiaanlaan and Oud Meer' and to include it in the next council information letter.
