4 Taking dowry into management
On January 1, 2024, the Omgevingswet came into force. Since then, the Municipality of Son and Breugel has had an environmental plan. For now, the ambient plan consists only of a temporary part. This temporary part of the environmental plan contains the current zoning plans and the dowry. The college decides to take technical control of the environment plan by reading the dowry for the environment plan of the Municipality of Son and Breugel into the plan software. This makes it possible to modify the rules of the environment plan.
The college decides:
- As a result of the introduction of the Omgevingswet, administer the Environment Plan of the Municipality of Son and Breugel, consisting of the current zoning plans and the dowry;
- To this end, read the dowry of the Environment Plan of the Municipality of Son en Breugel into the plan software and thereby:
- in the regulation Article 292, paragraph 1(b), third enumeration item provided with a period;
- make technical adjustments to the article-by-article explanations, as included in argument 2.1.
5 Parking measures Ekkersrijt business park
To combat parking nuisance at Ekkersrijt Business Park, the proposal is to establish a parking ban or stop ban on parts of Ekkersrijt.
The college decides to adopt and implement the traffic orders below:
- Traffic decree establishing stop prohibition Ekkersrijt 1000 + Ekkersrijt 1200 to Ekkersrijt 1400; Traffic decree parking prohibition zone Ekkersrijt 3000 to Ekkersrijt 3300; Traffic decree parking prohibition zone Ekkersrijt 4200 to Ekkersrijt 4400; Traffic decree parking prohibition Verlengde Huizingalaan.
- Establish a total of 36 on-street parking spaces in the no parking zones listed in 1) above;
- At Science Park 5200, design the western shoulder south of the bike path as a green strip with BGS semi-paving, parking is no longer allowed here.
6 Council information letter Sports Agreement 2023-2026

The College decides to adopt the council information letter to be sent to the City Council, Sports Agreement 2023-2026.
7 New backstop agreement WSW municipality
The Social Housing Guarantee Fund (WSW) guarantees loans from housing associations. This enables corporations to build and maintain social housing with favorable financing options. If a corporation gets into financial trouble, the WSW ensures that interest payments and loan repayments continue. The WSW pays for this from its own capital. That capital can be supplemented by collecting bonds from all participating corporations. Only when that is insufficient, the State and municipalities come into the picture as backstop to provide interest-free loans. For this we have backstop agreements with the WSW. The WSW and the Association of Netherlands Municipalities (VNG) have asked us to agree to one new generic backstop agreement that replaces all existing backstop agreements. As of August 1, 2021, a new improved backstop agreement will be used for all rights and obligations entered into after that date. These enhancements have yet to be incorporated into the older backstop agreements so that the municipality's backstop position is governed solely by one agreement.
College Decision:
- Agree to enter into a new backstop agreement between the municipality and the WSW effective May 1, 2024 to replace all previous agreements and have the mayor sign this agreement;
- Have this signed agreement along with the college decision sent in duplicate to the WSW.
8 Viewpoint regional mobility vision MRE
On Feb. 8, MRE presented the consultation version of the MRE 2040 Regional Mobility Vision to our municipality. During the advisory council session on March 21, 2024, council members gave their reaction to the Regional Mobility Vision. During this session it was agreed that the college would prepare a proposal for an opinion and submit it to the groups via a written round. The draft view is now before us.
College Decision:
- To agree with the draft viewpoint on the MRE 2040 Regional Mobility Vision;
- To submit this draft view to council groups for comment;
- To agree to the draft council proposal.
9 Article 49 questions council Outdoors
Following the opening of the Buitenstebinnen elementary school in Breugel, some questions have been asked by the council under article 49 of the council's rules of procedure. The college answers these questions by memo within 30 days.
The college decides to adopt the reply letter.
10. Early signaling in the neighborhood (District Health Department).
Due to national and local developments such as the movements from "sheltered living to sheltered home" (BW) and "from shelter to assisted living" (MO), people with psychosocial vulnerability continue to live (or return to live) in the neighborhood/neighborhood longer. In addition, the number of residents with psychosocial and mental health problems is increasing. They often receive targeted, appropriate support at home. Nevertheless, this can lead to nuisance in the immediate neighborhood. Sometimes because residents are not reached well enough by regular care providers and/or do not know how to find the right form of Health and Support. Sometimes because residents themselves avoid Health and support. Often the behavior of these residents is not understood by local residents or they do not know how to act in certain situations. This can lead to unsafe situations. In the pilot "Early signaling and follow-up in the neighborhood" we introduce an outreach approach for this target group with the deployment of a District Health and Safety Officer. A state grant has been received for this pilot.
The college decides:
- To agree to implement the pilot "Early Identification and Follow-up in the Neighborhood (District Health Department)" in the period March 1, 2024 to March 1, 2025;
- Enter into an agreement with GGD Brabant-Zuidoost in connection with the appointment and financing of a District GGD officer during the pilot period;
- Agree to co-finance up to an amount of €7,500, to be covered by SPUK/GALA funds within program 2 of the adopted budget;
- To inform the council through the attached council information letter.
