The college adopts the decision lists
2. Draft zoning plan Buitengebied; Waterhoef ong. and anterie agreement / Jan Boersma
In 2017, the college agreed to the request in principle for the realization of two detached room for space homes in the Waterhoef. To recover the costs of this plan and to ratify the principles, the anterior agreement is now before us to enter into and the draft zoning plan is before us to be put into procedure.
College Decision:
- To enter into the antecedent agreement marked 256678 with promoter and to publish the substantive content of the agreement;
- To submit the draft zoning plan "Buitengebied; Waterhoef ong.", with plan IDN NL.IMRO.0848.BP804BUITENGEBIED-ON01 for public inspection, after the agreement has been signed by all parties.
3. Tax ordinances / Jan Boersma
Every year the council is presented with a proposal on municipal tax rates and tax ordinances.
College Decision:
- To approve the tax and fee regulations with associated rate tables;
- To submit the council proposal for tax regulations 2022 to the council for decision.
4. SB BNG negative credit interest rate / Jan Boersma
For bank balances above €500,000, the BNG charges negative credit interest to member (municipal) organizations. The costs are ultimately charged according to a graduated scale. By setting the treasury banking threshold for all organizations at €400,000, credit balances received in bank accounts above this amount are automatically skimmed off to the treasury. This way we limit the risk of costs due to negative credit interest. The Ministry has raised the threshold for treasury banking. This means that municipalities are now allowed to have more of their own funds in bank accounts. But because we pay interest on credit balances, earlier skimming to the State is desirable.
The college decides to adjust the skimming limit for treasury banking within BNG to €400,000.
5. Program Political Evening and list of commitments October 21, 2021 / Hans Gaillard
The college discusses the documents scheduled for political night on Oct. 21.
6. Memo Tozo arrangements / Paul van Liempd
The municipality of Son and Breugel implemented the "Temporary Bridging Scheme for Independent Entrepreneurs" (Tozo) under the government's corona support package. The scheme provides subsistence assistance and a credit loan for self-employed entrepreneurs. This measure has five periods, ran for 1.5 years and ceased on October 1, 2021. Through this memo, the City Council is informed about the key figures, implementation and reorientation of Tozo entrepreneurs by the municipality.
College Decision:
- To take note of the memo kengetallen 5 Tozo regelingen, uitvoering 5 Tozo regelingen en heroriëntatie Tozo ondernemers gemeente Son en Breugel;
- Agree to send the memo to the City Council.
7. Notice of default Baetsen / Paul van Liempd
Attero found three times that Baetsen's trucks did not comply with the directive. On August 20, 2021, the municipality of Son and Breugel received a final warning from Attero. If a new finding is made, our waste number may be closed for a period of three to six months. The municipality's position is that it can reasonably expect Baetsen to comply with laws and regulations when transporting waste streams from Son and Breugel. The municipality holds Baetsen liable, if the municipality is excluded from Attero's waste processing sites.
The college decides to declare Baetsen in default for exceeding acceptance conditions when transporting waste streams to Attero's processing facility.
8. Adoption of RES 1.0 / Paul van Liempd
On September 29, 2021, the final RES 1.0 was released by the POHO MRE RES . The final version incorporates the views of the municipal councils, stakeholders and residents on the search areas. The supported views of the municipal council of Son en Breugel on the search areas Sonniuswijk and A50 are adopted. The RES 1.0 is now presented to the municipal council for adoption.
College Decision:
- To present the MRE Regional Energy Strategy 1.0 to the City Council for adoption;
- continue the official capacity for the RES, as agreed upon in the starting memorandum, until a Cooperation and Implementation Program RES is presented to the college for decision.
9. Educational housing for elementary school Rainbow/Crown Corner and Space/Blok Temple including Korein childcare / Jos de Bruin
The college agrees with the council proposal and submits it to the council for its consideration.
