Public decision list January 19, 2021

1. Adoption of the list of non-public decisions and the list of public decisions dated January 12, 2021 / Hans Gaillard

The college adopts the decision lists.

2. Enforcement request Taylorstraat 11a / Hans Gaillard

On December 1, 2020, the council received an enforcement request regarding an unlicensed dormer window. In addition, there was a deviation from the permit granted for the annex. Enforcement and a construction freeze were requested. The permit for the dormer window was granted on December 23, 2020. There is no longer an illegal situation. The deviation from the permit for the annex falls within the scope of permit-free regulations.

The council decides:
1. to reject the enforcement request;
2. not to impose a construction freeze.

3. Request for a ruling on the principle of Drieweg advies bv zoning plan amendment Ockhuizenweg 10 / John Frenken

The submitted request in principle for a zoning plan revision for the conversion of an agricultural function to a commercial designation (toilet trailer construction and storage of toilet trailers, urinals, equipment for the construction of toilet trailers and trailers and chassis) at Ockhuizenweg 10 has been assessed. All the opinions requested were negative. It is proposed not to grant the request in principle and to inform the applicant accordingly.

The council decides not to cooperate with the request in principle for a zoning plan revision from agricultural to commercial use at the address in question.
 

4. Regional Agreement Framework for Housing Migrant Workers in the Eindhoven Urban Area / Jan Boersma

The nine municipalities in the Eindhoven Urban Area have drawn up a regional framework agreement for the housing of migrant workers. These agreements, which form the basis for local policy, contribute to the provision of sufficient and humane housing for migrant workers.

The council decides:
1. to approve the 'Agreement Framework for the Housing of Migrant Workers in the Eindhoven Urban Area' (November 2020) and to use this as the basis for municipal policy;
2. to inform the municipal council by means of a council information letter.


5. Letter from the province with its opinion on the 2021 budget / Jan Boersma

Each year, the province assesses the municipal budget to determine whether it is structurally and realistically balanced. Based on its findings, the province decides whether the municipality falls under repressive or preventive supervision. The assessment of the 2021 budget is that it is structurally and realistically balanced. For 2021, the normal repressive supervision will apply.

The council takes note of the letter from the province of North Brabant regarding the 2021 budget.

6. December Circular 2020 general payment / Jan Boersma

The government recently issued its December Circular 2020. The December circular concludes the year 2020 and contains the latest changes to the general payment for 2020. This December circular therefore does not contain any changes to the accrual estimates for 2020 and beyond. It does, however, provide information about the additional agreements regarding the coronavirus compensation package for local authorities.

The board takes note of the December circular.

7. Additional support for sports clubs and organizations at the end of 2020 / Jos de Bruin

Due to restrictive coronavirus measures, many sports organizations are seeing a loss of income while costs continue to mount. These organizations are requesting support from the Municipality of Son en Breugel. As a municipality, we do not want these organizations to run into financial difficulties and are providing support where necessary.

The council decides:
1. to agree to the following measures:
a. to waive the rent owed by SBC for two months, amounting to €10,288;
b. to support Kuipers sports hall management with an amount of €54,080.33 and to indicate that support will also be provided in 2021, if necessary;
c. to waive the rent owed by SonSport for one month, amounting to €6,691.
2. To cover the costs from the government compensation received for coronavirus-related costs and to include this in the 2020 financial statements.
3. To grant HTC Hockey an investment subsidy of €850 to make the accommodation 'coronavirus-proof' and to cover the costs from the one-off subsidies budget.


8. Recommendations of the Civil Affairs Committee January 12, 2021 / Hans Gaillard

The Civil Affairs Committee met on January 12. The council is informed about the recommendations made by this committee.

9. Vision 2025 VRBZO / Hans Gaillard

Under the Safety Regions Act (Wvr), the safety region adopts a policy plan every four years. To comply with these provisions, a policy plan was adopted in December 2019 pursuant to Article 14 of the Wvr, containing the minimum required components. Discussions were held at the administrative and strategic levels to develop a vision for the future of VRBZO. The draft VRBZO 2025 vision (see appendix) is now available for discussion with the council.

The council decides:
1. to take note of the draft vision 2025 for the Brabant-Zuidoost Safety Region;
2. to agree with the committee's proposal for consultation with the municipal council.

10. Recommendations from the Land Affairs Committee January 11, 2021 / Hans Gaillard

On January 11, the Land Affairs Committee met. The council is informed about the recommendations made by this committee.

11. Recommendations from the General Affairs Committee January 13, 2021 / Hans Gaillard

The General Affairs Committee met on January 13. The college is informed about the recommendations made by this committee.

The council decides:
1. To take note of the recommendations and commitments of the General Affairs Committee of January 13, 2021.
2. To agree with the revised opinion on the MRE Annual Program 2021 and to submit this to the General Affairs Committee of January 28, 2021.

12. Decision on objection to rejection of application for urgent decision / John Frenken

On September 28, 2020, the council decides to reject the application for an urgent decision. On October 20, 2020, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared well-founded and that the contested decision be revoked by granting urgency.

The court decides:
1. to declare the objection well-founded;
2. to revoke the contested decision by granting urgency;
3. to refer to the opinion of the objections committee for the reasons for the decision.
