3 Advice request ASD regulation Wmo 2026

The social support (Wmo) regulation is in need of updating. The current regulation was adopted in 2020. Changes appeared necessary as a result of case law and practical experience. As a result, the draft regulation is more complete than the current one. The draft Wmo 2025 regulation was prepared in consultation with the CMD. The next step is a request for advice to the Social Domain Advisory Council (ASD).

The college decides to release the draft social support (Wmo) regulation Son en Breugel 2026 for a request for advice to the Advisory Council Social Domain and to send the letter.

4 Interadministrative Supervision (IBT) supervisory assessment Environmental Law 2025

The province systematically monitors the timeliness/updatedness and quality of municipalities' legally required VTH documents. The IBT 2025 assessment form shows that the municipality has scored positively and thus meets the established assessment criteria and standards.

The college decides:

  • To accept for notification the supervisory assessment Interadministrative Supervision (IBT) 2025;
  • Adopt the text on Intergovernmental Supervision: supervisory judgment Environmental Law 2025 and include it in the next council information letter.

5 Youth and youth policy 

The Youth and Young People's Policy gives vision and concrete objectives to the developments we aspire to in the coming years in the field of youth and young people. The Social Domain Advisory Council is asked to give their opinion on this Youth and Young People's Policy.

The college decides to submit the Youth and Adolescent Policy to the Social Domain Advisory Council for advice.

6 Omgevingswet; review council decision Nov. 23, 2023 Omgevingswet 'delegation', 'binding advisory right', 'mandatory participation' and 'extended procedure'

On Nov. 23, 2023, the council passed a decision under the Omgevingswet Act regarding the components of "delegation," "binding advisory right," "mandatory participation" and "extended procedure. With this, it was also decided to evaluate this decision annually in February from 2025. For the purpose of this evaluation, the document "Evaluation of council decision November 23, 2023; Omgevingswet Act; 'delegation', 'binding advisory right', 'mandatory participation' and 'extended procedure' -" has been prepared. The college decides to send this document as an evaluation to the council for information.

7 RIB Wooniezie/urgentia scheme 

Draft RIB text informing the council about the received Report on Housing Distribution MRE Wooniezie 2024, the Report on Urgency SGE 2024 and the Annual Report on Urgency SGE 2024.

The college decides to adopt the text on the annual reports 2024 MRE/SGE, housing distribution and implementation urgency regulation SGE 2024 and to include it in the next council information letter.

8 Preferential right area Breeakker -northern part-; answering questions resident

Questions were submitted to the council by a resident of the Breeakker neighborhood regarding the "Breeakker -north" site. The council decided on 03 July 2025 that the handling of these questions can be done by your college. The questions have been provided with a response. The college decides to send the responses to the submitter
of the questions.

The college decides to adopt the letter of reply and respond to the questioner with this letter.

9 Indexing standard amounts expansion Bs de Bloktempel incl childcare 

The City Council previously adopted the investment credit for the expansion of the Bloktempel, including the expansion of the child care center. An environmental permit has now been issued for this and we are on the eve of the start of construction. To bring the credit in line with current cost trends, it is necessary to index the investment credit to the standard amounts 2025.

College Decision:

  • Establish the investment credit for the expansion of the Bloktempel including child care in accordance with the 2025 standard amounts;
  • Adopt the text on indexing the investment credit and include it in the next council information letter.

10 Council information letter RIB regional Social Domain

On July 3, 2024, the city council submitted the motion "regional Social Domain". The text for the council information letter (RIB) informs the council about this.
