2. Political Evening Program October 20 and list of council commitments October 6, 2022 / Hans Gaillard

The council discusses the program schedule for the Political Evening on October 20, 2022, and the list of commitments made by the council on October 6, 2022.

3. General Management MRE dated October 19, 2022 / Hans Gaillard

The next meeting of the General Board of the Eindhoven Metropolitan Region will take place on October 19, 2022. This advisory note presents the agenda and documents for the attention of the board.

4. Image-building meeting SGE Cooperation Agenda 2023-2026 / Hans Gaillard

A new Cooperation Agenda for the period 2022–2026 is being prepared in the SGE. The draft will be released by the SGE Administrative Platform on October 21. This will be followed by a process in which council members can play an active role. They will be invited to submit suggestions and proposed amendments. These will be discussed during the Regional Conference on November 30. An exploratory session will be organized in preparation for this.

The council decides to approve the submission of the session form for an exploratory meeting on the draft SGE Cooperation Agenda 2022-2026.

5. SGE Administrative Platform dated October 21, 2022 / Hans Gaillard

The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for October 21, 2022. This municipal executive memorandum presents the agenda and supporting documents to the municipal executive for information.

The Municipal Executive decides to take note of the agenda and supporting documents for the Administrative Platform of the Eindhoven Urban Area dated October 21, 2022.

6. Extension Energy Coach / Steven Grevink

On July 27, 2021, the council commissioned Stichting Trias Innervatie (Energiebox) and Howtobee-Ecofriendly to conduct 100 energy coaching sessions with tenants. By October 1, 2022, 99 sessions had been conducted, representing more than 5% of all tenants in our municipality. The municipality is very satisfied with the quality of the implementation and the service provided to our residents. The energy coach is an important tool for helping residents on a low income to save energy. We are therefore extending the assignment with another 100 consultations and also giving resident-owners the opportunity to make use of the scheme.

The council decides to approve the extension of the assignment to Stichting Trias Innervatie (Energiebox) and Howtobee-Ecofriendly for a second tranche of 100 coaching sessions and to allow resident-owners to participate in the scheme.

7. Expansion of Plus supermarket / Jelle de Jong

A request in principle has been submitted for the expansion of the Plus supermarket at Amerikalaan 4. In order to continue operating the supermarket at this location in a future-proof manner, it is necessary to enlarge the store. This will allow this important facility to be retained, particularly for the Gentiaan and Sonniuspark neighborhoods. It is recommended that cooperation be granted in principle for an expansion. However, the initiator must first further develop their plan in terms of spatial planning and investigate a number of scenarios, one of which may also involve the playing field behind the store. The preconditions and starting points will be provided. The plan will then be resubmitted to the municipal executive.

College Decision:

  1. to support the initiative proposal for an expansion of the Plus supermarket at Amerikalaan 4;
  2. agree to the formulated preconditions and principles;
  3. request the initiator to further develop and investigate the plan, taking into account the preconditions and principles, so that the expansion can be integrated in a spatially acceptable manner. To this end, the initiator must develop several expansion scenarios, which may also include the playground behind the building;
  4. Any sale of land should only be considered after an acceptable expansion plan has been established and developed.

8. Adoption of zoning plan "Rural area; Wolfswinkel opposite 2" / Jelle de Jong

In 2021, the council approved the principle request for the construction of a detached space-for-space home in Wolfswinkel. The required draft zoning plan for the construction of the home has been drawn up and made available for inspection for the period of
(June 2, 2022, to July 13, 2022). The draft zoning plan was also submitted to the province of North Brabant and the Dommel Water Board (approval), among others, to give them the opportunity to respond to this draft zoning plan by submitting their views. The consultation period yielded one response, namely from the province. To complete this process, the zoning plan "Buitengebied; Wolfswinkel t.o. 2" can be submitted to the municipal council for adoption.

College Decision:

  1. to enter into the addendum to the prior agreement 273000;
  2. propose to the council that it adopt the "Opinion Memorandum Rural Area; Wolfswinkel t.o. 2" and the zoning plan "Rural Area; Wolfswinkel t.o. 2" with plan identificationNL.IMRO.0848.BP828BUITENGEBIED-VA01" as amended and make them available digitally;
  3. to propose to the council that, pursuant to Article 6.12 of the Spatial Planning Act, it decide not to adopt an exploitation plan for zoning plan "Buitengebied; Wolfswinkel
    t.o. 2."
