The College decides to take note of the program of the Political Evening on November 20, 2025.

4. Informational projects following 'The Block Temple/ The Space'.

The "Note on the provision of information to projects following the 'De Bloktempel/ De Ruimte' project" provides points for discussion regarding the provision of information to the board; for discussion by the audit committee. There is a reflection on the example project 'De Bloktempel/ De Ruimte'. Some points for discussion and suggestions for improvement regarding the provision of information for projects follow.

The college decides to adopt the "Memorandum on information supply projects following 'The Block Temple, The Space,'" and forward it to the next audit committee for discussion.
 

5. Participation in StiLa 2.0

The Province of North Brabant is renewing the Landscape Incentive Scheme (StiLa) for the period 2026 - 2031. The new scheme, StiLa 2.0, supports construction, management and function change of landscape elements in the countryside. The municipality of Son en Breugel participates again by signing the Cooperation Agreement (SOK) and making a new entry budget available. The participation is budget neutral because the municipal contribution is fully covered from the remaining budget of the current scheme. With participation in StiLa 2.0, Son en Breugel remains part of the provincial network that strengthens the Brabant landscape.

The college decides:

1. To participate in the Landscape Incentive Scheme (StiLa 2.0) for the period 2026-2031 by adopting the cooperation agreement with the Province of North Brabant;
2. reallocate the remaining amount to be received from the current arrangement (approximately €28,000) in 2026 for participation in StiLa 2.0;
3. To include the budget-neutral financial treatment in the first administrative report 2026;
4. return the signed cooperation agreement to the Province no later than Nov. 20, 2025.

6. Tactical policy archiving text messages

This tactical policy Archiving text messages regulates the use of message apps within Service Dommelvallei, the affiliated municipalities and the PlusTeam and lays down how archive-worthy chat messages are preserved.
By adopting this policy, we give substance to archival obligations at the tactical level. In line with information security, we ask for a mandate so that from now on the municipal secretary or the Director of Service Dommelvallei may establish tactical policy in the field of archive and information management for his municipality or for Service Dommelvallei.

The college decides:

1. Adopt the Tactical Policy on Archiving Text Messages 2025-2029;
2. Authorize the City Clerk to adopt subject-specific tactical policies applicable to the City.

7. Starting memorandum heat program

In 2021, the municipal council adopted the Heat Transition Vision (TVW), which provides direction for the heat transition in the municipality. The Omgevingswet requires municipalities to adopt a heat program no later than the end of 2026. This heat program is a follow-up to the TVW and provides frameworks for the implementation of making the built environment more sustainable.
A starting memorandum and communication and participation plan have been drawn up for how we want to approach this. This describes how the heat program will be established, how stakeholders will be involved and which steps will be taken towards decision-making.
 

College Decision:

1. Take note of the approach proposed in the starting memorandum and the participation and communication plan to prepare the Heat Program for the municipality;
2. The college decides to adopt the text on "start heat program Son en Breugel" and include it in the next council information letter.

8. Ash tree mortality at Great Brook.

Along Grote Beek, near Bont Street and Stokroos Street, ash trees (Fraxinus excelsior) are in poor condition due to a combination of ash dieback and root rot. Because these trees are no longer safe, they are being cut down. With a council information letter we inform the city council about this development and the next steps for restoration of the area.

The college decides to adopt the text on "Removal of diseased ash trees along the Great Brook" and include it in the next council information letter.

9. Written Questions SNO

A council information letter was sent out on Oct. 13, explaining the decision of A 10 for Youth about stopping Specialist After School Care. Written questions about this were asked by D66 on Oct. 20. This college proposal presents the response to the written questions.

The college decides to adopt the response letter to written questions on Specialist After School Care.

10. Beleidsregels Tijdelijke regeling alleenverdienersproblem Son en Breugel 2025, 2026 en 2027.

The college adopts the policy rules Vaste Tegemoetkoming Alleenverdieners Son en Breugel 2025-2027. Herewith we offer households with one breadwinner structurally an extra financial support.

The college decides to adopt the Policy Rules Temporary Regulation Single Earners Son and Breugel.
