3. Political Evening Nov. 20, 2025
The College decides to take note of the program of the Political Evening on November 20, 2025.
4. Informational projects following 'The Block Temple/ The Space'.
The "Note on the provision of information to projects following the 'De Bloktempel/ De Ruimte' project" provides points for discussion regarding the provision of information to the board; for discussion by the audit committee. There is a reflection on the example project 'De Bloktempel/ De Ruimte'. Some points for discussion and suggestions for improvement regarding the provision of information for projects follow.
The college decides to adopt the "Memorandum on information supply projects following 'The Block Temple, The Space,'" and forward it to the next audit committee for discussion.
5. Participation in StiLa 2.0
The Province of North Brabant is renewing the Landscape Incentive Scheme (StiLa) for the period 2026–2031. The new scheme, StiLa 2.0, supports the construction, management, and functional change of landscape elements in rural areas. The municipality of Son en Breugel is participating again by signing the Cooperation Agreement (SOK) and making a new entry budget available. Participation is budget-neutral, as the municipal contribution is fully covered by the remaining budget of the current scheme. By participating in StiLa 2.0, Son en Breugel remains part of the provincial network that strengthens the Brabant landscape.
The council decides:
- To participate in the Landscape Incentive Scheme (StiLa 2.0) for the period 2026-2031 by adopting the cooperation agreement with the Province of North Brabant;
- reallocate the remaining amount to be received from the current arrangement (approximately €28,000) in 2026 for participation in StiLa 2.0;
- To include the budget-neutral financial treatment in the first administrative report 2026;
- return the signed cooperation agreement to the Province no later than Nov. 20, 2025.
6. Tactical policy archiving text messages
This tactical policy on archiving text messages regulates the use of messaging apps within Dienst Dommelvallei, the affiliated municipalities, and the PlusTeam, and specifies how chat messages that are worthy of archiving are stored.
By establishing this policy, we are fulfilling our archiving obligations at a tactical level. In line with information security, we are requesting a mandate so that the municipal secretary or the director of Dienst Dommelvallei can henceforth establish tactical policy in the field of archive and information management for their municipality or for Dienst Dommelvallei.
The council decides:
- Adopt the Tactical Policy on Archiving Text Messages 2025-2029;
- Authorize the City Clerk to adopt subject-specific tactical policies applicable to the City.
7. Starting memorandum heat program
In 2021, the municipal council adopted the Heat Transition Vision (TVW), which provides direction for the heat transition in the municipality. The Omgevingswet municipalities to adopt a heat program by the end of 2026 at the latest. This heat program is a follow-up to the TVW and provides frameworks for the implementation of sustainability measures in the built environment.
A starting note and communication and participation plan have been drawn up to outline how we intend to approach this. These documents describe how the heat program will be developed, how stakeholders will be involved, and what steps will be taken toward decision-making.
College Decision:
- Take note of the approach proposed in the starting memorandum and the participation and communication plan to prepare the Heat Program for the municipality;
- The college decides to adopt the text on "start heat program Son en Breugel" and include it in the next council information letter.
8. Ash tree mortality at Great Brook.
Along the Grote Beek, near Bontstraat and Stokroosstraat, ash trees (Fraxinus excelsior) are in poor condition due to a combination of ash dieback and root rot. Because these trees are no longer safe, they will be felled. We will inform the municipal council about this development and the next steps for restoring the area in a council information letter.
The council decides to adopt the text on 'Removal of diseased ash trees along the Grote Beek' and to include it in the next council information letter.
9. Written Questions SNO
On October 13, a council information letter was sent out explaining the decision by Een 10 voor de Jeugd (A+ for Youth) to discontinue Specialist After-School Care. Written questions about this were submitted by D66 on October 20. This council proposal contains the answers to the written questions.
The council decides to adopt the response letter to the written questions about Specialist After-School Care.
10. Beleidsregels Tijdelijke regeling alleenverdienersproblem Son en Breugel 2025, 2026 en 2027.
The council adopts the policy rules for Fixed Allowance for Single Earners in Son en Breugel 2025-2027. This provides households with a single breadwinner with structural additional financial support.
The council decides to adopt the Policy Rules for Temporary Arrangements for Single Earners in Son en Breugel.
