The college adopts the decision lists.

2. RIB business park programming 2021 / Jan Boersma

On January 11, 2021, the Economy portfolio holders' meeting of the Eindhoven Urban Area adopted the draft business park programming. This programming was then also approved by the other subregions and the province during an extra development day on February 24, 2021. Meanwhile, a financial arrangement is being worked on in order to Map the financial consequences for the individual municipalities. Only then can it be presented to the municipal councils. Because it may still take some time, the aforementioned portfolio holder consultations want to inform the municipal councils, which ultimately have to determine the programming, in the interim. It is proposed to do this in Son en Breugel by means of the Council Information Letter.

The college decides to:

  1. To take note of the 2021 business park programming of the Eindhoven Urban Area;
  2. Agree with the text for the Council Information Letter and accompanying presentation.

3. Council questions Dorpsbelang and Voor-U dated April 19, 2021 / Jan Boersma

The groups of Dorpsbelang and Voor-U submitted questions to the college about an article in Mooi Son en Breugel and Hekkelman's methods.

The College decides:
1. to take note of the letter answering the questions;
2. to agree to the answers to the questions;
3. agree to send the letter to the council members.


4. Agenda public council meeting May 20, 2021 / Hans Gaillard

The college discusses the documents scheduled for the May 20 council meeting.

5. Adopt process description and process rules MOR / Jan Boersma

In 2020, the audit committee conducted a study of the process surrounding public space reporting (MOR). One of the recommendations was to better align a policy and implementation and create a process description. To this end, a process description with associated process rules was drafted.

The College decides to:
1. adopt the process rules MOR dated May 17, 2021;
2. adopt the process description MOR dated May 17, 2021.

6. Mandate execution Protected Housing and purchase of Day Care Protective Housing / Paul van Liempd

For the implementation of Protected Living Administrative agreements have been made and associated mandates from the regional municipalities to the municipality of Eindhoven. The Administrative agreements Protected Housing and mandates expire on January 1, 2022. It is proposed to extend these until 1-1-2023. In addition, it is proposed that the purchase of day care for clients of Protected Housing will be carried out by Eindhoven. The contracts for this expire on January 1, 2022. In 2022 a new procurement procedure should be started in order to be able to guarantee the continuity of day care for Protected Housing from 1-1-2023.

College Decision:

  1. To agree to the extension of the existing Administrative Agreements Protected Housing until January 1, 2023;
  2. To agree to the extension of associated mandate for Protected Housing to the Municipality of Eindhoven, in accordance with the draft Municipal Gazette;
  3. To approve the procurement strategy Wmo Day Care BW Region for 2022, being:
  • open house process to accommodate bids from multiple providers;
  • claim familiarity with the product and a location in the region
  • initial contract period of 1 year with 3 renewal options.

7. Secrecy of documents surrounding advice on legality of procurement of village hall / Jan Boersma

1. The College decides, based on opinions of Bizob and Hekkelman, to lift the secrecy of the documents.
2. Based on the advice, which finds its ground in the Procurement Act 2012 and the Public Access Act, the information of Hekkelman contains business sensitive information. That concerns the table as included on page 10 of the advice (the breakdown of the additional work and corresponding amounts). This table is therefore not public. The amounts mentioned in the text on page 10 under the table are also not public. Based on the legal opinion, the college decides to make these passages (table with explanations) confidential.
