The college adopts the decision lists.

2. RIB business park programming 2021 / Jan Boersma

On January 11, 2021, the Eindhoven Urban Area Economy Portfolio Holders' Consultation adopted the draft industrial estate programming. This programming was then also approved by the other subregions and the province during an extra development day on February 24, 2021. Work is now underway on a financial arrangement to Map the financial consequences for the individual municipalities. Only then can it be submitted to the municipal councils. As this may take some time, the aforementioned portfolio holders' meeting wishes to inform the municipal councils, which will ultimately have to approve the program, in the meantime. It is proposed that this be done in Son en Breugel by means of the Council Information Letter.

The college decides to:

  1. to take note of the 2021 business park programming for the Eindhoven Urban Area;
  2. to approve the text of the Council Information Letter and the accompanying presentation.

3. Council questions from Dorpsbelang and Voor-U dated April 19, 2021 / Jan Boersma

The Dorpsbelang and Voor-U political parties have submitted questions to the municipal executive regarding an article in Mooi Son en Breugel and Hekkelman's working methods.

The council decides:
1. to take note of the letter containing the answers to the questions;
2. to agree with the answers to the questions;
3. to agree to the letter being sent to the council members.


4. Agenda for the public council meeting on May 20, 2021 / Hans Gaillard

The council discusses the items on the agenda for the council meeting on May 20.

5. Establishing process description and process rules MOR / Jan Boersma

In 2020, the audit committee conducted an investigation into the process surrounding reports in public spaces (MOR). One of the recommendations was to better align policy and implementation and to draw up a process description. To this end, a process description with accompanying process rules has been drawn up.

The board decides to:
1. adopt the MOR procedural rules dated May 17, 2021;
2. adopt the MOR process description dated May 17, 2021.

6. Mandate implementation Protected Living and procurement Day Care Protected Living / Paul van Liempd

Administrative agreements have been made for the implementation of sheltered housing, along with associated mandates from the regional municipalities to the municipality of Eindhoven. The administrative agreements on sheltered housing and mandates expire on January 1, 2022. It is proposed to extend these until January 1, 2023. In addition, it is proposed that Eindhoven be responsible for purchasing day care for clients in the Protected Living program. The contracts for this expire on January 1, 2022. In 2022, a new procurement procedure must be started in order to guarantee the continuity of Protected Living day care from January 1, 2023.

College Decision:

  1. to agree to the extension of the existing Administrative Agreements on Protected Living until January 1, 2023;
  2. to approve the extension of the corresponding mandate for Protected Housing to the municipality of Eindhoven, in accordance with the draft municipal gazette;
  3. to approve the procurement strategy for Wmo Day Care BW Region for 2022, namely:
  • open house procedure to accommodate bids from multiple suppliers;
  • requires familiarity with the product and a location in the region
  • Initial contract period of 1 year with 3 options to extend.

7. Confidentiality of documents relating to advice on the legality of the village hall tender / Jan Boersma

1. Based on advice from Bizob and Hekkelman, the council decides to lift the confidentiality of the documents.
2. Based on the advice, which is grounded in the 2012 Public Procurement Act and the Government Information (Public Access) Act, the information provided by Hekkelman contains commercially sensitive information. This concerns the table included on page 10 of the advice (the breakdown of the additional work and associated amounts). This table is therefore not public. The amounts mentioned in the text on page 10 below the table are also not public. Based on the legal advice, the board has decided to classify these passages (table with explanation) as confidential.
