1. Adoption of non-public decision list and public decision list b&w meeting dated August 11, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Follow-up examination of ODZOB by Court of Auditors committees / John Frenken
In May/June the councils of the nine comptroller municipalities took note of the Report "Turning the knob of ODZOB" (Research Omgevingsdienst Zuidoost-Brabant). An administrative working group then set to work at the request of ODZOB's Executive Board to prepare a joint proposal for the Executive Board on September 24.
The Court of Auditors' report suggested that a plan of action be drawn up within three months. That deadline -with decision-making in November- is proving impractical. In an interim memo, the General Affairs Committee will be informed about the current state of affairs and the follow-up process.
The college decides to inform the General Affairs Committee via a memo on the status of the follow-up investigation into ODZOB by the Court of Audit Committees.
3. Decision Wob request / Jan Boersma
On June 24, 2020, the College received a request under the Public Access Act (Wob). The petitioner requests information regarding the files De Klerkstraat 1 and De Klerkstraat 3.
College Decision:
- make a decision on the Wob request;
- to disclose the requested documents under the WOB with the exception of personal data under Article 10(2)(e) of the WOB and personal policy views contained in documents for internal deliberation under Article 11(1) of the WOB;
- To make public the personal policy opinions contained in the final B&W opinion memos and the documents "De Klerk Street 1 Assessment" and "De Klerk Street 3 Assessment" in the interest of good and democratic governance.
4. Consultation college and Council working group on administrative style on speaking time for residents / Hans Gaillard
For some time now, under the direction of the Council Working Group on Administrative Style, the City Council has been holding speaking hours for residents. The Council Working Group on Administrative Style has evaluated the first series of consultation hours and discussed its findings with the city council on June 3. In it, points for attention and improvement were given to the college. The college greatly appreciated the contribution of the Council Working Group. The college is adopting a memorandum responding to the main issues.
College Decision:
- To adopt the memo to the Council Working Group on the speaking hour;
- send the memorandum to the Council Working Group and a copy to the council.
5. Administrative planning 4th quarter 2020 et seq. / Hans Gaillard
Periodically, the College of B&W sets the administrative schedule. This outlines the topics and proposals that will be considered by the council committees and the City Council in the coming quarters. Once adopted, the schedules are placed on the agenda for the August 31 and September 1 and 2, 2020 committee meetings.
College Decision:
- Adopt the administrative schedule for the fourth quarter 2020 and beyond;
- to submit these schedules to council committees for information.
6. Answering questions D66 regarding Village Hall / Jan Boersma
The D66 group has submitted questions to the college about the realization of The Village Hall Presented is the letter of questions and a draft answer.
College Decision:
- To take note of the letter answering the questions;
- To agree to answer the questions;
- Agree to send the letter to council members.
7. Note on hiring externals for the benefit of the General Affairs Committee / Paul van Liempd
At the request of group Dorpsbelang, the subject of hiring external staff has been included as a topic in the administrative planning of the General Affairs Committee. A memorandum has been prepared in which a relationship is established with the basis in order and the "going concern tasks," the major projects, the legal developments and what this means for the flexible shell with the associated external hiring.
The college decides to adopt the memorandum on hiring externals for the General Affairs Committee.
8. Education housing applications / Jos de Bruin
School board PlatOO has submitted an application for the new construction of elementary school
De Regenboog and De Krommen Hoek at the location of De Krommen Hoek. School boards PlatOO and SKPO have submitted a joint application for expansion of spaces for elementary school
De Bloktempel and De Ruimte at the location next to De Ruimte. Because the applications deviate from existing policy and/or that additional budget is needed, this should be submitted to the council.
College Decision:
- To agree to the council proposal "Education Housing Applications";
- To submit this to the Citizen Affairs Committee for advice and then to the City Council for decision.
