1. Internal (non-public) list of decisions and public list of decisions dated April 11, 2023 - Suzanne Otters

The college adopts the decision lists.

2. Request for permission to develop two homes on Vijverlaan, unnumbered - Jelle de Jong

A request in principle has been submitted for the development of two lifetime homes (semi-detached) on Vijverlaan, unnumbered. The initiator has purchased the house on H. Veenemanstraat and split off the rear part of the backyard (adjacent to Vijverlaan). The proposed plan initiative has been projected at this location. The house on H. Veenmanstraat has been resold. It is recommended that, subject to the conditions and principles set out, cooperation be given to this development in principle.

College Decision:

  1. to support the proposal for the development of two homes at the Vijverlaan location;
  2. agree to the preconditions and principles;
  3. to request the initiator to further elaborate the plan, taking into account the preconditions and principles;
  4. assess the final land transactions/ownership corrections after an acceptable plan has been established.

3. Draft decision VRBZO participation in the Safety Regions Guarantee Fund Foundation - Suzanne Otters

A national Safety Regions Guarantee Fund Foundation will be established for all 25 safety regions as part of the national risk management and insurance project. As was the case for participation in the Safety Regions Risk Management Foundation in 2022, municipal councils will now also be given the opportunity to express any wishes and reservations they may have regarding the representation of the public interest served by participation in this foundation (Article 31a of the Joint Arrangements Act). The draft decision will be submitted to the municipal council by means of a council proposal.

The council decides

  • the council proposal "Draft decision VRBZO participation in the Safety Regions Guarantee Fund Foundation," containing the following decision points, to be submitted to the council for decision-making:
  • not to express any wishes or reservations to the General Board of the Brabant-Zuidoost Safety Region regarding the draft decision to participate in the Safety Regions Guarantee Fund Foundation.

4. Draft budget for 2024 and first budget amendment for 2023 VRBZO - Suzanne Otters

Under the Joint Arrangement for the Brabant-Zuidoost Safety Region, the councils of the participating municipalities are given the opportunity to express their views on the draft budget and/or any budget amendment affecting the financial contribution of municipalities before the General Board adopts the budget or amendment. The draft budget for 2024 VRBZO and the first budget amendment for 2023 were sent to the councils on March 20 for their views. The draft budget is submitted to the municipal council by means of a council proposal.

The council decides to approve the council proposal Draft Budget 2024 and 1st Budget Amendment 2023 for the Brabant-Zuidoost Safety Region, in which the following decision points are submitted to the council:

  • not to submit an opinion on the draft budget for 2024 and the first budget amendment for 2023 for the Brabant-Zuidoost Safety Region (VRBZO) and to inform VRBZO accordingly;
  • incorporate the financial consequences into the 2024-2027 framework memorandum and the 1st Berap 2023 of the municipality of Son en Breugel.

5. Political Evening April 20, 2023 - Suzanne Otters

The council discusses the program schedule for the Political Evening on April 20, 2023, and the list of commitments made by the council on March 23, 2023.

6. Appointments for various partnerships - Suzanne Otters

On April 11, 2023, the new mayor of our municipality was inaugurated. As a result, the various appointments in joint arrangements and other partnerships in which we participate must be changed.

The council appoints the mayor as a member of various partnerships.

7. Revised ODZOB budget for 2023, draft budget for 2024, and multi-year estimate for 2025–2027 - Jelle de Jong

The Southeast Brabant Environmental Service (ODZOB) has sent the draft revised budget for 2023, draft budget for 2024, and multi-year estimate for 2025-2027 to the participating municipalities. The municipal council will be given the opportunity to submit any opinions by June 15, 2023, at the latest. It is proposed that the council take note of the financial documents and not submit any opinions. The draft budgets and multi-year estimates were already sent to the council for information on March 15.

The college decides to propose to the council:

  1. to take note of the draft revised budget for ODZOB 2023;
  2. to take note of the draft budget for 2024 and the multi-year estimate for 2025-2027;
  3. incorporate the costs for the municipality in the 2024–2027 budget;
  4. not to submit an opinion.

8. GR Blink 2024 Budget - Jan Boersma

The Joint Arrangements Act stipulates that the draft budget must be sent to the councils of the participating municipalities before it is presented to the general administration. The council can then give its opinion on the 2024 Draft Budget. Blink's draft budget was released by Blink's Executive Committee on April 5, 2022.

The council decides to submit the GR Blink's draft budget for 2024 to the municipal council, with the proposal not to submit an opinion.

9. Letter of Intent The Right Home - Steven Grevink

Many people are already familiar with this issue: congestion in emergencyHealth elderly people living at home and the extra work and distressing situations that this entails. There is a great sense of urgency to change this and prevent it from getting worse. We want elderly people to live comfortably and safely independently in our region of Southeast Brabant, and in Son en Breugel in particular. That is why Het Juiste Thuis (The Right Home) was created, a partnership between many municipalities, Health and welfare organizations, housing associations, and representatives of the elderly.

College Decision:

  • to further shape the regional cooperation "Het Juiste Thuis" (The Right Home) by agreeing to the formulated objectives and entering into the letter of intent;
  • to request the mayor to assign the signing of the letter of intent to Alderman Jong and Alderman .

10. Opinion on the GR WSD 2023 procedure - Steven Grevink

Every year, the joint arrangement Werkvoorzieningsschap de Dommel (GR WSD) makes its financial documents available to the participating municipalities. The municipal council is given the opportunity to express its opinion on the 2022 annual accounts and the 2024 budget. It is proposed that the financial documents of the GR WSD be noted and that no opinion be expressed.

The council decides to submit the council proposal "Opinion on the GR WSD 2023 procedure" to the council for a decision.
