4. Decision on an appeal regarding a business location permit

On November 20, 2025, the municipal executive decides to grant a street vending permit for every Saturday during the period from January 1, 2026, through December 31, 2026, at the location on Raadhuisplein Son en Breugel. On January 5, 2026, the municipal executive receives a pro forma objection to the aforementioned decision. The Objections Committee recommends that the objection be declared inadmissible.

The municipal executive decides:

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.

5. Establishing the framework conditions and guiding principles for the development of Hooijdonk 1a

The applicant has submitted a preliminary request to carry out the subdivision of an existing farmhouse located at Hooijdonk 1a. The subdivision will take place entirely within the existing structure. The farmhouse is situated in an area of cultural and historical significance. The applicant has investigated whether the property can be designated as a site of cultural and historical significance. However, since no new properties are being added to the municipal list of culturally and historically valuable properties, this initiative is being treated as a standard residential subdivision. The initiative was discussed at the process, intake, and environmental review meetings. It was concluded that the initiative is desirable, provided that clear preconditions and principles are established regarding, among other things, heritage, landscape, water, traffic, and sustainability. It is recommended that, subject to these preconditions, cooperation be granted in principle for the development.

The Municipal Executive decides:

  1. to support the preliminary application for the development of the Hooijdonk 1a site;
  2. to adopt the “Preconditions and Principles for the Development of Hooijdonk 1a” regarding the conversion of an existing farmhouse into residential units;
  3. to inform the initiator in writing of these preconditions and guiding principles and to request that they submit a detailed plan that addresses these requirements.

6. Extension of administrative agreements under the Civil Code and the Municipalities Act until 2026

The decentralization of Supported Housing and Social Services has been postponed until further notice. This means that the municipality of Eindhoven will remain responsible for the implementation of Supported Housing and Social Services for the time being. This is governed by administrative agreements and mandates that must be extended. It has been decided to extend the Administrative Agreements until 2027.

The Municipal Executive decides:

  1. to approve the extension of the existing Administrative Agreements on Supported Housing and Social Shelter, along with the accompanying addendum, until January 1, 2027;
  2. the granting of a mandate, authorization, and power of attorney for Supported Housing and social assistance for the period from January 1, 2026, to January 1, 2027, to the Municipal Executive and the Mayor of the Municipality of Eindhoven.

7. Decision on an appeal regarding a tree-cutting permit

On December 23, 2025, the municipal executive decides to grant an environmental permit for the removal of a tree on a parcel of land. On December 30, 2025, the municipal executive receives an objection to the aforementioned decision. The Appeals Committee recommends that the objection be declared inadmissible.

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.

8. Action Plan for SPUK LAI and SPUK Energy Poverty

The municipality of Son en Breugel has funds available from the Specific Energy Poverty Grant (SPUK Energy Poverty) and the Specific Local Insulation Approach Grant (SPUK-LAI). With these grants from the national government, the municipality can—within established Requirements provide financial support to residents for energy-saving measures and for implementing small or large-scale insulation improvements to their homes. The proposed projects address this through energy-saving advice, insulation tips, and a subsidy that also encourages environmentally responsible choices. The projects further complement the work of the energy coach, fully in line with the needs within the municipality.

The municipal executive decides:

  1. to adopt the Local Insulation Initiative (LAI) support scheme for the municipality of Son en Breugel for 2026;
  2. to finalize the text regarding the approach to insulation support and include it in the next council information letter;
  3. take note of the proposed projects for the allocation of SPUK LAI and SPUK Energy Poverty funds;
  4. to authorize the municipal secretary, the manager, and the senior sustainability policy officer to decide (to approve or deny) applications for subsidies under this support program.
