3. Decision on objection rejection of application for urgency decision.

On January 9, 2025, the Municipal Executive decides to reject an application for an urgent decision. On February 5, 2025, the Municipal Executive receives an appeal against the aforementioned decision. The Appeals Committee recommends that the appeal be declared admissible, found to be without merit, and that the contested decision be upheld.

The Municipal Executive decides:

  1. Declare the objection admissible;
  2. Declare the objection unfounded;
  3. uphold the contested decision;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

4. Decision on objection individual provision of youth assistance.

On May 6, 2025, the municipal executive decides to grant an individual benefit under the Youth Assistance Regulation. On June 17, 2025, the municipal executive receives an objection from the objector against the aforementioned decision. The Appeals Committee recommends that the objection be declared unfounded, that the contested decision be upheld, and that the request for reimbursement of legal costs be denied.

The municipal executive decides:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Reject the request for reimbursement of legal costs;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

5. Penmanship SPUK transformation plans IZA Samenredzaam in het netwerk and Mentaal

The Integrated Care Agreement (IZA) sets out commitments regarding Health accessibility, affordability, and quality. Through transformation plans, the IZA regions are given the opportunity to implement and strengthen these commitments. For the 15 municipalities in the IZA Eindhoven-De Kempen region, two transformation plans have been drawn up: “Samen Redzaam in het netwerk” (Working Together in the Network) and “Mentaal Gezondheidsnetwerk” (Mental Health Network). The City of Eindhoven has submitted these plans to health insurer CZ. Subsequently, an application can be made under the Specific Payment (SPUK) Transformation Funds. All municipal councils in the IZA Eindhoven-De Kempen region must ratify this and grant Eindhoven the mandate to act as the lead agency for this purpose.

The municipal council decides:

  1. To ratify the decision taken on August 26, 2025 by the Municipal Executive of the Municipality of Eindhoven to adopt the Transformation Plan Samenredzaam in het netwerk and the Transformation Plan Mental Health Network;
  2. To adopt the Mandate Decree on Transformation Plans and SPUK Transformation Resources Municipality of Son and Breugel 2025;
  3. To enter into the SPUK Transformation Resources Agreement attached to the proposal;
  4. To have the Mayor adopt the Mandate Decree Transformation Plans and SPUK Transformation Resources Municipality of Son and Breugel 2025 as far as her powers are concerned.

6. Safety high school students

On September 8, 2025, questions were raised on behalf of the VVD and Voor U! regarding the safety of high school students.

The municipal executive has decided to approve the responses to the written questions submitted by the VVD and Voor U! regarding the safety of high school students and to present them to the VVD, Voor U!, and the entire city council.

7. Adoption of Multi-Year Multimodal Mobility Package (MMMP) MRE.

The MMMP includes proposals for investments.

The Executive Committee has decided to authorize Alderman to approve the Multi-Year Multimodal Mobility Package (MMMP) for the Eindhoven Metropolitan Region during the MRE portfolio holders’ meeting on October 1, 2025, for submission and adoption within the MRE.
