1. Non-public decision list and public decision list b&w meeting dated June 9, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Regulation Starters Loan Son and Breugel 2020 / John Frenken
On September 4, 2013, the 'Regulation Starter Loans Municipality of Son and Breugel 2013' came into force. Pursuant to the Regulation, loans (hereinafter 'Starter Loans'). can be provided to first-time buyers who meet the Requirements Based on changes in the tax regulations regarding mortgage deduction as well as changes in the national application procedure for Starter Loans at the Stichting Stimuleringsfonds Volkshuisvesting
Dutch Municipalities (Svn), the Regulation needs to be amended. It is proposed to agree to implement the changes in a new Regulation so that the provision of starter loans can in principle be continued. It is also proposed to the college to make use of its authority, based on the earlier council decision (dated August 29, 2013), to deposit an amount of € 200,000 to the municipal account with SVn in the interim.
College Decision:
- Having heard the council committee on land matters, to propose to the council to continue the provision of the Starter Loans and therefore to adopt the "Regulation Starter Loans Municipality of Son en Breugel 2020" in accordance with the draft council proposal and the draft Regulation Starter Loan Son en Breugel 2020;
- Based on the earlier council decision, to add an amount of €200,000 to the municipal account with SVn.
3. Financial continuity youth aid and Wmo providers - proposal extension / Paul van Liempd
On April 28, the college agreed to offer a turnover guarantee to providers of youth aid and Wmo, to the level before the corona crisis, for the period from March 1 to June 1, 2020. This will be shaped in accordance with the national elaboration. The Ministry of VWS and the VNG announced to extend the turnover guarantee until July 1, 2020, after which it will be discontinued. It is therefore proposed to extend the turnover guarantee decision until July 1, 2020.
College Decision:
- Extend the deadline for the college decision from April 28, 2020 to July 1, 2020;
- Make the extension conditional on the fact that revenue guarantee claims can be made by August 1, 2020, and that the missed revenue is billed by September 15, 2020;
- That for the provisions of domestic support and individual guidance (Wmo and Youth Act) after July 1, 2020, there will be no alternative use that is billable.
4. Omgevingswet; Regional cooperation and the Omgevingswet / John Frenken
The implementation of the Omgevingswet is a major and complex task in which the entire system of legislation and permits relating to the physical domain is being adjusted. A major task for all municipalities and related parties in the region. The related parties in particular have requested that good agreements be made so that there is no need to draw up separate tailor-made agreements. The secretaries of the 21 municipalities and the directors of the related parties have therefore agreed to work together. This cooperation is recorded in the "Playhouse Manifesto" and presented to the various colleges for notification in 2019. Meanwhile, the Water Boards and Province have also embraced this cooperation.
A working structure has been devised for the next step in the cooperation, with a coordinator supporting the steering committee and working group.
From the boards of the related parties there is a need to confirm these agreements. From the program there is a need to appoint a coordinator regional cooperation Omgevingswet.
College Decision:
- To take note of the elaboration of the intended joint cooperation
implementation Omgevingswet; - Make available a budget of € 1,000 for the appointment of the "coordinator regional cooperation Omgevingswet" and charge it to the budget omgevingswet.
5. Renewal of contract with Attero for storage/transfer, transport and processing of household residual waste / Paul van Liempd
The municipality of Son en Breugel has an agreement with Attero for the storage/transfer, transport and processing of household residual waste. The agreement ends on
January 31, 2022, but can be extended twice in writing pursuant to Article 4.2 for a period of three years each time. Renewal of the agreement must be communicated in writing to the contractor no later than eighteen months before the expiration of the term, i.e. no later than July 31, 2020. This proposal to the college provides for this.
The college decides to extend the agreement with Attero for the storage/transfer, transportation and processing of household residual waste, effective February 1, 2022, for three years for the period February 1, 2022 to January 31, 2025.
6. Application for participation in Visitation Committee Financial Manageability Social Domain / Paul van Liempd
The Social Domain Financial Management Review Committee offers municipalities the opportunity to apply for a review process. Given the financial deficits in the implementation of the Youth Act and the Social Support Act, use is being made of this opportunity. Registration does not necessarily mean participation in the review process because the number of applications exceeds the capacity of the review committee.
College Decision:
- apply to participate in the Social Domain Financial Management Visiting Committee;
- To agree to the letter for participation;
- Agree to the contents of the application form;
- To take note of the request for support from the finance portfolio holders of the Central Holland region.
