1. Non-public list of decisions and public list of decisions from the municipal executive meeting dated June 9, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Son en Breugel Starter Loan Regulation 2020 / John Frenken
On September 4, 2013, the "Regulation on Starter Loans in the Municipality of Son en Breugel 2013" came into effect. Under the Regulation, loans (hereinafter referred to as 'starter loans') may be granted to first-time buyers who Requirements the Requirements . Based on changes in the tax regulations relating to mortgage interest relief and changes in the national application procedure for starter loans at the Dutch Housing Incentive Fund (Stichting Stimuleringsfonds Volkshuisvesting-
Nederlandse Gemeenten (Svn), the Regulation needs to be amended. It is proposed to agree to the implementation of the changes in a new Regulation so that the provision of starter loans can, in principle, be continued. It is also proposed that the council exercise its authority to make an interim deposit of €200,000 into the municipal account with SVn, based on the previous council decision (dated August 29, 2013).
College Decision:
- heard the Land Affairs Committee propose to the council to continue providing starter loans and therefore to adopt the 'Son en Breugel Municipality Starter Loan Regulation 2020' in accordance with the draft council proposal and the draft Son en Breugel Starter Loan Regulation 2020;
- based on the previous council decision, to deposit an amount of €200,000 into the municipal account at SVn.
3. Financial continuity for youth care and Wmo providers – proposal for extension / Paul van Liempd
On April 28, the council agreed to offer a revenue guarantee to youth care and Wmo providers, up to the level prior to the coronavirus crisis, for the period from March 1 to June 1, 2020. This will be implemented in accordance with the national plan. The Ministry of Health, Welfare and Sport and the Association of Netherlands Municipalities announced that they would extend the revenue guarantee until July 1, 2020, after which it will be discontinued. It is therefore proposed to extend the decision on the revenue guarantee until July 1, 2020.
College Decision:
- to extend the term for the college decision of April 28, 2020, to July 1, 2020;
- to attach the condition to the extension that an application for the turnover guarantee scheme can be submitted until August 1, 2020, at the latest, and that the lost turnover must be invoiced before September 15, 2020;
- that after July 1, 2020, no alternative deployments that are eligible for reimbursement will be made for domestic support and individual guidance services (Wmo and Youth Act).
4.Omgevingswet; Regional cooperation and the Omgevingswet John Frenken
The implementation of the Omgevingswet a major and complex task involving the adaptation of the entire system of legislation and permits relating to the physical domain. This is a major challenge for all municipalities and affiliated parties in the region. The affiliated parties in particular have requested assistance in making effective agreements so that no separate customized solutions need to be drawn up. The secretaries of the 21 municipalities and the directors of the affiliated parties have therefore agreed to work together. This collaboration has been laid down in the "Speelhuis Manifesto" and was presented to the various councils for information in 2019. The water boards and the province have now also embraced this collaboration.
For the next step in the collaboration, a working structure has been devised, with support for the steering group and working group by a coordinator.
The boards of the affiliated parties need to confirm these agreements. The program requires the appointment of a coordinator for regional collaboration Omgevingswet.
College Decision:
- take note of the impact of the intended joint cooperation
implementation of Omgevingswet; - to make a budget of €1,000 available for the appointment of the 'coordinator for regional cooperation on Omgevingswet and to charge this to the omgevingswet budget.
5. Extension of contract with Attero for the storage, transport, and processing of household waste / Paul van Liempd
The municipality of Son en Breugel has an agreement with Attero for the storage/transshipment, transport, and processing of household waste. The agreement ends on January 31, 2022, but may be extended twice in writing for a period of three years each time, pursuant to Article 4.2.

This proposal to the council provides for this.
The council decides to extend the agreement with Attero for the storage, transport, and processing of household waste by three years, effective February 1, 2022, for the period from February 1, 2022, to January 31, 2025.
6. Registration for participation in the Social Domain Financial Manageability Review Committee / Paul van Liempd
The Social Domain Financial Manageability Review Committee offers municipalities the opportunity to register for a review process. In view of the financial shortfalls in the implementation of the Youth Act and the Social Support Act, this opportunity is being taken up. Registration does not necessarily mean participation in the review process, as the number of registrations exceeds the capacity of the review committee.
College Decision:
- to register for participation in the Social Domain Financial Manageability Review Committee;
- to agree to the letter of participation;
- agree to the content of the registration form;
- To take note of the request for support from the Finance portfolio holders of the Midden-Holland region.
