3 Energy Hub Director Ekkersrijt MRE

The electricity network plays a crucial role in the further development and sustainability of business park Ekkersrijt. To support the desired economic developments and sustainability ambitions, the Municipality of Son and Breugel participates in the coalition-of-the-willing of the Metropolitan Region Eindhoven to start working with an energy hub director at business park Ekkersrijt.

College Decision:

  • Participate in a regional coalition-of-the-willing (Cow) made up of municipalities that will engage in energy hubs at one or more business parks (or business clusters) on their territory;
  •  For participation, cover the following amounts from the specific allowance CDOKE and Big Harvest budgets:
  1. a maximum of €40,000 per year for a minimum period of two years (with an option to extend) for the deployment of an energy hub director;
  2. € 2,580 per year for coordination by Brainport Development; 
  3. out-of-pocket costs with a maximum of approximately €35,000 per year.

4 Land sale for optimization of Sonnius neighborhood water supply system

The Water Board de Dommel has made a commitment to farmers in Sonniuswijk to optimize the water system for the area. The Water Board de Dommel intends to address the water system by means of a dike. However, they have to buy approximately 2,470m² of land from the municipality and another strip of land on the adjacent plot from a private individual. With the small dike, the water board can raise the water higher so that plots higher up in the area are also provided with sufficient water.

The college decides to:

  1. To sell a portion of cadastral parcel Son en Breugel, Sectie G, number 748 with an area of 2,400m2 to Waterschap de Dommel at a value of € 10 per/m²;
  2. Cadastral parcel Son en Breugel, Sectie G, number 747 with an area of 70m2 to be sold to Waterschap de Dommel at a value of € 10 per/m²;
  3. To publish the proposed sale under the Didam judgment;
  4. To adopt the purchase and sale agreement Waterboard de Dommel - Municipality of Son and Breugel in accordance with the attached draft.

5 One-time grant Remember September 2024

In 2024 we in Son and Breugel will commemorate 80 years of liberation. The entire month of September 2024 is dedicated to celebrating, remembering and passing on. In the weekend of September 13 through 15, 2024, various festivities will take place that reflect the rich history of freedom and solidarity. The official commemoration will take place on September 17, 2024. Stg Giggut Events is providing administrative support for this special celebration on behalf of the Remember September 2024 working group.

The college decides to award a one-time support grant to the Giggut Events Foundation of up to €56,250, - for the implementation of the festivities around Remember September 2024.


6 Policy Framework Together Son and Breugel and Regulation of Involvement and Challenge Law 2024

Municipality of Son and Breugel wants to increase the involvement of residents in the municipality's decision-making process. The final policy framework and the accompanying ordinance are now submitted to the college and the municipal council for decision-making. In the preceding process a number of variants were explored on how to make policy for resident involvement. The council expressed a preference to work with the variant 'the informed resident', in which the discussion was held with representatives of interest groups. Subsequently, the college prepared the draft policy framework and accompanying regulation and made them available for inspection. Five views were shared by residents. These have been incorporated into the policy framework and the regulation now before us.

The College decides to propose to the City Council:

  1. To adopt the Views Note; 
  2. To adopt the "Together Son and Breugel" policy framework; 
  3. To adopt the Ordinance on Involvement and Challenge Rights Municipality of Son and Breugel 2024.

7 Request to apply hardship clause starter loan

As a result of an incoming request, it is proposed to your college to apply the hardship clause ex Article 8 "Starters Loan Regulation Municipality of Son en Breugel 2020".

College Decision:

  • Given the applicant's request to be considered for an application starter loan, to apply the hardship clause ex Article 8 "Regulation
    Starterslening Municipality of Son en Breugel 2020";
  • By return other (potential) buyers will be informed of this opportunity.

8 Council proposal The Block Temple

Due to the growth of Bloktempel Elementary School, SKPO has applied for temporary housing to accommodate the growth of the school until the permanent expansion is realized. The college decides to reject this application as the application does not meet the criteria according to the Education Housing Ordinance. In September 2020, the Council decided to provide credit for
The permanent expansion of the Bloktempel elementary school. There is not enough power within the current network connection for the expansion to function. In order for the expansion to function, measures are needed. The cost of these permanent measures does not fit within the current budget and amounts to €608,000. This provides opportunities to permanently expand the 580m2 program at this time by
expanded with two more classrooms (116m2). The cost for this is €380,248,- A proposal will present the additional required credit totaling €988,248 for council approval.

College Decision:

  • To deny SKPO's application for temporary housing at Bloktempel Elementary School;
  • To submit the council proposal and draft council decision to the council.
