3 Energy Hub Director Ekkersrijt MRE
The electricity grid plays a crucial role in the further development and sustainability of the Ekkersrijt business park. To support the desired economic developments and sustainability ambitions, the Municipality of Son en Breugel is participating in the coalition of the willing of the Eindhoven Metropolitan Region to start working with an energy hub director at the Ekkersrijt business park.
College Decision:
- Participate in a regional coalition of the willing (Cow) consisting of municipalities that are working on energy hubs at one or more business parks (or business clusters) in their territory;
- To participate, cover the following amounts from the specific CDOKE grant and the budgets for Grote Oogst:
- a maximum of €40,000 per year for a period of at least two years (with the option to extend) for the deployment of an energy hub director;
- €2,580 per year for coordination by Brainport Development;
- out-of-pocket expenses with a maximum of approximately €35,000 per year.
4 Land sale for optimization of water supply system in Sonniuswijk
The Dommel Water Board has made a commitment to farmers in Sonniuswijk to optimize the water system for the area. The Dommel Water Board intends to tackle the water system by constructing a small dike. However, to do so, it needs to purchase approximately 2,470 m² from the municipality and a strip of land from the adjacent private plot. The dike will enable the water board to raise the water level, ensuring that plots located higher up in the area are also supplied with sufficient water.
The college decides to:
- A portion of cadastral parcel Son en Breugel, Section G, number 748, with an area of 2,400 m², to be sold to Waterschap de Dommel for €10 per m².
- Cadastral parcel Son en Breugel, Section G, number 747 with an area of 70m2 to be sold to Waterschap de Dommel for €10 per m²;
- Publish the proposed sale in accordance with the Didam ruling;
- The purchase and sale agreement between Waterschap de Dommel (Dommel Water Board) and the Municipality of Son en Breugel to be adopted in accordance with the attached draft.
5 One-time subsidy Remember September 2024
In 2024, we will commemorate 80 years of liberation in Son en Breugel. The entire month of September 2024 will be dedicated to celebrating, commemorating, and passing on the legacy. During the weekend of September 13-15, 2024, various festivities will take place that reflect the rich history of freedom and solidarity. The official commemoration will take place on September 17, 2024. Stg Giggut Events will provide administrative support for this special celebration on behalf of the Remember September 2024 working group.
The council decides to award a one-time support subsidy of up to €56,250 to the Giggut Events Foundation for the organization of the festivities surrounding Remember September 2024.
6 Policy framework Samen Son en Breugel and Regulation on involvement and right to challenge 2024
The municipality of Son en Breugel wants to increase residents' involvement in municipal decision-making. The final policy framework and accompanying regulations are now being submitted to the municipal executive and council for decision-making. In the preliminary process, a number of options were explored for how to involve residents in the policy for resident involvement. The council expressed a preference for working with the 'informed resident' option, which involved discussions with representatives of interest groups. The municipal executive then drew up the draft policy framework and accompanying regulations and made them available for inspection. Five opinions were shared by residents. These have been incorporated into the policy framework and the regulation that is now before us.
The College decides to propose to the City Council:
- To adopt the opinion memorandum;
- To adopt the policy framework "Together Son and Breugel";
- To adopt the regulation on involvement and the right to challenge in the municipality of Son en Breugel 2024.
7 Request to apply hardship clause for starter loan
In response to a request received, it is proposed to your council that the hardship clause pursuant to Article 8 of the "Son en Breugel Municipality Starter Loan Regulation 2020" be applied.
College Decision:
- In view of the applicant's request to be considered for a starter loan, to apply the hardship clause pursuant to Article 8 of the "
Starter Loan Regulation of the Municipality of Son en Breugel 2020"; - Other (potential) buyers will be informed of this possibility immediately.
8 Council proposal The Block Temple
In connection with the growth of De Bloktempel primary school, SKPO has submitted an application for temporary accommodation to accommodate the school's growth until the permanent expansion has been realized. The council has decided to reject this application as it does not meet the criteria set out in the Education Accommodation Regulation. In September 2020, the Council decided to make credit available for
the permanent expansion of De Bloktempel primary school. The current network connection does not have sufficient capacity to support the expansion. Measures are needed to ensure that the expansion functions properly. The costs for these permanent measures do not fit within the current budget and amount to €608,000. This offers opportunities to permanently expand the 580 m² program at this time
with two additional classrooms (116 m2). The costs for this amount to €380,248. A proposal for the additional credit required, totaling €988,248, will be submitted to the council for approval.
College Decision:
- To reject SKPO's application for temporary accommodation at De Bloktempel primary school;
- The council proposal and draft council decision to be submitted to the council.
