5 Permission to use premises Mgr. Bekkers group for Youth Carnival
The log cabin of Scouting Mgr. Bekkersgroep at Europalaan 5 in Son en Breugel may, based on the established right of superficies, only be used for scouting purposes. It has been asked whether the log cabin may be used for Youth Carnival from February 9 to February 11, 2024. The college gives permission for this.
The college decides to grant written permission for the use of the premises of Scout Mgr. Bekkers group.
6 Budget PlatOO 2024
School Board PlatOO, in accordance with its bylaws, has submitted the 2024 budget to the municipality for consultation. It is proposed that the college take note of this.
The College:
- Notes PlatOO's 2024 budget and sees no need for further discussion;
- Approves the text for the council information letter and includes it in the next edition.
7 Elections mandate decision
Polling stations and polling officials are appointed at each election. The college decides to mandate the head of the Service Department for this purpose. The department head is then authorized to appoint polling stations and polling officials on behalf of the college.
The college decides to grant a mandate to the head of the Service Department of the Dommelvallei Service to appoint members and chairpersons of a polling station, excluding the municipal polling station, and to designate polling stations as polling stations, as included in the mandate decision.
8 Mandate Blink to tender for GFT processing.
On January 1, 2025 there must be a new contract for the processing of household VGF, the vegetable, fruit and garden waste originating from households. Currently, the municipality of Son and Breugel has a contract with Attero and renewal is no longer possible. Therefore, a new European tender is needed. The municipality of Son and Breugel mandates GR Blink to act on behalf of the municipality in the new European tender for the processing of the GFT.
The college decides to:
- To authorize the chairman of the GR Blink Ms. M. M. E. L. van Lierop to make a decision on behalf of the municipality of Son and Breugel regarding the processing of GFT waste from 1-1-2025.
- Mandate GR Blink to prepare and market this tender jointly with Cure, Best municipality, Waalre municipality and Veldhoven municipality, under the guidance of external consultants.
- Authorize GR Blink to sign the award decision on behalf of the Municipality of Son and Breugel during the European tender procedure.
- To request the mayor to delegate the signing of the agreement to the president of the GR Blink, Ms. M. M. E. L. van Lierop, in accordance with the provisions of Article 171 (2) of the Municipal Law.
9 Integral Housing Plan 2024-2028
The municipality of Son en Breugel wants to draw up a new future-proof Integrated Housing Plan (IHP) for the educational housing of Primary Education (PO) and Special (Secondary) Education ((V)SO). There is no Secondary Education within the municipality. This proposal deals with the educational housing (part 1). With the IHP, the municipality also wishes to expressly seek the connection with the other social accommodations (part 2).
In order to pursue a targeted and coherent policy in the field of educational housing, it is necessary for the municipality to have an Integral Housing Plan (IHP). Such a plan can serve as a touchstone for decisions in the field of school housing, such as new construction or renovation, expansion and adaptation of schools, preservation, etc., in addition to the formal assessment framework in the Municipal Ordinance for Educational Housing Facilities.
The IHP also emphasizes cooperation with child care.
Your council approved the "Integral Housing Plan for Education 2012-2015" in 2011. This IHP is no longer current in many parts. The IHP for the period 2024-2028 is now ready and is presented to you for approval.
College Decision:
- Submit the 2024-2028 Integrated Housing Plan to the council through the council proposal;
- Take note of the projected cumulative investment volume over the period depicted in the IHP until 2043 and the resulting capital costs;
- To present to the council the costs resulting from the Integral Housing Plan 2024-2028. This is to provide the financial resources resulting from the Integrated Housing Plan for the period 2024-2028;
- To submit to the council to include the studies in the 2025 budget. The cost of the investments in 2025 and 2026, being the capital costs from 2027, to
- incorporate into the 2025-2028 multi-year budget.
10 21 for Youth 2024
The "Work Plan 21 for Youth" contains agreements on the youth aid that is purchased regionally and where regional coordination takes place. It concerns youth protection, youth probation and dealing with domestic violence and child abuse, crisis intervention team, coordination crisis aid and JeugdzorgPlus (closed youth aid). The Municipality of Eindhoven handles this procurement for the 21 municipalities of Southeast Brabant on the basis of a Service Agreement (DVO21). The DVO21 has been updated and applies until December 31, 2029 at the latest.
College Decision:
- To agree with the '21 for Youth' work plan including budget for 2024. The contribution for Son and Breugel for 2024 is € 10,427 and will be charged to the Purchasing budget, FCL 6672050.
- To adopt the draft Service Agreement and Cooperation Agreement, continuing the DVO as a cooperative construct updated, for the period January 1, 2024 through December 31, 2025 with four tacit one-year renewal options no later than December 31, 2029.
- To grant a mandate to the College of Mayor and Aldermen of the Municipality of Eindhoven, each insofar as its powers are concerned, in accordance with draft mandate decision, for:
- To decide on behalf of the municipality of Son and Breugel to enter into or terminate agreements with service providers for youth protection & youth probation, Safe Home, crisis intervention team, coordination crisis assistance and JeugdzorgPlus as laid down in the DVO21;
- to decide to amend the agreements referred to under a. provided that:
i. the participating municipalities have been informed in good time and with reasons prior to such amendments; and
ii. that amendment per agreement has a financial impact of less than 6.6% of the total order value per calendar year for all municipalities participating in the DVO21.
- To request the Mayor to give power of attorney to the Mayor of the Municipality of Eindhoven to sign the agreements mentioned in decision point 3 in accordance with concept mandate decision. These agreements are also binding for the municipality of Son and Breugel.
- To authorize the College of Mayor and Aldermen of the Municipality of Eindhoven, each insofar as its powers are concerned, to grant subordinates under mandate for the powers referred to in decision points 3 and 4 in accordance with draft mandate decision.
- Request the Mayor to grant power of attorney to Alderman Steven Grevink to sign the Service and Cooperation Agreement, as per the power of attorney decision.
- To agree with the cost of the purchasing organization and the amount of Son and Breugel for 2024 of € 9,642 and to charge it to the budget Procurement, FCL 6672050.
- To agree with the cost of coordination costs crisis and the contribution for Son and Breugel for 2024 of € 6,244 excluding VAT and € 7,555 including VAT and to charge it to the budget Spoed 4 jeugd, FCL 6672009.
- To agree with the costs of availability financing Verblijf Crisis and the contribution of Son and Breugel for 2024 of € 9,300 and to charge it to the budget Jeugdhulp Crisis, FCL 6672012. After the end of 2024, settlement will be based on actual occupancy and vacancy.
11 Youth aid implementation decree 2024 request advice ASD
On June 20, 2023, the college adopted the Youth Aid Implementation Decree Son en Breugel 2023. The accompanying advice note included that the Implementation Decree would be reviewed again at a later date. The reason was that the adopted Executive Order did not provide enough guidance to the youth professionals of the CMD to carry out the tasks arising from the Youth Act unambiguously and uniformly. In consultation with the CMD, the draft Implementation Decree Youth Care Son and Breugel 2024 was prepared.
The college decides to release the draft Implementation Decree Youth Aid Son and Breugel 2024 to the Social Domain Advisory Council.
