3. Political Evening December 18, 2025

The council takes note of the program for the Political Evening on December 18 and submits the list of commitments and the list of outstanding motions to the council.

The council decides:

  1. take note of the program for the Political Evening on December 18, 2025;
  2. to present the list of commitments of September 11 to the council;
  3. to submit the list of outstanding motions to the council for the Political Evening on December 18. 

4. (Re)development of Ockhuizenweg 10; adoption of final plan and prior agreement

On October 15, 2024, the municipal executive decided in principle to cooperate with the (re)development of Ockhuizenweg 10. From that moment on, an interactive process between the initiator and municipal representatives led to the final plan for "Ockhuizenweg 10 I Son en Breugel." All agreements related to the plan development for this location have been laid down in the 'prior agreement for the plan development of the Ockhuizenweg 10 location in Son en Breugel'. The municipal executive is asked to approve the final plan and the prior agreement based on it.

The municipal executive decides:

  1. to approve the final plan "Ockhuizenweg 10 l Son en Breugel" dated October 13, 2025, as developed by the initiator;
  2. to approve the "prior agreement for the development of the site at Ockhuizenweg 10 in Son en Breugel" dated November 3, 2025.

5. Decision on objection to environmental permit granted for extension of house on Breeakkerstraat

On July 15, 2025, the council decides to grant an environmental permit for the extension of the house at Breeakkerstraat 5 in Son en Breugel. On August 11, 2025, the council receives an objection from an objector against the above decision. The appeals committee recommends that the objection be declared unfounded and that the contested decision be upheld.

The municipal executive decides:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

6. Decision on objection to permit granted for terrace at Asteroïdelaan 2A in Son en Breugel

On July 9, 2025, the municipal executive decides to grant a permit for the installation of a terrace at Asteroïdelaan 2A in Son en Breugel. On August 22, 2025, the municipal executive receives an objection to the above decision from the objector. The objections committee recommends that the objection be declared inadmissible.

The council decides:

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.

7. Mandate decision on debt assistance and social emergency fund

Lumens implements the Municipal Debt Assistance Act and the social emergency fund policy rules on behalf of the municipal executive. Lumens was granted a mandate for this purpose by decisions dated August 14, 2012, and March 28, 2023. The collaboration with Lumens will end on January 1, 2026. The mandate granted to Lumens must therefore be withdrawn. To ensure that the files can be taken up again from January 1, 2026, the mandate will be vested in the organization. The Municipal Debt Assistance Act will be implemented by the CMD team. The implementation of the Son en Breugel Social Emergency Fund Policy Rules will be carried out by the Social Domain Policy team. It is therefore proposed that a mandate be granted to employees of these teams.

The council decides to adopt the mandate decision on debt assistance and the social emergency fund and to revoke the mandate decisions of August 14, 2012, and March 28, 2023.

8. Cooperation agreement for the Southeast Brabant labor market region

The Southeast Brabant labor market region has been working together for some time in the field of labor market policy and services. In 2023, a cooperation agreement was signed between the 23 partners for this purpose. Since then, there have been new national and regional developments, including the strengthening of the regional infrastructure and the positioning of Work Centers as an implementing organization. In order to facilitate these developments and make the collaboration future-proof, a new regional Cooperation Agreement has been drawn up. This agreement replaces the 2023 Cooperation Agreement and contains updated agreements on roles, responsibilities, and governance. The council is asked to sign the new agreement. The mayor is asked to grant the portfolio holder power of attorney to sign the agreement.

The council decides:

  1. to adopt the Cooperation Agreement for regional cooperation in the Southeast Brabant labor market region;
  2. The mayor decides to assign the signing of the Southeast Brabant Labor Market Region Cooperation Agreement to the portfolio holder.

9. General Board (AB) MRE December 17, 2025

The next meeting of the General Board of the Eindhoven Metropolitan Region will take place on December 17, 2025. This advisory note presents the agenda and accompanying documents to the council for information.

The council decides to take note of the agenda, the accompanying documents, and the official annotations made for the meeting.

10. Evaluation report VNG congress 2025

The VNG Annual Conference 2025 in Brainport Eindhoven was a great success. The 100th edition attracted more than 3,000 participants and was rated 7.8, the highest score ever! The conference has strongly positioned our region and strengthened cooperation. The council is asked to adopt the evaluation and endorse the recommendations for follow-up actions.

The council decides:

  1. to adopt the evaluation of the VNG Annual Conference 2025 and to submit it to the municipal council for information via a council information letter;
  2. to adopt the text of the Evaluation Report on the VNG Congress 2025 and to include it in the next council information letter.

11. (Re)development of the Ruysdaelstraat 2 development site; amendment to the prior operating agreement

On November 7, 2024, the municipality entered into an anterior agreement with Woonstichting 'thuis in relation to the redevelopment of the Ruysdaelstraat 2 location.
The fact that the location at Ruysdaelstraat 2 will still need to be used for the temporary accommodation of Ukrainians after December 31, 2025, means that the term of the preliminary agreement must be extended. This agreement expires on December 31, 2025. For this reason, the housing association 'thuis requests that the term of the prior agreement be extended, which can be agreed to.

The council decides to:

  1. the previous operating agreement as concluded with Woonstichting ‘thuis for the redevelopment of Ruysdaelstraat 2 on November 7, 2024, to be extended by one year;
  2. Housing association to inform residents about this decision.

12. Renovation of the roof of the Landing sports hall

The tendering procedure for the renovation and sustainability upgrade of the roof of the Landing sports hall in the municipality of Son en Breugel was recently completed. The contract has now been awarded.

The council decides:

  1. to approve the quotation from Oranjedak B.V., South branch in Best, for the renovation of the roof of the Landing sports hall;
  2. to adopt the comprehensive procurement strategy for the renovation and sustainability upgrade of the roof of the Landing sports hall;
  3. award the work to Oranjedak B.V., South branch, based in Best;
  4. to authorize the Spatial Planning Manager to sign the procurement strategy and issue the contract.

13. Adoption of final plan and prior agreement for (re)development of Van den Elsenstraat approx.

On January 22, 2024, the preconditions and principles for a development on Van den Elsenstraat were established. From that moment on, an interactive process between the initiator and municipal representatives was used to work on a final plan. All agreements related to the plan development for this location have now been laid down in the draft "Prior agreement (re)development Van den Elsenstraat" and work has been done on a final plan for the (re)development of Van den Elsenstraat. As a result of this process, the Municipal Executive is asked to enter into the prior agreement and to take a draft decision on the final plan, so that it can be made available for inspection.

The Municipal Executive decides to:

  1. to enter into the "Prior agreement (re)development Van den Elsenstraat area" with the initiator;
  2. to approve the detailed "Final plan for the (re)development of Van den Elsenstraat and surrounding area."

14. Motion for more money for the tasks

In its public meeting on November 6, 2025, the municipal council of Son en Breugel unanimously adopted the motion "More money for the tasks, part II." This motion emphatically states that municipalities are only able to perform their legal and social tasks sustainably and properly if they have sufficient structural government funding. By means of a letter to the (future) informateur(s), the members of the House of Representatives of the States General, the Ministry of the Interior and Kingdom Relations, the Association of Netherlands Municipalities (VNG), and the Province of North Brabant, the council wishes to request that the addressees take the financial position of municipalities into account in the formation and subsequent policy-making and provide for a structurally adequate municipal fund.

The council decides to adopt the letter and to present it to the (future) informateur(s), the members of the House of Representatives of the States General, the Ministry of the Interior and Kingdom Relations, the Association of Netherlands Municipalities (VNG), and the Province of North Brabant.

15. Climate challenge calculation tool

In order to ensure that urbanization and greening go hand in hand, the SGE municipalities, including Son en Breugel, signed the Urbanization Agreement in 2022. This agreement sets out agreements regarding greening (8 m² per home) and rainwater storage (0-75 mm) for new spatial developments. A Climate Challenge Calculation Tool has been developed to translate these challenges into practice and to embed them in spatial plans. The council is asked to decide on the purchase and implementation of the Climate Challenge Calculation Tool.

The council decides:

  1. proceed with the purchase and implementation of the Climate Challenge Calculation Tool;
  2. to incorporate the financial consequences in the first management report for 2026.

16. Decision on objections regarding the terrace permit granted for Asteroïdelaan 2A in Son en Breugel

On July 9, 2025, the council decides to grant a permit for the establishment of a terrace at Asteroïdelaan 2A in Son en Breugel. In July and August 2025, the council receives ten objections to the above decision. The appeals committee recommends that the objections be upheld and that the contested decision be revoked.

The municipal executive decides:

  1. to declare the ten objections well-founded;
  2. revoke the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

17. Microcity bankruptcy

On November 18, 2025, Microstad in Eindhoven—formerly known as Microtuin—was declared bankrupt after its suspension of payments was terminated. In 2022, Microstad obtained a loan of €2.5 million from the Regional Development Fund for Work Locations.

The council decides:

  1. to take note of the bankruptcy of Microstad;
  2. to adopt the text "Bankruptcy of Microstad in relation to the Regional Development Fund" and to include it in the next council information letter. 

18. Wmo Regulation 2026

The Social Support Act (Wmo) is due for an update. The current regulation was adopted in 2020. Changes were deemed necessary in response to case law and practical experience. As a result, the draft regulation is more comprehensive than the current one. The Social Domain Advisory Council issued its advice on November 25, 2025. The advice has been incorporated into the regulation.

The council decides:

  1. to adopt the response to the advice of the Social Domain Advisory Council on the draft Wmo 2026 regulation;
  2. to propose to the municipal council that it adopt the Wmo 2026 Regulation.

19. Terminating the DGZI agreement

The agreement with the parties implementing the De Groene Zone Isoleren (Insulating the Green Zone) project is being terminated. Due to the bankruptcy of Winst uit je Woning, it is not possible to continue the project in a similar manner. Despite the willingness of the remaining consortium parties, Isolatie.com and Groene Groei, it proved unfeasible to continue the project with these parties. In the coming period, the participating municipalities will explore how the regional collaboration 'De Groene Zone Isoleren' can be continued. They will investigate whether it is possible to join forces in the area of knowledge sharing and communication in the insulation approach.

The council decides:

  1. terminate the agreement with the consortium parties De Groene Zone Isoleren;
  2. to adopt the text "Termination of agreement De Groene Zone Isoleren and continuation of cooperation" and to include it in the next council information letter.
