3 Reception of displaced persons Ukraine

The reception of displaced persons from Ukraine by municipalities will continue for the time being. In anticipation of the entry into force of the Temporary Act for the Reception of Displaced Persons Ukraine, it has been agreed at the national level that from 2024, work will be done according to a new Administrative Agreement Framework. This means that the role of the security regions will be taken over by municipal partnerships or center municipalities. The municipality of Eindhoven will be the center municipality for our region. The center municipality coordinates the initial reception and receives compensation for this under the Bekostigingsregeling eerste opvang ontheemden Ukraine by regional public bodies.

College Decision:

  1. To agree to the municipality of Eindhoven serving as the center municipality for the coordination and initial reception of displaced persons from Ukraine; 
  2. sign the authorization form Bekostigingsregeling eerste opvang ontheemden Ukraine door regionale openbare lichamen and send it to the Municipality of Eindhoven.

4 Political Evening April 18 and list of commitments

The college discussed the April 18, 2024 Political Evening program and the List of Commitments council March 21, 2024.
 

5 Cooperation Agreement Regional Mobility

A single (new) coherent governance for the regional mobility task was set up in order to adapt the regional way of working in the field of mobility. This is laid down in a cooperation agreement. Last fall, an opinion procedure was completed by all 21 municipalities in Southeast Brabant. Based on the submitted views, a final cooperation agreement was drafted.

The college decides:

  1. Agree to the final Regional Mobility Cooperation Agreement, version March 20, 2024; 
  2. Then, with a positive recommendation, ask the City Council's permission to agree to enter into the Regional Mobility Cooperation Agreement on behalf of the municipality; 
  3. After obtaining City Council approval, agree to enter into the Regional Mobility Cooperation Agreement; 
  4. To authorize the Alderman mobility to sign the cooperation agreement on behalf of the college on June 19, 2024 during the poho mobility, after which the cooperation agreement will be published and enter into force.

6 Amendment of Joint Arrangement Metropoolregio Eindhoven 

On July 1, 2022, an amendment to the Common Arrangements Act (Wgr) came into effect. The amendments must be implemented in all joint arrangements by July 1, 2024. Last fall, municipalities had the opportunity to comment on the draft of the new joint arrangement for the Eindhoven Metropolitan Area. On the basis of the reactions received, the final amended regulation has been drawn up. This is now before all 21 municipalities for adoption.

The college decides:

  1. Subject to the approval of the City Council to agree to the establishment of the amended Joint Scheme Metropolitan Eindhoven;
  2. Anticipating the entry into force of the Joint Arrangement Metropoolregio Eindhoven, to take note of the proposed amendments to the Statute of Consultative Bodies Metropoolregio Eindhoven.

7 Breeakker; Wvg area; presentation tbv council informative session dd April 18, 2024

In January 2024 the preparation of the development vision for the area "Breeakker; Wvg area" was started. At the end of February 2024, the 1st participation round with residents took place. In addition, various analyses were carried out for the Wvg area. The Plan of Action also stipulates that members of the City Council will be involved in the drafting of the development vision in the interim. For this reason, on April 18, 2024, a 1st informative session with the council will take place where the result of the analyses and 1st output of the participation will be explained on the basis of a
presentation.

The college decides to take note of the presentation to the council in the information session on April 18, 2024, where the analyses and 1st yield of the participation will be explained in order to arrive at the desired development vision for the area 'Breeakker; Wvg area'.
 

8 Status of status holders following supervision assessment province 2nd half 2023

Incoming supervision judgment 2nd half 2023 of the province about the realization of the task assignment housing status holders. Also request for information sharing with the council via a draft council information letter.

The college decides:

  1. To take note of the supervision judgment of the province (2nd half 2022);
  2. To adopt the draft Council Information Letter and give text mandate to Portfolio Holder De Jong.
     

9 Views of Regional Mobility Vision MRE

On Feb. 8, MRE presented the consultation version of the MRE 2040 Regional Mobility Vision to our municipality. During the advisory council session on March 21, 2024, council members gave their reaction to the Regional Mobility Vision. As agreed during this session, the college drafted a proposal for a viewpoint and submitted it to the political groups via a written round last week. On the basis of the reactions received, the draft opinion has been modified.

The college decides to submit the draft vision on the Regional Mobility Vision MRE 2040 to the Council for decision-making.
 

10 Answering written questions FOR YOU grant SBV 

On behalf of the VOOR U! group, written questions were asked on March 25, 2024 about the subsidy SonenBreugel-Verbindt.

The college decides to adopt the (draft) answers to the incoming written questions of the VOOR U! group about the subsidy SonenBreugelVerbindt and to submit them to VOOR U! and the entire city council...
 

11 Implementation of regional program STORM

In recent years we have seen a deterioration in mental health among young people throughout the region; among other things, loneliness and depression are becoming more common. We want to address this regionally with the prevention program STORM (Strong Teens and Resilient Minds). The STORM approach is a joint (prevention) program that encourages the development of a positive self-image, resilience and resilience among young people. On November 7, 2023, the college expressed its intention to implement the STORM approach and request co-financing from the 113 Foundation. To implement STORM, a cooperation agreement must be signed between the participating parties and 113.

The college decides;

  1. To take note of the progress of the STORM program; 
  2. To enter into a cooperation agreement with 113 Foundation for the implementation and co-financing of the STORM program;
  3. Cover the costs for the STORM program of €9,725.54 per year from the Youth Policy budget (FCL 6672016 ) and the SPUK GALA project (project number 40021, section 710, activity 5) for the year 2024 and 2025;
  4. For the years 2026-2027, cover the costs from budget Youth Policy (FCL 6672016 ).
