Regulation on Municipal Honors
It is proposed to amend certain provisions of the Son en Breugel Municipal Awards Regulation. The amendments pertain to the procedure regarding the Volunteer Medal and the Youth Medal. The proposed amendments provide the Municipal Executive with greater flexibility in nominating candidates, determining the timing of the awards, and setting the number of awards presented each year. In addition, a hardship clause is being included that allows the Municipal Executive, in exceptional cases, to decide not to award or present an honor if the nominations received warrant such a decision. This ensures that the special nature of the municipal honors is preserved. The municipal executive has decided to propose to the municipal council that it adopt the amended “2026 Ordinance on Municipal Honors of the Municipality of Son en Breugel.”
Multi-Year Performance Agreements for 2026–2029 with Housing Foundation 'thuis'
New multi-year performance agreements have been made with the ’thuis Housing Foundation (including the ’thuis Tenants’ Council) for the period 2026–2029. In anticipation of this and to bridge the gap, an update was recently made to the 2022–2025 multi-year agreements, which your council has approved. This update was signed by the parties involved last spring. The same can be done with the current multi-year agreements for the period 2026–2029.
The Municipal Executive resolves:
1. to approve the 2026–2029 public housing performance agreements with Woonstichting ‘thuis (including the ‘thuis Tenants’ Council);
2. to adopt the text of the 2026–2029 performance agreements with Woonstichting ‘thuis and to include it in the next council information letter.The mayor resolves:
3. to authorize the council member responsible for housing (Alderman De Jong) to sign these “Performance Agreements 2026–2029.”Approval of the Sixth Amendment to the GR GGD BZO
The city council has previously exercised its right to submit comments on the amendment to the Joint Regulation of the GGD Brabant-Zuidoost. The GGD’s General Board has decided to adopt the draft regulation without changes. The municipal executive is asking the city council to approve the adoption of the sixth amendment to the Joint Regulation of the GGD Brabant-Zuidoost. The decision will be shared with the GGD’s General Board.
The Executive Committee has decided to propose to the City Council:
1. to take note of the Joint Regulation of the GGD Brabant-Zuidoost as adopted on July 1, 2026, by the GGD’s Administrative Board;
2. to authorize the Executive Board to adopt the sixth amendment to the Joint Regulation of the GGD Brabant-Zuidoost;
3. upon receiving the City Council’s approval, to approve the Joint Regulation of the GGD Brabant-Zuidoost.DD Authorization Form for Draft Selection Decision
The evaluation of the 2020 Selection List of Municipalities and Intermunicipal Bodies and the new Archives Act, which will take effect on January 1, 2027, are two important reasons for drafting a new Selection Decision on behalf of the municipalities. Due to the implementation of the new Archives Act, the municipal executive must issue a new authorization. The previous authorization was issued based on the old Archives Act, meaning it will no longer be valid after January 1, 2027.
The council has decided to authorize the Association of Netherlands Municipalities (VNG) to draft a new Selection Decision.
Comments on the Amendment to the Water Authority Ordinance
Summary
The water boards within the province of North Brabant are jointly amending the water board ordinance to create a province-wide ordinance. The amendment has implications for municipal policy implementation. The municipality’s concerns do not focus on the objective itself, but rather on how the objective has been translated into generic requirements in the draft Water Board Regulation, policy rules, and hydrological principles. The municipality of Son en Breugel is submitting its comments to the Water Board.
The council has decided to submit its opinion on the draft water board regulation to the De Dommel Water Board.
Motions for the VNG General Assembly on September 30, 2026
During the public council meeting on July 2, the council adopted the motions “Give Municipalities the Resources and the Flexibility” and “National Safety Net Program for Exceptional Healthcare Costs in the Social Sector.” In doing so, the council requested that the Municipal Executive continue to advocate—including through the Association of Netherlands Municipalities (VNG)—for structurally adequate funding and greater policy autonomy for municipalities in carrying out their statutory duties in the social sector, so that duties, resources, and policy flexibility are better balanced; to once again draw attention to the structural shortfalls municipalities face when carrying out statutory tasks; and to advocate for the establishment of a national safety-net scheme for exceptional care costs within the social domain.
The council resolves:
1. to approve the motions to be submitted to the VNG General Assembly on September 30, 2026;
2. to seek support from MRE and K80 municipalities for the motions to be submitted;
3. that Alderman Jelle de Jong inform the council during the announcements at the upcoming council meeting.
