1. Internal (not public) decision list and public decision list dated June 6, 2023 - Suzanne Otters
The college adopts the decision lists.
2. Prohibition decision Ruysdaelstraat 2 and Ekkersrijt 1003 - Suzanne Otters
The municipality of Son and Breugel has been receiving displaced persons from Ukraine in various reception locations for some time. Unfortunately, there is no end of the war in sight yet. Because of this, the reception locations will be used at least until December 31, 2023. The temporary emergency reception locations ('Ruysdaelstraat 2' and Ekkersrijt 1003) are not in accordance with the zoning plan. Therefore, a tolerance decision of general scope is issued for the reception of Ukrainian refugees. The reason for this is the ongoing war, the decision of the State to extend the status of Ukrainian refugees by one year and the fact that both properties are nominated for demolition.
The College decides:
1. adopt the decree of tolerance for the temporary emergency accommodation for displaced persons from Ukraine in the building Ekkersrijt 1003;
2. adopt the decision to grant a permit for the temporary emergency accommodation for displaced persons from Ukraine in the building at Ruysdaelstraat 2;
3. to publish the decree on tolerance (electronically) in the Municipal Gazette, at www.overheid.nl and in the door-to-door newspaper.
3. Authorization Gloudemans Wvg area Breeakker - Suzanne Otters
Notices of objection have been received against the decision to establish the preferential right 'area Breeakker' in Son en Breugel. The handling of these cases is handled by the senior policy officer Spatial Development of the municipality. In view of the required legal expertise regarding the Municipal Preferential Rights Act, it is desirable to involve external representatives of the Gloudemans agency in the objection and appeal procedures. However, these persons are not authorized to represent the College and/or the City Council. This is regulated by this authorization decision.
The college decides to authorize representatives of the Gloudemans agency to represent the college and/or the municipal council in objection and appeal proceedings against the decision to establish the right of first refusal 'area Breekakker' in Son en Breugel in accordance with the authorization decision.
4. Overview of decisions taken in mandate week 24 2023 - Suzanne Otters
The college is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the college or the mayor in the past period.
The college takes note of the overview of decisions taken in mandate week 24 2023.
5. Archive and information management improvement plan 2023-2024 - Suzanne Otters
Every year, the College reports on archive and information management to the City Council and the Province. A single improvement plan for archive and information management has been drawn up for the 3 Dommelvallei municipalities and the Dommelvallei agency. This shows that archive and information management is generally in order. An overview of archive documents has been drawn up for each municipality and for the Dommelvallei agency.
College Decision:
- To adopt the archival and information management improvement plan 2023-2024;
- Adopt the text of the RIB and inform the City Council of the 2023-2024 improvement plan with the RIB;
- Agree to send improvement plan archival and information management 2023-2024 and overview of archival records to Gedeputeerde Staten van Noord-Brabant.
6. Administrative planning - Suzanne Otters
The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is updated periodically. The administrative planning is a regular item on the agenda of the Presidium and is discussed twice a year in a public council meeting. The first public discussion will take place on June 29. The administrative schedule is essentially the same as that discussed at the presidium on May 25. Items that have since been on the agenda have been removed from the schedule and some new items have been added. The planning is shown at the quarterly level. A detailed planning for the period after the summer recess is not yet available. The Administrative Planning is now before the college for notification. Thereafter, the planning with the cover letter will be added to the meeting documents for the June 29 council meeting.
College Decision:
- To take note of the updated administrative schedule;
- To forward the administrative schedule, accompanied by the attached letter, to the City Council for consideration.
7. Housing status holders (reference date June 2023) following supervisory assessment by province (2nd half 2022) - Jelle de Jong
The College:
- Notes the supervision judgment of the province (2nd half 2022);
- Decides to adopt the text of the RIB and forward it to the City Council.
8. Agenda Informational session Green-Gray management plan - Jan Boersma
In 2022, the desire was expressed to draw up a Green-Gray management plan. This will flesh out policy choices and current themes in the area of management of roads, greenery, play and street furniture. The first step of the management plan is to get a picture of the current situation, or basis. The 'Basis in Beeld' report provides an account of how the outdoor space of Son en Breugel looks. And the report provides the starting point for drawing up the actual management plan. The results of this report will be shared with the council, after which the next steps can be taken to shape the management plan.
The College decides to:
1. accept the report ' Basis in Beeld: Green-grey management plan municipality of Son en Breugel' for information;
2. to submit the said report to the council.
9. Policy rules stand locations Ekkersrijt municipality of Son and Breugel 2023 - Jan Boersma
The frameworks for occupying a stand place are included in the General Local Bye-Law of the Municipality of Son en Breugel 2022 (hereinafter: APV). For the business park Ekkersrijt it is desirable to establish additional rules. The policy rules stand locations Ekkersrijt includes when a stand location may be taken and under what Requirements.
The college decides to adopt the 'Policy rules stand locations Ekkersrijt municipality Son en Breugel 2023'.
10. Coulter arrangement within white goods scheme - Steven Grevink
The white goods scheme was adopted on October 11, 2022. The scheme is designed to help residents on a small budget save energy. There was budget for 292 applications and 310 applications were received, which exhausted the budget. Given the target group, we set up a goodwill arrangement for the 18 people in the queue to still accommodate these residents. The budget of the subsidy scheme has thus been exhausted and therefore we are closing the waiting list.
College Decision:
- To establish a grace period within the energy efficient white goods subsidy scheme for the 18 residents in the queue;
- To grant Groupcard an additional subsidy in the amount of €10,800 for this purpose
- stop new applications within the subsidy scheme with immediate effect
- incorporate the financial implications in the 2nd administrative report;
- Inform the council through the Council Information Letter.
