1. Adoption of non-public decision list and public decision list dated December 8, 2020 / Hans Gaillard

The college adopts the decision lists.

2. Mandate register week 50 2020 / Hans Gaillard

The college is periodically informed of the decisions recorded in the mandate register. The mandate register contains decisions made on behalf of the college or the mayor.

The College takes note of the decisions listed in the Register of Mandates.

3. Decision on objection rejecting request for enforcement / Hans Gaillard

On July 7, 2020, the college decides to reject the request for enforcement action against the person running the establishment located at Raadhuisplein 30 in Son en Breugel in connection with violating the Activities Decree Environmental Management. On July 16, 2020, the college received a notice of objection from the objector against the above decision. The Objections Committee advises to declare the objection unfounded and uphold the contested decision.

The College decides:
1. declare the objection unfounded;
2. uphold the contested decision;
3. refer to the opinion of the Objections Committee for the reasons for the decision.

4. Audit 2020 / Jan Boersma

Before the auditor starts the audit of the 2020 financial statements, it is necessary to adopt the 2020 audit protocol including standards framework. The audit committee advised the council to adopt the audit protocol at the council meeting on December 17, 2020. The audit committee's proposal is presented to the council for information.

The college accepts for notification the council's 2020 audit proposal including the 2020 audit protocol and 2020 standards framework.


5. Development Day Southeast Brabant December 17, 2021 / Jan Boersma

On December 17, 2020, the next Southeast Brabant Development Day will take place. During this day, agreements will be made between the province and the municipalities in the region about mobility, housing and space. This development day is organized twice a year. By this way, the documents are submitted to the college for information and, if applicable, with an annotation.

The college decides to take note of the program and underlying documents for the Southeast Brabant Development Day on December 17, 2020.

6. Safe Home contribution 2021 / Paul van Liempd

Stichting Veilig Thuis Zuidoost-Brabant performs the legal tasks in the field of domestic violence and child abuse for the 21 municipalities in Southeast Brabant. Every year the municipalities take note of the Safe Home budget and must agree to the financial contribution for that year.

The College decides to:
1. take note of the Safe Home 2021 budget and cost allocation;
2. to make an amount of € 94,213 available from the Safe Home budget for 2021.

7. Pathway guidance VO grant / Jos de Bruin

Pathway counseling in secondary education focuses on preventing or minimizing school dropout among youth. The use of pathway guidance reduces the burden on compulsory education officers and/or Health consultants. Pathway guidance is implemented by the partnership appropriate education VO. In 2017, it was agreed with the regional municipalities that they would subsidize 50% of the formation for pathway guidance for the period 2018 to 2020. The Collaborative has applied to continue this subsidy for the period 2021 to 2024.

The College decides:
1. agree to continue the municipal contribution for the subsidy Trajectbegeleiding VO, with indexing for the years 2021 through 2024, of € 3,525.84 per year and to include these costs in the 1st administrative report 2021 and structurally in the budget 2022;
2. to agree to charge the college of mayor and aldermen of contact municipality Eindhoven with the disposition and determination of the subsidy and the settlement of the municipal contributions.

8. Funding agreements and youth aid covenant 2021 / Paul van Liempd

Financial and cooperation agreements have been made with providers of highly complex youth care for the coming year. This gives municipalities more control over spending on highly complex youth care. The agreements also anticipate the substantive goals of the youth care tender, which will take place in 2021.

The College decides:
1. agree to the addendum by system provider, which provides that the seven system providers will be funded and advanced on the basis of a "pure lump sum" in 2021. This is a predetermined, fixed budget for 2021, for the deployment of all forms of assistance for which the system provider is contracted;
2. adopt the covenant for the cooperation agreements between participating municipalities within A 10 for Youth and the seven system providers;
3. agree to provide quarterly advance payments totaling € 942,000 for all of 2021 to the Municipality of Helmond so that the Municipality of Helmond can make quarterly advance payments to the system providers in accordance with the agreements in the addendum.

The Mayor decides:
1. to grant a power of attorney to the Director of Social Domain of the Municipality of Helmond or his replacement to sign the addendum for the 2021 financing agreements on behalf of the Municipality of Son en Breugel.
2. to grant a power of attorney to Alderman C. Dortmans of the municipality of Helmond, to sign the covenant on behalf of the municipality of Son and Breugel and as chairman of the administrative platform A 10 for Youth.

9. Agenda council meeting December 17, 2020 / Hans Gaillard

The college discusses the documents scheduled for the December 17 council meeting. Added to the agenda is the item "Interpellation debate on the process surrounding the Village Hall." At the beginning of the meeting, the place on the agenda of this item will be discussed.

10. Annual report 2020 and implementation program 2021 VTH / Hans Gaillard

The annual report and implementation program are integrated and show the results and ambitions in the field of licensing, supervision and enforcement (VTH). It is broader and provides insight into the quality, performance and ambitions of the municipalities and partners, such as the Environmental Department and Safety Region to whom we have outsourced tasks.

The College decides:
1. agree with the 2020 annual report and 2021 VTH implementation program;
2. to agree with the committee recommendation to inform the members of the CAZ;

11. Administrative planning 1st quarter 2021 et seq. / Hans Gaillard

Periodically, the College of B&W sets the administrative schedule. This outlines the topics and proposals that will be considered by the council committees and the City Council in the coming quarters. Once adopted, the schedules are placed on the agenda for the committee meetings on January 11, 12 and 13, 2021. The committee proposal will address the pilot meeting structure.

The College decides:
1. adopt the administrative planning for the first quarter of 2021 and beyond;
2. to submit these schedules to the council committees for information.

12. Adjustments Regional Development Fund Working Locations (ROW) / Jan Boersma

The Regionaal Ontwikkelfonds Werklocaties (ROW) is a fund of the 9 municipalities in the Stedelijk Gebied Eindhoven together with the Brabantse Ontwikkelingsmaatschappij (BOM). The fund aims to financially support ambitions that stimulate existing (work) locations and innovation. The functioning of the fund has been evaluated. The municipalities find it a valuable instrument, but then improvements in the accessibility of the fund must be made. This does not apply to the BOM. It no longer sees a role for itself. The province has indicated that it wants to take over BOM's role as financier, without joining the foundation. This leads to a number of changes in the underlying documents, which are hereby submitted to the college, together with a draft council proposal.

The college decides:
1. to take note of the results of the evaluation of the Regional Development Fund Work Locations (ROW) and the decision of the Brabant Development Company to withdraw from the cooperation;
2. to enter into a new and amended cooperation agreement ROW in which the mutual agreements between the municipalities are once again defined;
3. to propose to the municipal council to adopt a new ordinance Investing Regional Development Fund Work Locations, simultaneously repealing the current ordinance of the same name;
4. give the portfolio holder Economy the mandate to agree, as representative of the municipality of Son and Breugel on the board of the ROW foundation, to:
a. an amendment of the statutes;
b. to establish an Advisory Committee ROW and to adopt Rules of Procedure for the Advisory Committee ROW;
c. submitting a grant application to the Province of North Brabant;
d. a transfer of shares in ROW B.V. by BOM to the ROW Foundation;
e. performing as shareholder all necessary implementing acts in connection with the dissolution of the ROW B.V.

13. Regional Mobility Agenda (RMA) and Regional Mobility Program (RMP) Jan Boersma

At the December 2019 Development Day, the region's municipalities and the province agreed to cooperate in a programmatic way on mobility issues.
The present draft RMA and draft RMP are the documents that will be the starting point of administrative consultations between the region and the province on how to work together in 2021. These consultations will take place during the December 17, 2020 Development Day.

The College decides:
1. agree to the contents of the Regional Mobility Agenda RMA 2021;
2. to agree to the contents of the Regional Mobility Program RMP 2021;
3. To mandate Alderman J. Boersma to enter into discussions with the Province on this matter on behalf of the College during the Development Day on December 17, 2020 and to make agreements
