1. Internal (not public) decision list and public decision list dated November 7, 2023.

The college adopts the decision lists.

2. Regulation on Compensation for Damages Municipality of Son and Breugel 2024.

On Jan. 1, 2024, two new legal regulations for loss compensation will take effect. These are Title 4.5 of the General Administrative Law Act and Section 15.1 of the Omgevingswet. With the arrival of these two new legal regulations, the national regulations in the field of loss compensation will change. 

The College decides to propose to the City Council, to adopt the Regulation on Damage Compensation Municipality of Son and Breugel 2024.

3. Control protocol 2023

Before the auditor starts the audit of the 2023 financial statements, it is necessary to adopt the 2023 audit protocol including the standards framework.

College Decision:

  1. adopt the 2023 standards framework;
  2. To take note of the 2023 Audit Protocol;
  3. To take note of the council proposal.

4. Draft Son Midden zoning plan; Vijverlaan ong

The college has agreed to the request in principle to change the zoning on the plot on Vijverlaan (on the corner near Eekhoornlaan) to allow residential development. This under a number of Requirements. The initiator has worked out the request into a new zoning plan in which the Requirements have been incorporated. 

The college decides to:

  1. To agree to the agreed "Anterieure exploitatieovereenkomst Vijverlaan ong." with reference 1770111, to proceed to signature and to publish the substantive content of the agreement;
  2. to agree to the draft zoning plan "Son Midden; Vijverlaan ong." with plan IDN NL.IMRO.0848.BP306SONMIDDEN-0N01 and the plan for a period of six weeks
  3. available for inspection for views, after the agreement is signed by all parties.
  4. publish these decisions through the usual channels.

5. Political Evening Nov. 16, 2023

The college discusses the program for the November 16, 2023 Political Evening.

6. Grant application Hedwig's Walk-in Store.

A resident of the municipality of Son en Breugel has taken the initiative to dedicate herself to people who are struggling to make ends meet and provide them with free stuff. These second-hand items collected by her get a new destination this way. For the storage and distribution of these items she needs a space, this she has found since October 1, 2023 in the former Vestzaktheater. Because Hedwig's Walk-in Shop does not receive any income, she is applying for a subsidy to pay for the rent of the space in the former Vestzaktheater.

College Decision:

  1. To award a one-time support grant of up to €1,000 to Hedwig Vroomen for the rental of a space for Hedwig's Walk-in Shop;
  2. Apply the hardship clause to subsidize more than 50% of the budgeted cost of renting space in the former Vestzaktheater;
  3. cover the grant awarded from the One-Time Support Grants budget.

7. Wvg area Breeakker; information progress to residents and council Dec 2023

The Plan of Action "Drafting development plan Wvg area Breeakker" indicated to periodically inform the council and residents. The progress letter to residents and the draft RIB text, so that once the decision is made, the letter to residents and the council can be informed via a RIB.

The college decides to adopt the draft RIB text for the council and the information letter to the residents of the Wvg area Breeakker and then send it to them.

8. Omgevingswet; assignment Antea Group conversion of zoning plan "Ekkersrijt" to the "Son and Breugel Environment Plan."

The preparation of the "Son en Breugel Environmental Plan" was started in 2022. With the Antea Group steps have been taken in the structural design of the environmental plan, a first zoning area "Gentiaan" has been translated into this environmental plan. By the end of 2023, all similar residential areas will have been converted in the same way. It is planned to start converting the zoning plan area "Ekkersrijt" to our environment plan at the beginning of January 2024. The Antea Group has been asked to provide a quotation for this. This fulfills the request. 

The college decides to approve the assignment to Antea Group to convert the zoning area "Ekkersrijt" to the "Son en Breugel Environmental Plan."

9. Policy Rule Lease Policy Municipality of Son and Breugel 2023.

The municipality of Son en Breugel owns approximately 42 hectares of agricultural land divided into 17 cadastral parcels. The various plots are leased. The municipality owns these agricultural parcels for different purposes. Most of the land has been owned by the municipality for a long time. Some plots were transferred to the municipality by the Department of Public Works after completion of the A50. In addition, plots of land have been acquired through an active land policy to enable developments such as housing. In addition, some land is owned to be used as exchange objects. These lands can be managed properly through leasing. However, the lease policy and method of issuance has not been formally established to date.

The college decides to adopt the Policy Rule: Lease Policy Municipality of Son and Breugel 2023.

10. Amendment to the Son en Breugel 2016 Regulation on the disposal of rainwater and groundwater.

The request to amend the existing ordinance stems from the omgevingswet and the Water and Sewerage Program (PWR). On January 1, 2024, the Omgevingswet will come into force. Some articles are already regulated in the ambient plan, the terminology is unified at some points with other policies as well as updated. The addition of the disposal requirement concerns the legal guarantee of the policy laid down in the Water and Sewerage Program.

The College decides to propose to the City Council to adopt the amendment to the existing 2016 ordinance, Ordinance on the disposal of rainwater and groundwater Son en Breugel 2023.

11. Designation as a municipal monument Stakenburgstraat 1.

On October 9, 2023, after the prescribed consultation with the owner, the Monument Commission adopted a Reasoned Description for Stakenburg Street 1 with the recommendation to designate this building as a municipal monument. The owner cooperates with the proposed decision to place it on the municipal monument list.

The college decides to designate Stakenburgstraat 1 as a municipal monument (according to art. 4.8 Awb).

12. Cooperation Agreement Regional Mobility MRE 2024-2030.

The Poho Mobility MRE has decided to adapt the regional working method in the field of mobility and set up one (new) coherent governance for the regional mobility task. A cooperation agreement has been set up for this purpose. This has been presented to all municipalities in Southeast Brabant by the Poho Mobility MRE for an opinion procedure. There is no reason to send an opinion.

College Decision:

  1. To take note of the Draft Cooperation Agreement Regional Mobility MRE 2024-2030;
  2. not to submit a substantive response or view to this draft;
  3. To propose to the City Council to take note of the Draft Cooperation Agreement Regional Mobility MRE 2024-2030 and not to submit an opinion.

13 Advisory council session Integrated Housing Plan 2024-2028

On October 5, 2023, the council was informed of the process regarding the new Integral Housing Plan (IHP) 2024-2028 to be drawn up through an informative session. Through an advisory council session, a number of choices will be addressed for the content of the IHP.

The college decides to submit a memo to the council for an advisory session on the Integrated Housing Plan 2024-2028.

14 Inclusion implementation agenda

On Nov. 11, 2020, the City Council unanimously passed the "attention inclusivity" motion. This motion called on the council (in summary) to draw attention to the diversity and acceptance of the LGBTQ+ community, to investigate the possibility of placing a boulder bearing the colors of the rainbow on one traffic circle to be determined, and furthermore, to actively involve the council in the thought process about our inclusivity policy and its status. In Administrative Agreement 2022-2026, the theme of inclusiveness has again received the attention of the council. The motto is and remains: everyone can participate. The ambition has been formulated to realize a Local Inclusion Agenda this council period, in the form of an action plan detailing how we want to achieve an inclusive society in Son and Breugel, together with our residents.

The college decides to process the advisory note into a memo and submit it to the council for an advisory session.

15 Funding deployment POH Youth

The general practitioner is an important resource for children and youth with problems. To give the Health for these young people the best possible form, the use of the Practice Support Physician (POH Jeugd) is of great importance. The POH Jeugd performs triage and offers short treatment programs. As a result, a referral to indicated youth care is not always necessary. The costs for the deployment of the POH Jeugd are paid partly by the municipality and partly by the health insurer. The municipality already contributes financially since 2017, but due to an increase in the demand for youth care, a new calculation and thus another financial contribution is needed.

College Decision:

  • structurally provide an additional financial contribution to the deployment of the POH Youth, starting in 2023;
  • cover this structural increase of €23,590 within the existing budget of Program 2.
