1. Internal (not public) decision list and public decision list dated June 7, 2022 / Hans Gaillard
The college adopts the decision lists.
2. Mandate Register 2022 / Hans Gaillard
The current mandate register was adopted by the college on April 6, 2021. The mandate register lists powers for which the college and mayor have granted mandates to employees of the organization. The mandate register is updated annually.
The College and the Mayor decide, each to the extent of its powers:
1. adopt the Mandate Register June 14, 2022;
2. revoke the Mandate Register April 6, 2021.
3. Legal services agreement / Hans Gaillard
An agreement is entered into with Adriaanse van der Weel Advocaten for the purpose of legal services.
The College decides to adopt the Legal Services Framework Agreement as drafted.
4. Environment Day Southeast Brabant d.d. June 17, 2022 / John Frenken
An Environment Day (formerly: Development Day) is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province and the water boards. These agreements can have legal consequences, for example for (yet to be developed) zoning plans. The documents for the Environment Day on June 17 will be submitted to the college.
The college decides to take note of the program, related documents and annotations made for the Environment Day Southeast Brabant dated June 17, 2022.
5. Program Political Evening and list of commitments June 16, 2022 / Hans Gaillard
The college will discuss the documents scheduled for the June 16 political evening.
6. SGE urbanization agreement / John Frenken
In November 2020, the MIRT study on Urbanization and Accessibility Brainport was adopted. In this MIRT study the regional urbanization and accessibility task up to 2040 is elaborated. This MIRT study is based on a regional task of
62,000 homes and 72,000 jobs until 2040. During the BO MIRT of 2020, this led to follow-up agreements between the national government and the region. One of those agreements is the drafting and signing of an Urbanization Agreement between regional municipalities SGE, province of North Brabant and the State.
The College decides:
1. adopt the SGE Urbanization Agreement;
2. authorize the Alderman Space to make changes as a result of coordination with other organizations involved;
3. inform the City Council by means of the draft council information letter;
4. to authorize the portfolio holder Space to make adjustments and publish the council information letter.
The Mayor decides to delegate the signing of the Urbanization Agreement to the portfolio holder Space of the Municipality of Eindhoven so that he can sign the agreement on behalf of the SGE municipalities.
7. Southeast Brabant development strategy / John Frenken
At the Southeast Brabant Environment Day on December 8, 2021, a mandate was given to come up with a supported spatial development strategy for all of Southeast Brabant that builds on the MIRT study Urbanization and Accessibility Brainport 2040 and the agreements made at the time, among themselves and with other partners. In addition, the four sub-regions have each separately drawn up a (draft) development strategy, which also serves as a
basis for the prepared development strategy Southeast Brabant. This joint development strategy focuses on living, working and mobility.
The college decides to approve the "Southeast Brabant Development Strategy: a balanced leap of scale.
8. Nomination for reappointment Mr. F. van Engelen Supervisory Board PlatOO / Jos de Bruin
At 23 May 2022, school board PlatOO has requested the approval of the reappointment of Mr. F. van Engelen for a second - and also last statutory term - as a member of the Supervisory Board. The giving of consent in connection with such reappointment has been mandated by the City Council to the College.
The college approves the reappointment of Mr. F. van Engelen as a member of the Supervisory Board of School Board PlatOO.
9. Compensation PlatOO construction Krommen Hoek for BSO / Jos de Bruin
In 2008, the board of school association the Krommen Hoek provided the funding to construct an addition to the school building for the purpose of out-of-school care, required by law. The college decided in 2008 to pay the school board a
compensation for the costs incurred for the extension if the building was withdrawn from education before 2024. In connection with the new construction of elementary school the Krommen Hoek and the Rainbow, the property was indeed withdrawn from education before 2024. In 2015, the Krommen Hoek, including costs incurred for the extension, was taken over by school board PlatOO. The costs incurred at the time for the extension
appeared, in connection with the takeover, not to be fully and easily retrievable. Reasonably plausible compensation of €50,118.54 remains for the remaining book value of the annex. This amount will be paid to school board PlatOO.
The college decides:
1. to pay compensation of €50,118.54 to school board PlatOO for the remaining book value of the annex to elementary school de Krommen Hoek for the purpose of out-of-school care;
2. to inform the City Council about this through the next Council Information Letter.
