Council Questions on the Village Vision and Green Policy
The Dorpsvisie political group has submitted council questions regarding the condition of public green spaces within the municipality.

An advisory session on the “Living with Health Vision is being organized for the city council. During this session, the council will have the opportunity to indicate how it wishes to be kept informed about the progress of the vision’s implementation and what additional guidance it would like to provide to the executive committee before the vision is adopted. The executive committee decides to approve the memo for the council’s advisory session.
Adoption of the Wmo 2026 Implementing Resolution
On January 29, 2026, the council adopted the Son en Breugel Social Support Ordinance 2026. Several provisions in the ordinance state that the municipal executive shall or may establish further rules. This is done in the Wmo 2026 Implementation Decree. Furthermore, certain provisions are elaborated in greater detail to provide more guidance for implementation. The advice of the Social Domain Advisory Council has been incorporated into the implementation decree.

2. To adopt and send the response to the recommendation of the Social Domain Advisory Council.Funding for the LEO 2027–2030 Participation Fund
The Eindhoven Airport Consultative Body (LEO) discusses developments related to Eindhoven Airport and agreements regarding funds for health and quality of life. These funds will expire in 2026, but there is broad support for continuing the collaboration. For the period 2027–2030, Samen op de Hoogte has submitted proposals for funding. All participating parties—including the national government, provinces, municipalities, and the airport—contribute to this. Our municipality’s contribution amounts to €3,306 per year, to be indexed annually. This is approximately half of the current annual contribution. The municipal executive has decided to allocate an annually indexed contribution of €3,306 for the period from 2027 through 2030, drawn from the General Environmental Management budget, to the LEO Participation Fund and the Livability Fund, for the purpose of strengthening the operational capacity of the Eindhoven Airport Consultation Group.
Decision on an Appeal Against a Traffic Citation
On December 15, 2026, the municipal executive decided to reserve parking spaces for charging electric vehicles. Between December 15, 2025, and January 2, 2026, the municipal executive received objections from ten objectors to the aforementioned decision. The Objections Committee recommended that the objections be declared admissible but unfounded and that the contested decision be upheld.

The key developments outlined in the 1st Management Report for 2026 of the Dommelvallei Agency concern costs for the purchase and implementation of the new EHRM system, costs for the implementation of the new financial system, costs for the Dommelvallei Agency’s new office space, and the additional contribution to the Leave Savings provision. In addition, the structural amount set aside for taxes can now be released. The financial implications of these developments have been incorporated into the third and fourth budget amendments for 2026. Pursuant to the joint regulation, the council has the opportunity to submit its opinion on the third budget amendment no later than September 25, 2026. The council is advised not to submit an opinion to the board of Dienst Dommelvallei. The board of Dienst Dommelvallei will ultimately adopt the third budget amendment—with or without changes—on October 28, 2025.
The College decides to propose to the City Council:
1. Take note of:
- The First Management Report for 2026 from the Dommel Valley Agency;
- The 3rd budget amendment for the Dommel Valley Service;
The 4th Budget Amendment for the Dommel Valley Service.
2. Not to submit a statement of opinion on the third budget amendment for 2026 for the Dommelvallei Department.
3. To include the financial implications for the municipality of Son en Breugel for the year 2026 in the second administrative report for 2026, and to take the financial implications for the 2027–2030 budget into account when drafting the 2027 program budget and the 2028–2030 multi-year forecast.
Timeline for the New Grant Policy
In response to the Court of Audit’s report on subsidies, a four-phase plan has been drawn up for a future-proof subsidy policy, with January 1, 2029, as the intended effective date. This process, which is largely based on the Court of Audit’s recommendations, refines the focus on social impact and structurally strengthens the provision of information to the city council. The memo “Timeline for the New Subsidy Policy” describes these steps and is hereby submitted to the City Council for information. The Executive Board resolves to adopt the memo “Timeline for the New Subsidy Policy” and to forward it to the City Council for information.
Decision on the Appeal Regarding the Environmental Permit for Tree Removal
On February 10, 2026, the municipal executive decided to approve an application to cut down a tree at Brederodestraat 7 in Son en Breugel. On February 16, 2026, March 3, 2026, and March 9, 2026, respectively, the municipal executive received objections to the aforementioned decision. The Appeals Committee recommended that the objections be declared inadmissible.
