4. Research report 'Regulations governing event permits in the municipality of Son en Breugel' / Hans Gaillard
A student at Avans-Fontys University of Applied Sciences in Tilburg conducted a study into the regulations in the municipality of Son en Breugel concerning event permits. The results of this study will be presented to the municipal executive for information purposes.
The board takes note of the research report.

7. Decision on Freedom of Information Act request / John Frenken
On April 20, 2020, the council received a request under the Government Information (Public Access) Act (Wob). The submitter requests all currently valid (environmental) permits, exemptions, notifications, permit applications, and all related documents concerning the facility or facilities located at Ockhuizenweg 3/3a and 5/5a in Son en Breugel. In addition, documents relating to the zoning plan process are requested.
College Decision:
- make a decision on the Wob request;
- to disclose the requested documents under the Wob, with the exception of personal data pursuant to Article 10(2)(e) of the Wob and personal policy opinions in documents for internal deliberation pursuant to Article 11(1) of the Wob.
8. Adoption of zoning plan "Breugel: Stakenburgstraat approx." / John Frenken
On April 7, 2020, your council decided to definitively cooperate in changing the zoning of Stakenburgstraat approx. for the construction of two houses, by releasing the draft zoning plan for public inspection and signing the prior agreement. For the construction of the two homes at the location on Stakenburgstraat, the required draft zoning plan 'Breugel; Stakenburgstraat approx.' was drawn up and made available for public inspection for the period of 7 May to 17 June 2020. The draft zoning plan was also submitted to, among others, the province of North Brabant (no response) and the Dommel Water Board (approval) to give them the opportunity to respond to this draft zoning plan by means of an opinion. The consultation period did not yield any further responses. To complete this process, the zoning plan "Breugel; Stakenburgstraat ong." can be submitted to the municipal council for adoption.
College Decision:
- take note of the draft zoning plan "Breugel; Stakenburgstraat ong.";
- to request advice from the Land Affairs Council Committee on the adoption of the zoning plan "Breugel; Stakenburgstraat ong." in accordance with the draft council proposal and draft council decision;
- to propose to the council that the zoning plan "Breugel; Stakenburgstraat ong." be adopted

9. Response to questions from D66 regarding Het Dorpshuis / Jan Boersma
The D66 political party has submitted questions to the municipal executive regarding the realization of Het Dorpshuis.
The letter containing the questions and a draft response has been submitted to the municipal executive.
If the municipal executive approves this letter, it will be sent to the council members.
The council approves the answers to the questions and agrees to send the letter to the council members.
10. Youth Care Plus 2019 settlement and procurement 2021 / Paul van Liempd
Youth Care Plus (closed youth care) is purchased on a supra-regional basis. An annual final settlement is made between the municipalities. In 2019, there was underproduction at the national level, largely due to the bankruptcy of the Juzt institution.
The underproduction cannot be recovered from Juzt. The underproduction will therefore be partially recovered from the other providers, with the remainder being borne by the municipalities.
From 2021, new youth care plus contracts must be concluded. The Vision Document Youth Care Plus 2021 and Beyond forms the basis for the agreements laid down in these contracts.
College Decision:
- to approve the final settlement for Youth Care Plus 2019 retrospectively. In connection with the underspending for Southeast Brabant, this means recovering €25,000 from the providers and not recovering €104,000 from the providers, which will therefore be borne by the municipalities;
- to approve the Vision Document on Youth Care Plus Procurement for the South-East Netherlands region for 2021 and beyond;
- to agree to the joint launch of the 2021 youth care plus contracting process in the South East region. The South East Brabant region will be represented in this process by Alderman of the municipality of Eindhoven.
