1. Internal (not public) decision list and public decision list dated February 7, 2023 - Hans Gaillard

The college adopts the decision lists.

2. Adopt amendment plan Buitengebied; Hooijdonk 7 - Jelle de Jong

The college adopts the amendment plan "Buitengebied; Hooijdonk 7". It concerns the conversion of a landscaping company and garden center to a civilian residence with nature development. The draft plan has been available for inspection for views and one view has been received.

The college decides to adopt the amendment plan "Buitengebied; Hooijdonk 7" with planIDN NL.IMRO.0848.BPW831BUITENGEBIED-VA01 unchanged.

3. Evaluation of Regional Development Fund Working Locations (ROW) - Jan Boersma

In 2021, the municipal councils of the Stedelijk Gebied Eindhoven (hereafter SGE) agreed to the new Subsidy Ordinance Investments Regional Development Fund Work Locations SGE (hereafter ROW). When dealing with the new regulation, some municipal councils requested a mid-term review one year after the new regulation came into force. The scheme reopened in November 2021.

College Decision:

  • To take note of the progress of the ROW;
  • To inform the council on the progress of the ROW through the council information letter.

4. State of the Environment - Jan Boersma

On August 31, 2022, the college answered D66's written questions about the environmental street. The college promised to inform the council again when there is more clarity on the actual situation.

The college decides to inform the city council of the status of the environmental street through the next council information letter.

5. Awarding variant study accessibility Jansen BV - Jan Boersma

On August 24, 2022, the Administrative Law Division of the Council of State ruled on the appeals filed against the zoning plan "Ekkersrijt; Jansen Kanaaldijk Zuid 24" adopted on March 12, 2020. The Council of State declared the appeals well-founded and annulled the zoning plan. In doing so, the Council of State ordered us to make a new decision within 52 weeks, taking into account what was considered in the ruling. It was decided to hire external expertise for this assignment. It is proposed to award this contract to Kragten BV on the basis of the quotation submitted.

The college decides to:

  1. To take note of quotation issued dated February 1, 2023 from Kragten BV;
  2. To award the contract to Kragten BV to carry out the work as a result of the ruling of the Administrative Law Division of the Council of State regarding the opening up of Jansen BV;
  3. Inform the council by means of a RIB text
  4. agree to the financial implications presented to the council in the result appropriation financial statements 2022 and charge the remaining deficit to the budget balance. The deficit will be included in the 1st administrative report 2023.

6. Implementation resources for climate and energy policy - Steven Grevink

The Coalition Agreement of the Cabinet earmarked a total of €5.38 billion for the years 2023 to 2030 for the implementation costs of municipalities provinces. On October 25, 2022, the Ministry of Economic Affairs communicated the allocation key for 2023 and the minimum amounts for 2024 and 2025. For the municipality of Son and Breugel, we consider what the impact of this is and what we now anticipate as an indicative distribution of resources.

The college decides to take note of the memo Implementation Resources Climate and Energy Policy.

7. Adjustment indexing 2023 10 for Youth - Steven Grevink

In July 2022, indexing 2023 was set for youth aid providers based on the provisional ova percentage. In December 2022, the 2023 indexing was adjusted as a change was made to the provisional ova percentage given the many price developments. Directors of 9 youth aid providers wrote to the 21 municipalities with the
request to adjust the indexation for 2023. The purchasing region One 10 for Youth proposes to adjust the indexation and inform the youth aid providers.

The college decides to approve:

  • the one-time adjustment of indexation 2023 from 3.57% to 4.67% effective April 1, 2023;
  • response to healthcare institutions in response to the letter received on December 13, 2022.

8. Political Evening Feb. 16, 2023 - Hans Gaillard

The college discusses the program format for the February 16, 2023 Political Evening.

9. Commodity policy - Jan Boersma

The raw materials policy looks at our future ambitions in waste policy, to collect raw materials and reuse them as high as possible in the chain. Upon joining Blink, it was decided to maintain current service levels and to re-evaluate service levels in 2023. In December 2022, environmental consulting firm JMA was commissioned to support us in arriving at the desired choices and drafting a new resource policy. The college will take the council through the process we want to go through.

The College decides to inform the City Council about the process of arriving at a new resource policy.

10. Aging smart together in southeastern Brabant - Steven Grevink

Due to an aging population and limited opportunities for advancement, the elderly have to live at home longer. Research by the Netherlands Fire Service shows that the elderly are 2.5 times more likely to be victims of a burglary or a house fire and more often involved in accidents in the home. To ensure the safety of elderly people at home, the project "Getting older together smart in Brabant" was started. With a safety plan, sensors and an app for loved ones, the sense of security and actual safety is increased. Participation in the project requires a one-time investment from the municipality.

College Decision:

  • Agree to participate in the Getting older together smart project in Brabant Southeast.
  • a one-time contribution á €13,989 ex. VAT will be added via the 1st berap 2023.
