1. Internal (non-public) list of decisions and public list of decisions dated February 7, 2023 - Hans Gaillard

The college adopts the decision lists.

2. Adoption of the Rural Area Amendment Plan; Hooijdonk 7 - Jelle de Jong

The council has adopted the amendment plan "Buitengebied; Hooijdonk 7." This involves converting a landscaping company and garden center into a private residence with nature development. The draft plan was made available for public inspection, and one opinion was received.

The council decides to adopt the amendment plan "Outlying area; Hooijdonk 7" with plan ID NL.IMRO.0848.BPW831BUITENGEBIED-VA01 unchanged.

3. Evaluation of the Regional Development Fund for Work Locations (ROW) - Jan Boersma

In 2021, the municipal councils of the Eindhoven Urban Area (hereinafter: SGE) approved the new Subsidy Regulation for Investments in the SGE Regional Development Fund for Work Locations (hereinafter: the ROW). When discussing the new regulation, several municipal councils requested an interim evaluation one year after the new scheme came into effect. The scheme was reopened in November 2021.

College Decision:

  • take note of the progress of the ROW;
  • inform the council about the progress of the ROW via the council information letter.

4. Status of the recycling center - Jan Boersma

On August 31, 2022, the council responded to written questions from D66 about the recycling center. The council has promised to inform the council again once there is more clarity about the actual situation.

The council decides to inform the municipal council about the status of the recycling center via the next council information letter.

5. Awarding of contract for variant study on access Jansen BV - Jan Boersma

On August 24, 2022, the Administrative Law Division of the Council of State ruled on the appeals lodged against the zoning plan "Ekkersrijt; Jansen Kanaaldijk Zuid 24" adopted on March 12, 2020. The Council of State upheld the appeals and annulled the zoning plan. In doing so, the Council of State instructed us to take a new decision within 52 weeks, taking into account the considerations set out in the ruling. It has been decided to hire external expertise for this assignment. It is proposed that this assignment be awarded to Kragten BV on the basis of the quotation submitted.

The college decides to:

  1. take note of the quotation issued by Kragten BV on February 1, 2023;
  2. to award Kragten BV the contract to carry out the work resulting from the ruling of the Administrative Law Division of the Council of State regarding the disclosure of Jansen BV;
  3. inform the council by means of a RIB text
  4. to agree to the financial consequences presented to the council in the appropriation of results for the 2022 financial statements and to charge the remaining deficit to the budget balance. The deficit will be included in the first management report for 2023.

6. Means of implementing climate and energy policy - Steven Grevink

In the coalition agreement of the cabinet, a total of €5.38 billion has been earmarked for the implementation costs of municipalities and provinces for the years 2023 to 2030. On October 25, 2022, the Ministry of Economic Affairs and Climate Policy communicated the distribution key for 2023 and the minimum amounts for 2024 and 2025. For the municipality of Son en Breugel, we are looking at the impact of this and what we currently foresee as an indicative distribution of the funds.

The council decides to take note of the memo on Climate and Energy Policy Implementation Resources.

7. Adjustment of indexation 2023 10 for Youth - Steven Grevink

In July 2022, the 2023 indexation for youth care providers was set based on the provisional OVA percentage. In December 2022, the 2023 indexation was adjusted because the provisional OVA percentage was changed in response to numerous price developments. The directors of nine youth care providers wrote to the 21 municipalities with the
request to adjust the indexation for 2023. The procurement region Een 10 voor de Jeugd (A 10 for Youth) proposes to adjust the indexation and to inform the youth care providers about this.

The council decides to approve:

  • the one-time adjustment of indexation for 2023 from 3.57% to 4.67% as of April 1, 2023;
  • Response to healthcare institutions in response to the letter received on December 13, 2022.

8. Political Evening February 16, 2023 - Hans Gaillard

The council discusses the program schedule for the Political Evening on February 16, 2023.

9. Raw Materials Policy - Jan Boersma

The raw materials policy looks at our future ambitions in waste policy, to collect raw materials and make them as reusable as possible in the chain. Upon joining Blink, it was decided to maintain the current service level and to reassess the service level in 2023. In December 2022, environmental consultancy JMA was commissioned to support us in making the desired choices and drawing up a new raw materials policy. The municipal executive will involve the council in the process we want to go through.

The council decides to inform the municipal council about the process of developing a new raw materials policy.

10. Growing old together in Southeast Brabant - Steven Grevink

Due to aging and limited opportunities for relocation, older people are having to live at home for longer. Research by the Dutch Fire Service shows that older people are 2.5 times more likely to be victims of burglary or house fires and are more often involved in accidents in the home. To ensure the safety of elderly people at home, the project 'Growing old together smartly in Brabant' has been launched. A safety plan, sensors, and an app for loved ones increase the feeling of safety and actual safety. Participation in the project requires a one-time investment from the municipality.

College Decision:

  • to agree to participate in the project Growing older together in Southeast Brabant.
  • A one-time contribution of €13,989 excluding VAT will be added via the first calculation in 2023.
