1. Adoption of the list of non-public and public decisions of the Municipal Executive meeting dated September 29, 2020 / Hans Gaillard

The college adopts the decision lists.

2. For information: report on information evening for residents of Akkerpad / John Frenken

On September 28, an information evening was held for residents living near Akkerpad in connection with ideas for housing construction by developer Hendriks Coppelmans.

College Decision:

  1. to take note of the report of the Akkerpad information evening;
  2. forward the report to the Land Affairs Committee for information (meeting of November 23).

3. Draft zoning plan "Cultural History Son en Breugel" / Jan Boersma

Following the adoption of the project plan 'Cultural-historical policy of the municipality of Son en Breugel' on September 23, 2014, the cultural-historical policy of the municipality of Son en Breugel has been formulated in the 'Heritage Policy' of the municipality of Son en Breugel. The policy is based on current policy, namely the 'Archaeology Policy' (2008), the 'Green Policy Plan' (2013), the 'Structural Vision for Son en Breugel' (2014) and the 'Overview of potential municipal monuments & potential cultural-historical iconic objects/elements' (2015).
The Heritage Policy brings together all cultural-historical valuations, for both built and unbuilt objects, with the aim of safeguarding them. The 'Heritage Policy' has been translated into the 'Cultural History' zoning plan so that it forms an assessment framework for developments. This only concerns those parts of the policy that are not yet protected in the current zoning plans. The adoption of the Heritage Policy and the Cultural History zoning plan fulfills the legal obligation. The draft 'Cultural History' zoning plan must be released for the period during which opinions can be submitted as part of the adoption procedure.

College Decision:

  1. to release the draft zoning plan "Cultural History" for the further adoption procedure (publication for the purpose of obtaining opinions);
  2. to take note of the 'Heritage Policy' and, after completion of the consultation procedure regarding the adoption of the 'Cultural History' zoning plan, having heard the Land Affairs Committee, to propose to the council that the 'Heritage Policy' be adopted.

4. Compensation for additional costs incurred by Youth and Wmo providers in connection with the coronavirus crisis / Paul van Liempd

A national decision has been made that additional costs incurred by providers of youth care and social support services in order to comply with the coronavirus guidelines will be reimbursed until December 2020. It is proposed that the implementation of this reimbursement by the municipalities be formally established and applied.

The council has decided to reimburse the additional costs (necessary extra costs incurred due to compliance with the RIVM measures against the coronavirus) of (PGB) youth care and Wmo providers. The reimbursement will be made in accordance with the Elaboration of Additional Costs Youth Act and Wmo – VNG and Central Government, version June 2, 2020, within the financial scope made available by the Central Government for this purpose and in accordance with the approach described in the proposal.

5. Establishing metadata schema / Hans Gaillard

By establishing and mandating the use of a metadata schema, the municipality complies with the legal requirements of the archiving regulations. Recording the metadata of a document in a uniform manner simplifies the exchange of information between systems.

College Decision:

  1. to establish the metadata schema;
  2. make the metadata schema mandatory when purchasing new applications with an archiving function;
  3. to authorize the director of Dienst Dommelvallei to implement minor changes to the metadata schema with the option to authorize others.

6. Evaluation and continuation of the role of core team program leader Undermining / Hans Gaillard

In the coming years, the further development and professionalization of the joint approach to undermining crime within the Dommelstroom base team will continue with, among other things, the deployment of the base team program leader (BPTL). After reviewing the evaluation report, the council has decided to make the position permanent. Together with the other five basic team municipalities, the current BPTL will be taken on as a permanent employee. A service agreement will be concluded with the municipality of Valkenswaard for this purpose.

College Decision:

  1. take note of the evaluation of the 'Basic Team Program Leader Subversion';
  2. to agree to make the role of core team program leader for Subversion permanent as of January 1, 2021;
  3. to agree to charge the 2021 contribution to the 2021 contingency fund and to submit this to the council in the first management report of 2021, and to include the contribution for 2022 and subsequent years in the 2022 budget debate on a structural basis;
  4. take the initiative with regard to financing in the direction of the Association of Brabant Municipalities and the other five Dommelstroom municipalities to encourage the government to recognize that financing is a national responsibility;
  5. have the service agreement signed by the mayor.

7. Vision on affordable housing SGE: pilot standard social housing / John Frenken

At the portfolio holders' meeting on September 17, it was decided to the results of the regional (SGE) Vision on affordable housing, namely the 'pilot standard social rental housing', in presented in a uniform manner to all relevant municipal executives of the nine SGE municipalities on October 13, 2020, for decision-making. Only the possible locations where these social rental homes can be realized will, of course, differ per municipality.

College Decision:

  1. take note of the current status of the pilot project for standard social housing;
  2. to agree to:
  • the follow-up procedure regarding the selection and award of the pilot;
  • giving priority to the implementation of the locations in the first phase of the pilot;
  • the starting point of maximally aligning with and implementing the (local) aesthetic requirements and the (regional) Brainport Principles, while explicitly offering the possibility to deviate from these in a justified manner if the implementation of the pilot makes this necessary;
  • granting a mandate for the centralized, one-time joint performance of the structural assessment pursuant to the Building Decree when assessing the initial building plan;
  1. inform the municipal council by means of a Council Information Letter.

8. Responses to questions from Dorpsbelang, VVD, and Voor-U / Jan Boersma

The Dorpsbelang, VVD, and Voor-U political parties have submitted questions to the municipal executive regarding the possible presence of concrete rot in the village hall.
The letter containing the questions and a draft response has been submitted.

College Decision:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions.

9. Second management report 2020 / Jan Boersma

The management report is an interim financial statement from the executive committee to the council. The management report only explains financial deviations (advantages and disadvantages). The management report also explains any changes in the use of resources.
This document does not explain any delays or deviations in policy.

College Decision:

  1. to approve the content of the present second management report for 2020 and to submit it to the municipal council for decision-making;
  2. To agree to the council proposal.

10. Commission proposal including responses to the participation process for the Breugel Bruist Area Vision / Jos de Bruin

The Breugel Bruist area vision has been posted on the internet and via social media, the municipal website, and the Breugel Bruist newsletter, and people have been asked to respond. A walk through the area was also organized, and we discussed the plans with the users of the area (De Boerderij, De Bongerd, COOP, and Thuis). With these responses, we want to present the area vision at the joint committee meeting of the Land Affairs and Civil Affairs committees.

College Decision:

  1. to take note of the committee proposal, including the responses from the Breugel Bruist Area Vision participation process;
  2. forward the proposal to the Municipal Clerk’s Office the request to put it on the agenda for the joint meeting of the Land Affairs and Civil Affairs committees on October 27.
