1. Non-public and public decision list dated July 6, 2021 / Hans Gaillard
The college adopts the decision lists.
2. Request in principle Lieshoutseweg 3 / John Frenken
Owners of the property Lieshoutseweg 3 in Breugel would like to split their property and thereby add a dwelling. For this they have submitted a request in principle. It concerns a culture-historically valuable long-gabled farmhouse on the edge of the core. This is possible with an amendment plan and under traffic and cultural-historical Requirements this request can be complied with.
College Decision:
- Under Requirements grant cooperation in principle to split the culturally valuable long-gabled farmhouse on Lieshoutseweg 3;
- request the initiator to elaborate the plan into a (draft) amendment plan on this basis;
- enter into an antecedent agreement to be drawn up with the promoter for this purpose.
3. Agenda Board of Dommelvallei Service dated July 20, 2021 / Hans Gaillard
The daily board of Dienst Dommelvallei includes the mayor and municipal secretary of the participating municipalities. It has been agreed between the municipalities and Dienst Dommelvallei that the agenda and related documents are discussed in advance in the collegiate meetings for information.
The college takes note of the agenda of the Daily Board of Service Dommelvallei of July 20, 2021.
4. Political Evening and list of commitments council meeting dated July 15, 2021 / Hans Gaillard
The college discusses the items scheduled for political night on July 15, 2021.
5. Regional Housing Need Study Urban Area Eindhoven (SGE) 2021 / John Frenken
On July 1, 2021, the SGE's Portfolioholder Consultation on Housing approved the results of the SGE regional housing needs study. This study stems from the Woondeal. The study provides insight into regional and local housing needs in the period up to 2040. In the Poho Wonen SGE it was agreed to discuss this proposal in all nine colleges of the SGE municipalities no later than July 13. Also because of the simultaneous information of all nine municipal councils involved and press moment July 14, 2021.
The college decides:
1. to take note of the regional housing need study SGE and the supplementary memorandum prepared by Stec Groep and ABF Research;
2. approve the council information letter and inform the council via this RIB.
6. Recalibration of municipal fund / Jan Boersma
The college takes note of the submitted letter in response to the recalibration proposal and agrees to have it sent on behalf of the colleges of Son en Breugel, Nuenen and Geldrop-Mierlo.
7. Traffic counts / Paul van Liempd
The college decides to agree to:
1. conducting periodic traffic counts at 13 locations in Son en Breugel starting in 2022;
2. to participate in the provincial framework agreement collective collection of traffic counts;
3. the signing of the power of attorney by the college and the mayor authorizing the province to tender the traffic counts on behalf of Son en Breugel.
8. Tariff setting certified institutions for youth protection and youth probation / Paul van Liempd
Because of the fee discussion between certified institutions for youth protection/juvenile probation and municipalities, a cost price study was conducted. Because this study did not lead to agreement, the Jeugdautoriteit was called in. The findings of the Jeugdautoriteit lead to the proposal to increase the rates for the GI's with retroactive effect from January 1, 2021. In addition, municipalities will make an additional contribution to the GI Jeugdbescherming Brabant in 2021 and 2022 so that JBB can implement the necessary improvements in its operations.
College Decision:
- Agree to increase the current for the GIs by an average of 4.7%, in addition to which 2% surcharge for risk management and 2% surcharge for innovation, with retroactive effect from 1-1-2021;
- Agree to the additional contribution to Jeugdbescherming Brabant, for the sake of getting improvements in operations underway, in the amount of €5,129 in 2021 and €917 in 2022;
- Present the additional cost in 2021 of €20,021 to the Council via the 2nd Scheduling Report and land it on FCL 6682000 Forced Framework;
- Present the additional cost for 2022 of €20,300 to the Council through the budget and land it on FCL 6682000 Forced Framework;
- To formally agree to the text of the RIB already sent.
9. Fix subsidy for music education / Jos de Bruin
In April 2021, the music education subsidy scheme 2021 wasadopted by the college. This regulation makes it possible to apply for a subsidy for group lessons. The college sets the maximum subsidy each year.
College Decision:
- Set the maximum subsidy for group lessons at €100 as of August 1, 2021;
- Set the maximum subsidy for individual music lessons at €402 as of August 1, 2021.
10. Approach to replacing roof of De Landing sports hall / Jos de Bruin
College Decision:
- To commission Strukton to perform the first phase of the consultancy work for the structural and installation work for the renovation of the roof of Sports Hall De Landing;
- To include the cost of this in the 2nd Berap 2021;
- Inform the City Council via the RIB text.
