1. List of non-public and public decisions dated July 6, 2021 / Hans Gaillard
The college adopts the decision lists.
2. Request for a ruling on Lieshoutseweg 3 / John Frenken
The owners of the property at Lieshoutseweg 3 in Breugel would like to divide their property and add a residential unit. They have submitted a request in principle for this purpose. The property in question is a culturally and historically valuable long-fronted farmhouse on the outskirts of the town center. This can be achieved with a modification plan and in accordance with traffic and cultural-historical Requirements cooperate with this request.
College Decision:
- under Requirements , to cooperate Requirements with the division of the culturally and historically valuable long-fronted farmhouse at Lieshoutseweg 3;
- request the initiator to develop the plan into a (draft) amendment plan on this basis;
- enter into an antecedent agreement to be drawn up with the initiator for this purpose.
3. Agenda of the Dommelvallei Executive Committee dated July 20, 2021 / Hans Gaillard
The mayor and municipal secretary of the participating municipalities sit on the executive committee of Dienst Dommelvallei. The municipalities and Dienst Dommelvallei have agreed that the agenda and accompanying documents will be discussed in advance at the council meetings for information purposes.
The council takes note of the agenda of the Executive Committee of Dienst Dommelvallei dated July 20, 2021.
4. Political Evening and the list of commitments from the council meeting dated July 15, 2021 / Hans Gaillard
The council discusses the items on the agenda for the political evening of July 15, 2021.
5. Regional Housing Needs Study for the Eindhoven Urban Area (SGE) 2021 / John Frenken
On July 1, 2021, the SGE Housing Portfolio Holders' Consultation agreed to the results of the SGE regional housing needs study. This study stems from the Housing Deal. The study provides insight into regional and local housing needs in the period up to 2040. The SGE Housing Portfolio Holders' Meeting agreed to discuss this proposal in all nine councils of the SGE municipalities by July 13 at the latest. This is also due to the simultaneous informing of all nine municipal councils involved and the press moment on July 14, 2021.
The council decides:
1. to take note of the regional housing needs survey SGE and the memorandum prepared by Stec Groep and ABF Research;
2. to approve the council information letter and to inform the council via this RIB.
6. Recalibration of the municipal fund / Jan Boersma
The council acknowledges the letter submitted in response to the recalibration proposal and agrees to have it sent on behalf of the councils of Son en Breugel, Nuenen, and Geldrop-Mierlo.
7. Traffic counts / Paul van Liempd
The council decides to agree to:
1. conducting periodic traffic counts at 13 locations in Son en Breugel, starting in 2022;
2. participating in the provincial framework agreement for the collective collection of traffic counts;
3. the signing of the power of attorney by the municipal executive and the mayor, authorizing the province to contract out the traffic counts on behalf of Son en Breugel.
8. Pricing for certified institutions for youth protection and youth rehabilitation / Paul van Liempd
A cost price investigation was conducted due to the rate dispute between certified youth protection/youth rehabilitation institutions and municipalities. Because this investigation did not lead to an agreement, the Youth Authority was called in. The findings of the Youth Authority led to a proposal to increase the rates for the GIs with retroactive effect from January 1, 2021. In addition, municipalities will make an additional contribution to the GI Youth Protection Brabant in 2021 and 2022, so that JBB can implement the necessary improvements in its operations.
College Decision:
- to agree to an increase in the current GI's by an average of 4.7%, plus a 2% surcharge for risk management and a 2% surcharge for innovation, with retroactive effect from January 1, 2021;
- to agree to the additional contribution to Jeugdbescherming Brabant (Youth Protection Brabant), for the purpose of initiating improvements in operational management, amounting to €5,129 in 2021 and €917 in 2022;
- to submit the additional costs in 2021 of €20,021 to the Council via the second budget and to allocate them to FCL 6682000 Compulsory framework;
- to submit the additional costs for 2022 of €20,300 to the Council via the budget and to allocate these to FCL 6682000 Compulsory framework;
- formally approve the text of the RIB that has already been sent.
9. Determining subsidies for music education / Jos de Bruin
In April 2021, the subsidy scheme for music education 2021 wasadopted by the municipal executive. This scheme makes it possible to apply for a subsidy for group lessons. The municipal executive sets the maximum subsidy amount each year.
College Decision:
- set the maximum subsidy for group lessons as of August 1, 2021, at €100;
- to set the maximum subsidy for individual music lessons as of August 1, 2021, at €402.
10. Approach to replacing the roof of De Landing Sports Hall / Jos de Bruin
College Decision:
- To instruct Strukton to carry out the first phase of the consultancy work for the structural and installation engineering work for the renovation of the roof of Sporthal De Landing;
- include the costs thereof in the 2nd Berap 2021;
- inform the municipal council via the RIB text.
