3 Reception of displaced persons from Ukraine - security supervision
Due to the war in Ukraine, the municipality of Son en Breugel has set up a reception center for Ukrainian refugees. For reasons of fire safety and security, this location requires 24/7 supervision. Due to the longer duration of the shelter and the associated costs, the rules of the procurement policy apply to this assignment. Bizob has been commissioned to supervise a public European tender for the hiring of supervisors from 2025 onwards. In recent months, a procurement strategy for the tendering procedure has been drawn up in collaboration with Bizob.
College Decision:
- To adopt Bizob's procurement strategy for security at reception centers for displaced persons in Son en Breugel 20240704;
- To grant the Community Manager the authority to review and approve all tender documents, including the information notes and the award recommendation.
4 Awarding contract for construction and site preparation Akkerpad
The tendering procedure for the construction and preparation of the Akkerpad site in Breugel has been completed. This work is necessary to enable the construction of eight homes by developer Hendriks Coppelmans, as well as to make the area "habitable" after construction. The procedure resulted in RO-infra B.V. in Rosmalen emerging as the cheapest bidder. The proposal is to award RO-infra B.V. the contract for the construction and preparation of the Akkerpad site.
The council decides to award RO-infra the contract to prepare the Akkerpad site for construction and habitation.
5 Evaluation committee for local social mediation
In April 2023, the municipal council appointed a local social mediator. Initially, the local social mediation committee was set up for a (pilot) period of two years. Six months before the end of the appointment period (in this case, no later than October 20, 2024), the municipal council must decide whether or not to reappoint the committee member. Following an evaluation of the organization, it has been proposed that the local social mediation committee should not be continued.
College Decision:
- not to continue the local social mediation committee and therefore not to reappoint Ms. J.N.P.M. van den Tillaart as a member of the local social mediation committee;
- Repeal the Son en Breugel 2022 Local Social Mediation Committee Ordinance as of April 20, 2025.
6 Amendment to the WSD joint regulation
The Joint Arrangement WSD has been amended due to the new course of WSD, the performance of tasks without a legal basis, the division of the municipality of Haren, and changes to the Joint Arrangements Act. The proposed text was submitted to the municipal councils for comment, with some municipalities submitting responses that led to amendments. The municipal council of Son & Breugel did not make use of the opinion procedure. The WSD is now asking the municipal executive to definitively adopt the changes, subject to council approval.
College Decision:
- subject to the approval of the council, to adopt the proposed text for amending the joint regulation;
- subject to the approval of the council, to definitively adopt the amendment to the Joint Regulation WSD;
- To propose to the municipal council:
a. To agree to the adoption of the amended Joint Regulation WSD;
b. To grant permission to the municipal executive to adopt the amended Joint Regulation WSD.
