4. Draft College Program 2022-2026 - Hans Gaillard

As an elaboration of the administrative agreement, a college program has been prepared. The draft of this can be discussed with the city council, after which the college can adopt the final version
final version. The college program contains about 125 concrete action points that will be implemented in the annual tranches 2022-2026. The program includes 2 appendices: a planning table and a relationship matrix.

The college decides to submit the draft of the Son en Breugel 2022-2026 College Program, accompanied by the offer letter, to the municipal council for informative discussion.

5. New building Braecklant - Jelle de Jong

The college approves the plan development of a community center, possibly combined with a small-scale health center, on the current Braecklant site.
 

6. Request to change company residence to rural residence Airborneweg 29 - Jelle de Jong

The proposal is to agree in principle to the request in principle/initiative proposal for the location Airborneweg 29. It concerns a second company residence on 'Agricultural' zoned
grounds. In fact the company residence (per parcel number 7) has been split off from the agricultural company (parcel number 8). Initiator wishes to convert the company residence to
rural dwelling.

The college decides to agree in principle with the request in principle/initiative proposal to convert the company residence to a rural residence at Airborneweg 29 in Son en
Breugel.

7. Omgevingswet; informative and image-forming sessions council regarding council decisions to be taken - Jelle de Jong

In the coming months, choices must be made by the City Council in relation to - and in the context of - the Omgevingswet. In order to properly prepare the city council for this,
During the information meeting on September 26, 2022, the council will be informed about and prepared for these choices. This will be followed by the steps of 'image forming',
'opinion forming' and 'decision making' before the end of this year. The informative meeting includes, on the one hand, sharing further background information on the meaning of the
Omgevingswet. On the other hand, it gives a picture of those activities we will do with the City Council in order to arrive at a number of necessary
decisions. The council will not yet be asked to make choices in the informative and image-forming session.

The college decides to invite council members to an informative meeting on September 26, 2022 and image-forming session on October 20, 2022 to discuss
the aspects of the Omgevingswet on which the council is to make decisions in 2022. 


8. New BuitensteBinnen building and Bloktempel/Room expansions - Steven Grevink

In September 2020, it was decided to provide credit for the new construction of BuitensteBinnen (formerly the Krommen Hoek and Rainbow) and the expansions for the
Block Temple and the Space. Since this time, there has been a cost increase in construction and infrastructure projects. This construction cost increase also applies to educational housing projects. In addition, there are
some specific issues that require additional credit, such as extension of temporary housing for BuitensteBinnen and adjustments to public space for the
various locations. This involves an additional requested credit of €766,905 for BuitensteBinnen and €417,167 for Bloktempel/Room.

College Decision:

  • To submit to the council to provide additional credit of €766,905 for the new construction of BuitensteBinnen broken down to:
  1. €589,696 for the excess of procurement
  2. €55,000 for the extension of temporary housing
  3. €122,209 for public space modifications
  • To submit to the council to authorize the college to exceed up to 15% of investment costs for the purpose of modifications to the public
  • space to be accounted for in the next BERAP;
  • To submit to the council to provide additional credit of €417,167 for the Bloktempel/Room expansions broken down to:
  1. €336,167 for the expected excess of the 2022 standard allowance
  2. €30,000 for water storage facilities at the Blok Temple
  3. €50,000 for modifications to the Brink at the Space for bicycle parking
  • To submit to the council to authorize the college for an excess of up to 5% of the investment costs for the purpose of the 2022 standard allowance for the expansions to be accounted for in the next BERAP;
  • charge the capital costs of these investments (€40,086 annually) from 2025 onwards to the municipal result;
  • To submit the council and committee proposal for new construction of BuitensteBinnen and expansions of Bloktempel/Room to the council.

9. ASD request for advice on integrated policy framework for poverty and debt relief - Steven Grevink

The college has prepared an integrated policy framework for poverty policy and debt relief. In June 2021, a Poverty Policy Memorandum for the period 2021-2024 was
presented. On July 15, 2021, the City Council discussed the Poverty Policy Memorandum 2021-2024 in an image-forming manner and concluded that the proposal was not yet ready for judgment and
decision-making. In fall 2021, a council working group began developing a vision for poverty policy. This vision was adopted in March 2022. The vision has been elaborated in
an integrated policy framework which is now before us.

College Decision:

  • Agree to the Integrated Policy Framework on Poverty Reduction and Debt Relief;
  • To submit the Integrated Policy Framework on Poverty Reduction and Debt Relief to the Social Domain Advisory Council for advice.
