The college adopts the decision lists.
2. Compensation for occupying stand space for population screening / Hans Gaillard
Permission has been granted to Bevolkingsonderzoek Zuid to occupy a stand for a mobile research center for population screening for breast cancer. With this granted permission, fees were also charged. The fee charged for occupying municipal land may be withdrawn.
The College decides to withdraw the fee charged for the use of municipal land for the purpose of breast cancer population screening.
3. SGE Administrative Platform Oct. 15, 2021 / Hans Gaillard
The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for October 15, 2021. With this recommendation, the agenda and underlying documents are submitted to the college for notification.
The college takes note of the agenda and underlying documents for the Administrative Platform of the Urban Area Eindhoven dated October 15, 2021.
4. Making available for inspection draft zoning plan and draft environmental permit (re)development Ekkersrijt 4088-4090 / John Frenken
On September 24, 2020, the City Council decided to coordinate the decisions associated with the redevelopment of the Ekkersrijt 4088-4090 site. The decisions for this redevelopment such as the necessary zoning plan and the necessary environmental permits must be coordinated. As part of the adoption procedure, the draft zoning plan and the draft environmental permit must be released for the period during which views may be submitted. The final plan and the anterior operating agreement were adopted by your college on July 20, 2021.
College Decision:
- To take note of the draft zoning plan "Ekkersrijt; Entrance of Ekkersrijt;
- To take note of the draft environmental permit "Ekkersrijt; Entrance of Ekkersrijt" number S-HZ-2020-0324/21.0004053;
- on the basis of the "Notification Memorandum Form-Free EIA Assessment Zoning Plan Entree van Ekkersrijt" submitted by the initiator, to determine that there is no reason to conduct an EIA;
- To release the draft zoning plan "Ekkersrijt; Entrance to Ekkersrijt" and the accompanying draft environmental permit "Ekkersrijt; Entrance to Ekkersrijt" number S-HZ-2020-0324/21.0004053 for the further adoption procedure (publication for views).
5. Second administrative report 2021 / Jan Boersma
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
College Decision:
- Agree to the contents of the present second administrative report 2021 and submit it to the City Council for decision;
- To propose to the council that the unfavorable result of the second administrative report of €214,522 be charged to the free-spending reserve;
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this second administrative report 2021;
- To approve the summary of investments and projects, including:
- a. an additional appropriation of €200,000 for the Omgevingswet charged to the Free Spending Reserve;
- b. an additional appropriation of €7,000 for increased costs of purchasing a bus including a crane;
- Agree to form the designated sustainability reserve and;
- To agree to the council proposal.
6. Litigation fee objection to denial of disabled parking permit / Paul van Liempd
On March 23, 2021, the college decides to deny the request for a Disabled Driver's Parking Permit. On May 3, 2021, the college receives a notice of objection from the objector to the above decision. On September 23, 2021, following the positive opinion of Argonaut, it is decided to issue a Disabled Parking Permit as a driver for the period of 1 year. Only the request for litigation costs remains open.
The College decides to grant the request for reimbursement of legal costs and to award a sum of €534.
7. Omgevingswet; release draft environmental vision Son en Breugel "OOg on a bright future!" t.b.v. dialogue evening and period of views / John Frenken
The Omgevingswet, which will enter into force on July 1, 2022, requires every municipality to have an environment vision. From mid 2019, with input from residents and organizations from Son and Breugel, chain partners (Safety Region, Water Board, province, Environmental Service and Public Health Service), through image-forming work sessions with the council and your college and official input, content and shaped the draft environmental vision for Son and Breugel. The draft environmental vision "Environmental vision Son and Breugel, OOg to a bright future!" must be released for the period in which views can be submitted as part of the legal requirements and adoption procedure.
College Decision:
- To take note of the "draft environmental vision Son and Breugel, OOg to a bright future!" dated October 1, 2021;
- The "draft environmental vision Son en Breugel, OOg on a bright future!" (dated October 1, 2021) to be presented during the "Dialogue Evening" on November 2, 2021 and released for the period of views from November 4, 2021.
8. Memo September circular letter / Jan Boersma
The 2022-2025 Multi-Year Budget states that the September Circular Municipal Fund 2021 has not yet been processed. That budget is based on the May Circular 2021.
The September Circular was published on September 27, 2021. With this memo we inform the council about the financial consequences and how they are processed in the first budget amendment 2022.
College Decision:
- Agree to the memo on the September Circular 2021;
- Offer the memo on the September Circular 2021 to council and committee members.
9. Design outdoor space / Jos de Bruin
The outline of the design for the outdoor space in the planning area of Breugel Bruist is ready. This design is an elaboration of the area vision adopted in December 2020. It is now proposed to hold an information/consultation round with stakeholders/residents (October 14). Then to the college for adoption. The college decision (including the proceeds from the information/consultation round) will then go to the council for information. The execution of the first parts will start immediately after this.
The college decides to take note of the elaboration of the public space belonging to the project Breugel Bruist and the process until final adoption by the college.
