4. Sonniuswijk 42a
An application for an environmental permit has been submitted for the location at Sonniuswijk 42a to install two temporary care units for 24-hour care. The construction plan does not comply with all the regulations of the environmental plan. The environmental plan allows for only one dwelling on the lot. On June 24, 2025, an environmental permit was also granted for the temporary installation of three care units.
College Decision:
- to grant approval for an exemption from the zoning plan regulations regarding the installation of care units for 24-hour care at the Sonniuswijk 42a site;
- to deviate from the provision in the zoning plan that allows for a maximum of one dwelling. The permit for the two additional care units is being requested for a maximum term of 10 years. The permits for the three previous care units were also granted for a maximum term of 10 years.
There is a strong need for additional facilities providing 24-hour care. This location has been deemed suitable for this purpose. However, the initiative has been informed that, given the size of the lot, five care units is the maximum we can allow for the time being.
5. Further land agreements regarding low-voltage networks between MRE and Enexis
Housing construction and sustainability initiatives require a rapid expansion of the power grid. The “Detailed Agreement” (NOK) between 21 MRE municipalities and Enexis accelerates this process through standardized agreements on land use and technical specifications. Son en Breugel has experience with Enexis’s “neighborhood approach.” The lessons learned from this project (upgrading the energy network in the center of Son) have been incorporated into the regional agreements. By formalizing these agreements, individual negotiations for each project are avoided, resulting in a time savings of approximately 4 to 6 months per location. With this proposal, the municipal executive approves the NOK, thereby anchoring the much-needed acceleration of the energy transition at the local level.
College Decision:
- to adopt the Supplementary Agreement (NOK) between the MRE municipalities and Enexis;
- to request that the mayor delegate the signing of the NOK to Alderman Grevink
6. First Budget Amendment for 2026 and the 2027 Budget for the “A 10 for Youth” Youth Region
The Joint Arrangement for the “A 10 for Youth” Youth Region is sending the first 2026 budget amendment and the 2027 budget to the participating municipalities. This will give the councils the opportunity to respond with their views.
The Executive Committee resolves to propose the following to the City Council:
- to submit a statement of opinion regarding the first amendment to the 2026 budget and the 2027 budget of the “Een 10 voor de Jeugd” Youth Region;
- to request our representative on the General Board not to approve the first 2026 budget amendment and the 2027 draft budget of the Youth Region “A 10 for Youth,” unless additional Requirements met as stated in the opinion. If the first budget amendment for 2026 and/or the 2027 budget of the Youth Region “A 10 for Youth” is adopted by the General Board:
- to approve the incorporation of the financial implications of the first 2026 budget amendment into the second 2026 management report;
- to approve the incorporation of the financial implications of the 2027 budget into the 2027–2030 framework document.
