4 General authorization 2024

The General Authorization designates officials authorized to act on behalf of the College, Mayor or City Council in objection and appeal proceedings. The general authorization is dated July 11, 2023 and has been updated due to changes in personnel organization.

College Decision:

  • To adopt the general authorization dated June 11, 2024;
  • To revoke the general authorization dated July 11, 2023. 

5 (Re)development Ruysdaelstraat 2; modified final plan, new land bid and anterieure ovk

On November 21, 2023, the college approved the final plan and the land offer based on it for the housing development at the Ruysdaelstraat 2 (re)development site. Woonstichting 'thuis has since chosen a building party. In consultation, they have made an adjustment to the final plan. The result is that there will be 2 additional homes and the residual land has been increased accordingly. All related agreements have meanwhile also been laid down in the anterior agreement. The college is asked to approve the adjusted final plan, the amended land bid and the anterior agreement.

The college decides to agree to the final plan amended by Woonstichting 'home "Redevelopment site Vijverberg (Ruysdaelstraat 2)" parts dated April 2024.

6 Sewer cleaning and inspection

Sewer cleaning and inspection is part of the regular management and maintenance of the sewer system in the municipality of Son en Breugel. The inspection is performed in a cleaned pipe (sewer line) where a camera is used to record the status of the examined sewer lines. The previous framework agreement for cleaning and inspection has expired and a new framework agreement is needed to continue the management and maintenance.

College Decision:

  1. Adopt the sewer cleaning and inspection procurement strategy; 
  2. To mandate the City Clerk and the Manager of Space to further carry out the procurement process, including adoption of the award decision and the framework agreement;
  3. Request the Mayor to assign the signature of the Framework Agreement to the City Clerk.

7 Unit 75

Undermining is a national, regional and local problem. Increasing the resilience of society on this theme is one of the objectives in the Integral Security Plan (ISC) 2023-2026 and the Action Plan on Undermining 2023-2024. In addition to previous initiatives, it was decided to start with the game Unit 75. This is a reality game aimed at creating more social resilience against undermining crime and a higher willingness of citizens to report. Text to council information letter will inform the city council of the rollout of the Augmented Reality (AR) game Unity 75.

The college decides to adopt the council information text "AR-Game Unit 75" and include it in the June 14, 2024 council information letter. 

8 Adjustment of desk furniture

On the initiative of the Customer Contact Center Service Dommelvallei (KCC), a health and safety survey was conducted of the workstations of the KCC (counters and reception desk) in the town hall. This revealed that adjustments were needed at a number of points. In recent months, the adjustments have been discussed with the KCC employees. Quotations for the adjustments were requested from two companies, Verschuren interieurbouw from Son en Breugel and Broeders interieur from Nuenen. Broeders interieurs submitted the lowest quotation.

College Decision:

  1. Customize the desk furniture; 
  2. Assignment to Broeders interior in Nuenen;
  3. Charge the cost to the City Hall housing budget.

9 Maintenance of artificial turf field KV Corridor

There are various outdoor sports facilities within the municipality of Son en Breugel, with which we facilitate various outdoor sports clubs. Currently we are working on a multi-year maintenance plan, in which the maintenance of the sports fields for a longer period is planned and budgeted in a structured way. Through this proposal it is decided to include the artificial turf field of KV Corridor in the multi-year maintenance plan of the sports fields.

10 Sonnerie municipal monument

On January 23, 2024, following the prescribed consultation with the owner, the Monument Commission adopted a Reasoned Description for the Sonnerie, 45-47 rue Neuve with the recommendation that this building be designated a municipal monument. Thereafter, despite several requests, the owner did not respond to the proposed decision to place it on the municipal monument list. Based on Article 3 of the new Heritage Ordinance adopted on May 30, 2024, the Board of B&W, on the advice of the monument committee, can proceed to designate a monument even without the consent of the interested party.

The college makes a proposed decision (art 4.8 Awb) to designate Nieuwstraat 45-47 as a municipal monument.

11 Regional project Collective funding of Health in educational time

From education, municipalities and youth aid providers in the youth aid regions Samen voor Jeugd and Een 10 voor de Jeugd, an explicit desire has been expressed for even better and more efficient cooperation between youth aid and education. Involved municipalities within the youth aid regions and the partnerships for Appropriate Education have expressed the ambition to further elaborate and shape this regionally in the regional project Collective Financing of Health in Education Time (ZiO). This regional project focuses on the schools for special education, special primary education and continued special
education in Southeast Brabant. The joint agreements for this project are laid down in a cooperation agreement between all parties involved that is now before us with this advisory note for signature.

College Decision:

  • To agree to participate in the project Collective Financing of Health in Education Time and to enter into the cooperation agreement "Collective Financing of Health in Education Time" for this purpose;
  • To request the mayor to grant power of attorney to Alderman Grevink to sign the cooperation agreement "collective funding Health in educational time" between the 21 municipalities and 5 partnerships appropriate education in Southeast Brabant.

12 Youth Aid Implementation Decree 2024

On March 23, 2023, the council adopted the Son en Breugel Youth Assistance Regulation 2023. In the ordinance, a number of provisions state that the college establishes or may establish further rules. This is done in the Youth Aid 2023 Implementation Decree that was adopted on June 20, 2023. A comment was made here that the adopted Executive Order would be further improved. The new implementation decree is now being submitted to the college.

College Decision:

  • To adopt the Youth Aid 2024 Implementation Order;
  • To send the feedback to the Social Domain Advisory Council in response to the advice received.

13 Homelessness Action Plan Eindhoven region 2024 - 2030

On December 1, 2022, the National Action Plan on Homelessness, "First a Home," was launched by the Ministries of Health, Welfare and Sport, the Interior and Social Affairs, the Association of Netherlands Municipalities (VNG), housing corporations, care providers, client organizations, experts by experience and other interested parties. The Action Plan Homelessness Eindhoven region 2024-2030 is a regional elaboration of this national ambition. Significantly and structurally reducing and ending homelessness by 2030 requires a sustainable long-term strategy. Therefore, this Action Plan extends from 2024 to 2030. The shared ambitions and principles formulated herein provide a guiding framework for the actions that follow. This is based on the 6 action lines that also shape the National Homelessness Action Plan.

  1. Adopt the Homelessness Action Plan Eindhoven Region 2024-2030 with the regional ambitions and guiding principles; 
  2. To note the proposed actions in the Overview of Actions by Action Line; 
  3. To agree to participate in third round ETHOS Light count in 2024/2025;
  4. Agree to the cost of this action plan and cover it from the budget remaining from the Regional Homelessness Prevention Approach;
  5. To inform the Council via a Council information letter.
