1. Internal (non-public) list of decisions and public list of decisions dated July 4, 2023 - Suzanne Otters-Bruijnen
The college adopts the decision lists.
2. Mandate Register 2023 - Suzanne Otters-Bruijnen
The current mandate register was adopted by the municipal executive on June 14, 2022. The mandate register lists the powers for which the municipal executive and the mayor have granted mandates to employees of the organization. The mandate register is updated annually.
College Decision:
- to adopt the mandate register dated July 11, 2023;
- to revoke the mandate register dated June 14, 2022.
3. General authorization 2023 - Suzanne Otters-Bruijnen
The general authorization designates officials who are authorized to act on behalf of the municipal executive, the mayor, or the municipal council in objection and appeal proceedings. The general authorization dates from September 6, 2022, and must be updated due to changes in the administration and organization.
College Decision:
- to adopt the general authorization dated July 11, 2023;
- to revoke the general authorization dated September 6, 2022.
4. Political Evening and List of Commitments - Suzanne Otters-Bruijnen
The council discusses the program schedule for the Political Evening on July 13, 2023, and the List of Council Commitments for June 29, with continuation on July 5, 2023.
5. Southeast Brabant Environment Day on July 13, 2023 - Suzanne Otters-Bruijnen
An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province, and the water boards. These agreements may have legal consequences, for example for zoning plans (yet to be developed). The documents for the Environment Day on July 13, 2023, will be submitted to the municipal executive with this B&W memorandum.
The council decides to take note of the agenda, the accompanying documents, and the annotations made for the Southeast Brabant Environment Day on July 13, 2023.
6. Action plan ‘drawing up development plan for Breeakker Wvg area’ - Jelle de Jong
On April 20, 2023, the municipal council decided, among other things, to establish a Municipal Preferential Right Act (Wvg) on plots of land in the "Breeakker" area. The aim of this is to give the municipality a strategic position on future developments and ownership situations, so that undesirable transactions can be prevented. By means of the motion submitted on this subject, the council asked the municipal executive to present (in summary) an action plan before the 2023 summer recess, including a timeline showing that a detailed plan will be presented to the council no later than the fourth quarter of 2024.
College Decision:
- to determine, the action plan 'draw up development plan for Wvg area Breeakker';
- to approve the expenditure as indicated in the action plan and to account for this in 2023 in the second Berap 2023 and the 2023 financial statements, depending on the timing of the expenditure;
- include a budget in the 2024-2027 budget to cover the costs in 2024;
- to determine, the Council Information Letter on this subject.
7. RIB plot G 45 Sonniuswijk - Jan Boersma
On April 4, 2023, your council decided to acquire agricultural plot G45 in Sonniuswijk. The notarial transfer took place on May 31, 2023. In accordance with the Land Policy Memorandum 2021–2024, it is necessary to inform the municipal council as soon as possible about a strategic purchase by means of a council information letter.
The college decides to:
- to adopt the council information letter "Purchase of agricultural plot G 45 Sonniuswijk";
- Alderman Boersma to be given text mandate to implement any changes.
8. Council information letter regarding the purchase of agricultural land in Sonniuswijk and the sale of Rooijseweg - Jan Boersma
On May 9, your council decided to acquire agricultural land located in Sonniuswijk. It was also decided to include the sale of the property on Rooijseweg in this transaction. In accordance with the Land Policy Memorandum 2021-2024, it is necessary to inform the municipal council about this strategic purchase as soon as possible by means of a council information letter.
College Decision:
- To adopt the council information letter "Purchase of agricultural land in Sonniuswijk."
- To give Aldermen Jelle de Jong and Jan Boersma a text mandate.
9. Temporary Climate Adaptation Incentive Scheme - Jan Boersma
From January 1, 2021, municipalities, provinces, and water boards will be able to make use of the Climate Adaptation Incentive Scheme. This scheme allows us to receive a contribution from the national government for climate adaptation measures. The amount can be used to accelerate the implementation of adaptation measures, to expand already planned spatial measures with adaptation measures, or to tackle new adaptation measures.
College Decision:
- to approve the application for the stimulus fund scheme;
- Alderman . Boersma to sign this application.
10. Incidental subsidy SonEnergie - Steven Grevink
SonEnergie is the local energy cooperative of Son en Breugel. They inform and advise residents about the possibilities in the field of energy-saving measures and sustainable energy generation. The collaboration with SonEnergie is satisfactory and supports our policy. By providing financial support to SonEnergie, we ensure that they can continue to carry out their work effectively. For this reason, we will be giving SonEnergie a one-off subsidy over the next four years.
The council has decided to establish a one-off subsidy scheme for the local energy cooperative SonEnergie and
- to grant SonEnergie a one-off subsidy of €15,000 in the year 2023.
- to grant SonEnergie a one-off subsidy of €7,500 in the years 2024, 2025, and 2026.
- to provide SonEnergie with an additional amount of up to €7,500 on a variable basis in the years 2024, 2025, and 2026, depending on the results achieved (the number of energy scans performed), with a total budget of €15,000 per year.
