1.Internal (not public) decision list and public decision list dated July 4, 2023 - Suzanne Otters-Bruijnen
The college adopts the decision lists.
2. Mandate Register 2023 - Suzanne Otters-Bruijnen
The current mandate register was adopted by the college on June 14, 2022. The mandate register lists powers for which the college and mayor have granted mandates to employees of the organization. The mandate register is updated annually.
College Decision:
- To adopt the mandate register dated July 11, 2023;
- To revoke the mandate register dated June 14, 2022.
3. General authorization 2023 - Suzanne Otters-Bruijnen
The General Authorization designates officials authorized to act on behalf of the College, Mayor or City Council in objection and appeal proceedings. The general authorization is dated September 6, 2022 and needs to be updated due to changes in governance and organization.
College Decision:
- Adopt the general authorization dated July 11, 2023;
- To revoke the general authorization dated September 6, 2022.
4. Political Evening and List of Commitments - Suzanne Otters-Bruijnen
The college discussed the program schedule for the July 13, 2023 Political Evening and the List of commitments council June 29 with continuation on July 5, 2023.
5. Environment Day Southeast Brabant d.d. July 13, 2023 - Suzanne Otters-Bruijnen
An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province and the water boards. These agreements can have legal consequences, for example for (yet to be developed) zoning plans. The documents for the Environment Day on July 13, 2023 are presented to the college with this B&W memorandum.
The college decides to take note of the agenda, related documents and annotations made for the Environment Day Southeast Brabant dated July 13, 2023.
6. Plan of approach 'drawing up development plan Wvg area Breeakker' - Jelle de Jong
On April 20, 2023, the City Council took the decision, among others, to establish a Municipal Preferential Rights Act (Wvg) on plots of land in the "Breeakker" area. The purpose of this is to gain a strategic position as a municipality about future developments and ownership situation, so that undesirable transactions are prevented. The council, through the submitted motion on this topic, has asked the college to present (in summary) before the summer recess 2023 a plan of action with a timeline showing that no later than the fourth quarter of 2024 a developed plan will be presented to the council.
College Decision:
- To adopt, the plan of action "drafting development plan Wvg area Breeakker";
- Agree to incur expenditures as indicated in the plan of action and account for them in 2023 at the 2nd Berap 2023 and 2023 financial statements, depending on the timing of expenditures;
- include a budget in the 2024-2027 budget to cover costs in 2024;
- To adopt, the Council Information Letter on this subject.
7. RIB parcel G 45 Sonniuswijk - Jan Boersma
On April 4, 2023, your college decided to acquire agricultural parcel G45 in Sonniuswijk. The notarial transport took place on May 31, 2023. In accordance with the Nota Grondbeleid 2021 - 2024, it is necessary to inform the city council as soon as possible by means of a council information letter about a strategic purchase.
The college decides to:
- To adopt the council information letter ''Purchase of agricultural parcel G 45 Sonniuswijk'';
- Alderman Jan Boersma text mandate to make any changes.
8. Council information letter purchase agricultural land Sonniuswijk and sale Rooijseweg - Jan Boersma
On May 9, your college decided to acquire agricultural land located on Sonniuswijk. It was also decided to include in this transaction the sale of the Rooijseweg property. In accordance with the Land Policy Memorandum 2021-2024, it is necessary to inform the City Council about this strategic acquisition as soon as possible by means of a council information letter.
College Decision:
- To adopt the council information letter "Purchase of agricultural land Sonniuswijk".
- To give text mandate to Aldermen Jelle de Jong and Jan Boersma.
9. Temporary Impulse Scheme on Climate Adaptation - Jan Boersma
From January 1, 2021, municipalities, provinces and water boards can make use of the Impulse Scheme for Climate Adaptation. Through this scheme, we can receive a contribution from the State for climate adaptation measures. The amount can be used to accelerate the implementation of adaptation measures, to expand already planned spatial measures with adaptation measures or to take on new adaptation measures.
College Decision:
- To approve the application for impulse funding;
- Alderman J. Boersma to sign this application.
10. Incidental grant SonEnergie - Steven Grevink
SonEnergie is the local energy cooperative of Son en Breugel. They inform and advise residents about the possibilities in the field of energy-saving measures and sustainable energy generation. The cooperation with SonEnergie runs satisfactorily and supports our policy. By supporting SonEnergie financially, we ensure that they can continue to do their work well. For this reason, we give SonEnergie an occasional subsidy for the next 4 years.
The college decides to establish an occasional subsidy scheme for the local energy cooperative SonEnergie and
- To provide SonEnergie with an occasional grant of €15,000 in the year 2023.
- To provide SonEnergie with an occasional grant of €7,500 in the years 2024, 2025 and 2026.
- Provide on a variable basis an additional amount up to a maximum of € 7,500 to SonEnergie in the years 2024, 2025 and 2026 depending on the results achieved (the number of energy scans carried out) with a total budget of € 15,000 per year.
