1. Internal (not public) decision list and public decision list dated October 3, 2023 - Suzanne Otters-Bruijnen
The college adopts the decision lists.
2. Administrative planning - Suzanne Otters-Bruijnen
The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is periodically updated. Administrative planning is discussed 3 times a year in a public council meeting: in February, June and October/November. The next public discussion will take place on Oct. 26. The administrative planning is the result of an update exercise conducted in the 2nd half of September. Here, it is up to the contact persons to seek coordination with the portfolio holders. The planning is available both at the quarterly level and in detail (4th quarter 2023). The Administrative Planning is now before the college for notification. Thereafter, the planning with the cover letter will be added to the meeting documents for the October 26 council meeting.
College Decision:
- To take note of the updated administrative schedule.
- To forward the administrative schedule to the City Council for discussion.
3. Kanaalstraat 31-33 development site; adoption of final plan and antecedent operating agreement- Jelle de Jong
On February 22, 2022, the college approved the request for principle and the "preconditions and principles for redevelopment of Kanaalstraat 31-33" for the purpose of elaboration by the initiator of the initiative proposal. The initiator wishes to enable a residential building development at the location of the store and the adjacent plot. The initiative consists of two phases, of which only phase 1 is relevant now. Phase 1 consists of the transformation of the store into 2 residences, the realization of 3 ground-connected row houses and on the part immediately behind this the realization of 12 ground-connected row houses. The college is now being asked to adopt the final plan outline as the final plan, so that the process of arriving at the desired housing development can continue. All agreements have also been laid down in an anterior exploitation agreement with the request to adopt this agreement and to proceed to signature.
College Decision:
- To agree to the urban development final plan 'Kanaalstraat 31-33' dated 31-07-2023 prepared by 2R+ Projectontwikkeling B.V.
- To agree to the agreed "anterior exploitation agreement on zoning change for housing development locationKanaalstraat 31-33 in Son en Breugel" for the (re)development of the location "Kanaalstraat 31-33 and to sign.
4. (Re)development Boslaan 63; adoption of zoning plan and statement of views - Jelle de Jong
On May 23, 2023, the college decided to submit the draft zoning plan "Son Zuid; Boslaan 63" and the accompanying draft environmental permit for public inspection for the period of views (June 08, 2023 to July 19, 2023) for the redevelopment of the Boslaan 63 site under the coordination scheme. The period of views produced two responses. In addition to a representation of the views, the response/response is presented in the views memo. Proposals to adjust the draft zoning plan are indicated therein.
The draft zoning plan incorporates these adjustments. To complete the process, the zoning plan "Son Zuid; Boslaan 63" can be presented to the municipal council for adoption. Subsequently, the associated environmental permit can be granted by the Municipal Executive.
College Decision:
- To take note of the "Notice of views coordination scheme draft zoning plan Son Zuid; Boslaan 63 and the accompanying coordinated draft environmental permit".
- To take note of the zoning plan "Son Zuid; Boslaan 63".
- To propose that the council adopt the "Notice of views coordinating draft zoning plan Son Zuid; Boslaan 63 and accompanying coordinated environmental permit" and the zoning plan "Son Zuid; Boslaan 63".
5. Omgevingswet; new proposal council delegation, binding advisory right, mandatory participation, extended procedure - Jelle de Jong
Over the past period, the council has been taken through informative, image-forming, working and opinion-forming meetings into the choices and decision-making to be made by the city council for 4 components within the framework of the Omgevingswet. These are the components 'delegation', 'participation in relation to the Omgevingswet', 'extended procedure' and 'the binding right of advice by the council'. The outcome of the meetings guided the draft council proposal and decision to be taken by the city council.
College Decision:
- To take note of the draft council proposal and draft council decision in the context of the Omgevingswet that applies to the sections "delegation," "participation in relation to the Omgevingswet," "extended procedure," and "the binding advisory right by the council.
- To forward to the council the draft council proposal and draft council decision for the judgment meeting and propose:
- Adopt the delegation decision by which the council delegates the adoption of parts of the environment plan to the college of mayor and aldermen;
- To adopt the list of cases of out-of-plan environmental plan activities, for which the council will have binding right of advice or an advisory option and designate mandatory participation, together with an extended procedure;
- the decision to be reviewed annually by the council in February from 2025;
- to allow the decree to take effect at the time the Omgevingswet comes into force.
6. Designation as a municipal monument: Dommelhuis, Kerkplein 5 - Jan Boersma
On Sept. 11, 2023, the monument committee adopted a Reasoning Description for The Dommel House, the former St. Peter's Banden Church, recommending that this building be designated a municipal monument.
The college decides to designate the Dommel House, Church Square 5 as a municipal monument.
7. Second administrative report 2023 - Jan Boersma
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
College Decision:
- To agree to the contents of the present Second Administrative Report 2023 and submit it to the City Council for decision.
- To propose to the council that the unfavorable balance of €1,881,508 be charged to the free-spending reserve.
- To include the structural consequences of the second administrative report 2023 when dealing with the multi-year budget 2024-2027.
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this second administrative report 2023.
- Agree to the overview of investments and projects;
- An appropriation of €55,000 for flower box bordes town hall;
- An additional appropriation of €326,054 for expansion Bloktempel;
- An additional appropriation of €14,000 for replacement textile and trash bins;
- To make available the credit for modifying environmental street in 2023;
- An additional appropriation of €5,893 for various land purchases.
- To agree to the council proposal.
8. Multi-year budget 2024-2027 - Jan Boersma
The multi-year budget 2024-2027 including the first budget amendment 2024 is ready and can be submitted to the City Council for consideration.
The College:
- Approves the 2024-2027 multi-year budget.
- submits the 2024-2027 multi-year budget including the first 2024 budget amendment to the City Council for decision.
9. Creating participation policies with resident engagement - Stevenn Grevink
The municipality of Son en Breugel wants to increase the involvement of residents in the decision-making process of the municipality and lays this down in the new participation policy.In the new participation policy the municipality lays down the rules of play, making it clear to everyone who has influence at any given time on the development, implementation and evaluation of the municipality's policy.
In the Keuzenotitie Participatieproces a number of variants have been worked out how to involve residents in the creation of this participation policy. With this proposal it is now proposed to the Municipal Executive to ask the City Council to commission the creation of this participation policy by involving inhabitants according to the variant 'opinion giving inhabitant'. And to ask residents via the survey whether they are willing to engage in an in-depth dialogue about the content of this participation policy.
The College decides to propose to the City Council:
- Direct the College of B&W to draft new participation policies and regulations;
- To this end, adopt the "opinionated resident" process with an option for in-depth dialogue as the process framework;
- To include the additional expenses of the creation of the participation policy (amounting to Euro 60,000) in the first administrative report 2024.
10. Reintegration Regulation Participation Act - Steven Grevink
The Broad Offensive is a broad agenda to increase labor market opportunities for people with labor disabilities. As a result of the Broad Offensive, the Participation Act has been amended. This makes it necessary to also amend the Reintegration Regulation Participation Act 2015. Therefore, the college has decided to submit the council proposal Re-integration Regulation Participation Act Son en Breugel c.a. 2023 to the council for decision-making.
The College decides to propose to the City Council:
- To adopt the Re-integration Regulation Participation Act Son en Breugel 2023.
- To agree to the response to the advice of the Advisory Council Social Domain Son and Breugel.
11. Energy poverty - white goods scheme - Steven Grevink
On October 11, 2022, the white goods scheme was adopted. At the end of January 2023, the white goods scheme was finally launched. This scheme was intended to help residents with a small budget to save energy and help with the replacement of white goods. The scheme closed to new applications with the grace period at the end of July 2023. We would like to inform the council about the progress of the white goods scheme through an evaluation.
The College decides to inform the City Council of the evaluation and closure of the
white goods scheme by means of a council information letter.
