1. Adoption of non-public decision list and public decision list dated November 3, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Council agenda Nov. 12, 2020 / Hans Gaillard
The college discusses the documents scheduled for the Nov. 12 council meeting.
3. Expression of appreciation for Boas and supervisors / Hans Gaillard
The college decides to award a bonus to Boas and supervisors for extra efforts in enforcement and supervision during this Corona crisis as a token of appreciation.
4. Commission proposal Temporary Act Measures Covid-19 / Hans Gaillard
The Temporary Covid-19 Measures Act (Twm) was passed by the Senate on October 27 and is expected to enter into force soon. Through the attached proposal, the members of the General Affairs Committee are informed about the scope of the law and what the law means for the division of powers at the local and regional level.
The College takes note of the memorandum to be submitted by the Mayor to the General Affairs Committee on the Temporary Measures Act covid-19 and agrees.
5. Cooperation agreement 'Van Gogh National Park' 2021 - 2023: SOK-2. / John Frenken
On September 1, 2020, the college decided to join the Van Gogh NP for the period 2021 to 2023. The college signs the cooperation agreement "Van Gogh National Park", SOK-2 based on the agreements made.
The College decides:
1. to sign the cooperation agreement 'Van Gogh National Park', SOK-2;
2. agree to January 1, 2021 as the effective date for the new organizational structure;
3. nominate Mr. Piet MachielsenAlderman Municipality of Oirschot) as the representative on behalf of the SGE municipalities in the Regiegroep;
4. to nominate Mr. Arie Ras (member of the Administrative Consultation Space SGE) as official representative in the Administrative Preparation Group.
6. Development site; progress site 'Planetenlaan - End' / John Frenken
With the adoption of the "Frameworks as Heading" memorandum, in addition to the housing programming for the development sites included therein, new process agreements have also been made with the council's Territory Affairs Committee. The development and consultation with local residents for the "Planetenlaan - Eind" development site has been completed, so a position on this matter from the Land Use Committee is desired. With the advice of the council's land area committee, the college will be asked to make further decisions. These decisions will be communicated to the promoter so that the promoter knows where she stands.
The college decides:
1. as part of image formation, to seek the opinion of the land area committee regarding the development site 'Planetenlaan - Eind' and with the opinion of the committee thereafter to proceed to decision-making;
2. to present the committee proposal to the council's Land Affairs Committee for this purpose.
7. Public transportation timetable 2021 / Jan Boersma
The province of North Brabant is the client for public transportation. Carrier Hermes provides public transportation in South East Brabant, Arriva in North East Brabant. In 2020, Hermes transported on average about 50% fewer passengers. Hermes/province have informed the MRE municipalities about the consequences for the 2021 timetable that Hermes and Arriva will implement as of January 3, 2021.
The College decides:
1. take note of the 2021 timetable;
2. not to make a traffic decision to remove bus stops that are temporarily out of service since there will be no bus stops indefinitely from January 3, 2021;
3. inform the council via the council information letter.
8. Adoption of concession agreements advertising carriers public area Ekkersrijt / Jan Boersma
The municipality has completed a tender procedure for the exploitation of illuminated advertising, information columns and A0 signs in the public area of Ekkersrijt. Best Image B.V. has submitted the most economically advantageous tender for exploitation of the illuminated mast advertising and information columns. For the operation of A0 signs ESH Media B.V. has submitted the most economically advantageous tender. The college is proposed to adopt the concession agreements with both operators.
The college decides:
1. to adopt the concession agreement for lamppost advertising and information columns and to offer it for signature to Best Image B.V.;
2. to adopt the concession agreement for A0 displays and offer it for signature to ESH Media B.V.
9. Land policy memorandum 2021-2024 / Jan Boersma
The College is proposed to submit the Land Policy Memorandum 2021-2014 to the City Council for adoption.
The college decides to approve the memorandum and presents it for the opinion of the Land Policy Committee and adoption by the council.
10. Management letter 2020 including the college's response / Jan Boersma
The auditor conducted his interim audit (interim audit) in September/October 2020. His recommendations and conclusions are contained in the 2020 Management Letter. A response has been provided to the auditor's recommendations. The management letter and the college's response are presented to the audit committee for information.
The College decides:
1. to approve the response to the management letter;
2. agree to provide the 2020 Management Letter and the College's response to it to the Audit Committee for information.
11. Allowing temporary winter facilities and take-out stalls / Jan Boersma
There has been a question from the hospitality industry about the possibility of installing winter facilities. This concerns tents over terraces, tents for waiting customers and takeaway stalls. The memo 'Inrichting proces en richtlijnen voor tijdelijke winter-voorzieningen terrassen' describes the working method within the municipality of Son en Breugel and the Requirements that are set for such facilities.
The college decides to agree with the set frameworks, process and Requirements as described in the memo 'Inrichting proces en richtlijnen voor tijdelijke winter-voorzieningen terrassen'.
12. Agreement to renew contract for energy supply Greenchoice / Jan Boersma
At the end of 2016, the municipality of Son and Breugel concluded a contract for electricity with Groene Energie Administratie B.V., hereafter Greenchoice. In March 2019, the municipality of Son and Breugel made use of the first extension of 2 years. This extension runs until December 31, 2021 and it is advised to make use of the second extension option that runs until December 31, 2023.
The college decides to approve the extension of the contract with Greenchoice for the supply of electricity to the municipality of Son en Breugel until December 31, 2023.
13. Fees ordinance 2021 with fees table and ROEB list / Jan Boersma
Every year, a proposal is made to the council on the rates of fees, the fee regulation and ROEB list is adopted.
The college decides:
1. to agree to the draft council proposal to adopt the 2021 dues ordinance and associated fee table;
2. to adopt the ROEB list 2021.
14. Temporary regulation corona and working from home / Paul van Liempd
We are working from home longer on the advice of the cabinet to reduce the spread of the corona virus. The workplace at home is often not of the same quality as in the office. We want to support our employees to work from home in an ergonomically responsible manner. To this end, a regulation has been drawn up. This regulation has been submitted for approval to the works councils of the Dommelvallei organizations. The works council of Son en Breugel has agreed to the temporary regulation on corona and working from home. The college adopts this temporary regulation.
The college decides to adopt the temporary regulation corona and working from home.
15. Home quarantine support protocol / Jos de Bruin
Going into home quarantine is not easy for everyone. For people who depend on help, practical matters, such as groceries, can already cause problems. The State is asking municipalities to create a support protocol for this, in addition to the quarantine guide issued by the GGD. This protocol helps staff to help people with support issues move forward.
The college decides:
1. take note of the VNG member letter 'Social support package for citizens in quarantine and the role of municipalities' and the Quarantine Guide;
2. to agree to the protocol 'Support during home quarantine'.
16. Reply to Korein letter regarding council decision on school building Breugel / Jos de Bruin
Korein kinderopvang has sent a letter with questions around the decision-making of the school construction in Breugel. The reason is that they feel they are not involved enough and they also would have liked to have a place in the new school De Regenboog/ Krommen Hoek at the Doormanlaan. Meanwhile, discussions have started about the filling in in Breugel center.
The college agrees with the answers to the questions posed by Korein on the decision formation surrounding the school construction in Breugel.
17. Progress of strategic session on Dommelvallei Service development / Hans Gaillard
Last June 30, a strategic session took place between the full councils of the Dommelvallei municipalities. The reason was the desire to discuss development possibilities and wishes for the Dommelvallei service. The council information letter informs the council about the results of and follow-up to the June 30 strategic session. In the municipalities of Nuenen and Geldrop-Mierlo this council information letter will also be discussed in the college on November 10 in order to forward it to the municipal councils after approval.
The college agrees with the council information letter and forwards it to the city council.
18. Adopt policy rule Bibob 2020 / Hans Gailard
Policy Rule BIBOB 2019 has only been adopted but not officially entered into force because it has not been announced. It is therefore important to re-adopt and publicize policy rule.
The College decides to:
1. withdraw the policy rule Bibob adopted in 2018;
2. to adopt the amended and present policy rule Bibob;
3. to agree with the publication.
19. Development site; progress site 'Houtens 11' / John Frenken
With the adoption of the memorandum "Frameworks as Heading", in addition to the housing programming for the development locations included therein, new process agreements have also been made with the council's Territory Affairs Committee. The elaboration and consultation with local residents for the "Houtens 11" development site has been completed, so a position on this matter from the Land Use Committee is desired. With the advice of the council land area committee, the college will be asked to take further decisions. These decisions will be communicated to the initiator so that the initiator knows where she stands.
The college decides:
1. as part of image building, to ask the Land Area Affairs Committee for an opinion regarding the 'Houtens 11' development site and, with the committee's opinion, to then proceed to decision-making;
2. to present the committee proposal to the council's Land Affairs Committee for this purpose.

The study of alternatives, their assessment and consultation with local residents on the new preferred alternative for the "Begonia Street" development site has been completed, so that a position on it from the Land Use Committee is desired. With the advice of the council's Land Area Committee, the college will be asked to make further decisions. These decisions will be communicated to the promoter so that the promoter knows where she stands.
The college decides:
1. as part of image formation, to ask the Land Area Affairs Committee for an opinion regarding the 'Begoniastraat' development site and, with the committee's opinion, to then proceed to decision-making;
2. to present the committee proposal for this purpose to the council's Land Affairs Committee.
21. Discussion of motions and amendments / Jan Boersma
Four amendments and 15 motions were tabled for the council meeting on Thursday, Nov. 5. At the council meeting, the college provided an initial response to the council. On Wednesday, Nov. 11, the college will respond in more detail.
The college will discuss the motions and amendments and note the official response to them. The response will be sent to the council prior to the November 11 meeting.
22. Presentation Monitor Social Domain / Paul van Liempd
Twice a year, the Civil Affairs Committee is informed about developments in the social domain. This is done through a presentation entitled "Social Domain Monitor. The presentation covers developments and trends in the policy areas of Prevention, Youth, Wmo, Work and Income and CMD.
The college decides:
1. approves the presentation Monitor Social Domain November 2020;
2. approves the accompanying council proposal for consideration by the Citizens' Affairs Committee on November 24, 2020.
23. Area vision and land exploitation Breugel Bruist / Jos de Bruin
A council proposal has been written for the adoption of the Area Vision and land exploitation for Breugel Bruist.
The college decides:
1. agree with the council proposal and the decision points stated in the council proposal;
2. forward the council proposal with appendices to the Municipal Clerk’s Office with the request to put it on the agenda for discussion in the Committees for Territory Affairs and Civil Affairs.
