5. Recovery action financial coverage current formation Youth counselors and behavioral scientist / Paul van Liempd

In November 2021, the city council approved the 2022 budget. This made
funding was made available to fill a number of vital positions within the CMD.
including the expansion of the youth counselor/case manager position and the expansion of the
behavioral scientist. All of this is in accordance with the CMD business plan. In the last quarter of
2021, it was found that the current basic staffing for youth counselors and the
behavioral scientist was financed on the basis of hiring in the past year and that
no structural financial coverage is available in the budget. Due to the available space
for hiring ad 142,000 now being used for the structural staffing, this will be
corrected. The structural formation now corresponds to the formation as included in
the business plan. This corrective action provides financial coverage without the need for additional
financial resources.

College Decision:

  1. To approve the budget for primary care cmd. (hiring) to be reduced by €129,000 to cover the basic formation of behavioral scientist (€27,000) and youth counselor/GGZE (€102,000), and to withdraw €85,000 from FCL implementation costs for youth and, in addition, to withdraw €85,000 on a structural basis for the basic formation (youth counselors);
  2. to agree that the remaining €13,000 for hiring first-line facilities in 2022 will remain available for hiring. From 2023 onwards, these funds will be transferred to the organization budget;
  3. From 2023 onwards, hiring will no longer be included in program 2 (primary care provision) but in the organizational budget.
