4. Annual report 2025 LEA VVE
Every year, the Education Inspectorate asks municipalities to complete a questionnaire about the annual consultation on the Local Educational Agenda (LEA) and the accountability report on the Educational Disadvantage Policy. The municipal executive committee approves the list before the municipality sends the accountability report to the inspectorate. This method is the same as for the Childcare Act accountability report.
The municipal executive committee decides to approve the annual accountability questionnaire on the Educational Disadvantage Policy (LEA/VVE) 2025.
5. Advice on ASD policy rules for special assistance
The municipality of Son en Breugel has laid down policy rules governing how it implements special assistance under the Participation Act. The current policy rules on special assistance date from 2022 and are due for updating. In addition to a number of substantive policy changes, the new rules have also been drafted in more understandable language in order to increase accessibility. The 2026 policy rules will be submitted to the council for decision-making with the recommendation that they be adopted.
The council decides to adopt the 2026 policy rules for special assistance in the municipality of Son en Breugel.
6. Administrative response to the Court of Audit report on subsidies, January 2026
In 2025, the Court of Audit conducted an investigation into the subsidy policy of the municipality of Son en Breugel. Following the Court of Audit's investigation into the subsidy policy in 2025, the draft report was subjected to an official check at the end of November 2025. The results were shared with the Court of Audit on January 7, 2026, after which the final report was submitted to the municipal executive on January 11 for a response. Because the Court of Audit submitted the report to the municipal council on January 27, 2026, and made it public, the administrative response will be sent directly to the municipal council with a copy to the Court of Audit.
The municipal executive decides:
- take note of the report by the Court of Audit on subsidy policy and social relevance in the municipality of Son en Breugel – January 9, 2026;
- to determine the administrative response, which states that:
* The ambition to further professionalize management and accountability is shared.
* An investigation is being conducted into the most appropriate form of funding, weighing up the options of subsidies or procurement and tendering for each professional partner.
* The aim is to focus the use of subsidies more on the social impact (outcome) rather than solely on hours worked and performance (output).
* A basis is being laid for a five-yearly evaluation, which will give the council a broader picture of the social results achieved in relation to the budgeted resources, rather than just an overview of the resources provided. - send the administrative response to the members of the municipal council and the Court of Audit.
7. Previous agreement Houtens 19
We strategically purchased the Houtens 19 site in early 2024 for residential development. A development right was established with the selling party for this purchase. Adjacent plots are included in the planning area. Following a design phase and a participation process, the preconditions and principles were established. Negotiations with the developer from whom we purchased the land under Houtens 19 led to a preliminary agreement and purchase agreement in which arrangements were made regarding the planning and sale of the land for the entire planning area of the Houtens 19 project.
The council decides:
- to enter into the prior agreement Houtens 19 in Son en Breugel (reference number 20260205H19A) with Zand Vastgoedontwikkeling B.V.;
- to enter into the purchase agreement for Houtens 19 in Son en Breugel (reference number 20260205H19K) with Zand Vastgoedontwikkeling B.V.;
- publish the business representation of the preliminary purchase agreement, including the intention to sell;
- The mayor assigns the signing of the agreement referred to in point 1 to Alderman . de Jong.
8. Expansion of Plus supermarket at Amerikalaan 4, Son en Breugel
PLUS Vastgoed B.V. has submitted a request to expand the existing PLUS supermarket by approximately 600 m² GFA in the Gentiaan residential area. This will require the sale of municipal land. The initiative proposal also takes into account the possible future addition of seven studios.
The expansion of the supermarket is desirable. This contributes to the quality of life and the preservation of an important facility in the neighborhood. The addition of seven studios is not desirable from a spatial and urban planning perspective. It hinders possible future redevelopment of the area.
It is recommended to cooperate with the initiative proposal of Plus Vastgoed B.V. for the expansion of the PLUS supermarket. The future redevelopment of the entire area remains on the agenda, with the recommendation not to cooperate with the future proposed addition of seven studios to the initiative proposal. Finally, it is recommended that the principles and preconditions be further elaborated and established. In doing so, the intention is expressed to sell the necessary municipal land to PLUS Vastgoed B.V. as soon as these Requirements met.
The council decides:
- to cooperate with the initiative proposal by Plus Vastgoed B.V. for the expansion of the PLUS supermarket;
- to express the intention to sell the necessary municipal land to PLUS Vastgoed B.V. for the purpose of this expansion;
- not to include the addition of seven studios in this initiative proposal and to continue to consider the planning area as a future development location;
- to realize the facilities (including green spaces and water features) on municipal land, with the costs of implementation and maintenance being borne entirely by the initiator;
- to further elaborate the preconditions and starting points via the Environment Table and to submit these to the council for decision-making.
9. Accession to the BSOB joint arrangement
With effect from January 1, 2024, the public body Dienst Dommelvallei, on behalf of the municipalities of Geldrop-Mierlo, Nuenen c.a. and Son en Breugel, has entered into a service agreement with the public body Belastingsamenwerking Oost-Brabant (hereinafter referred to as: BSOB), whereby the implementation of the WOZ and tax tasks that Dienst Dommelvallei previously performed for the municipalities have been transferred to BSOB. The agreement will expire by operation of law on January 1, 2028. It is proposed to join the BSOB joint arrangement (hereinafter referred to as: GR BSOB).
The council decides:
- to inform the BSOB board by means of the attached letter that the college intends to join the GR BSOB, subject to approval by the municipal council;
- to adopt the text concerning Accession to the BSOB joint arrangement and to include it in the next council information letter.
10. Designation of Stokroosstraat 2 as a municipal monument
On December 4, 2023, the monuments committee adopted a Reasoned Description for Stokroosstraat 2 with the recommendation that this building be designated a municipal monument.
The house, with its original wooden extension and monumental art on the facade, deserves the status of municipal monument because of the characteristic design language of the Bossche School, the sober use of materials and colors, its iconic location on the Groote Beek stream valley, and its high degree of integrity and local rarity.
The council decides:
- to express the intention, pursuant to Article 4:8 of the General Administrative Law Act, to designate the property at Stokroosstraat 2 in Son en Breugel as a municipal monument;
- to give interested parties the opportunity to express their views on this matter.
11. Inclusion agenda
In February 2026, the municipal council issued recommendations on the inclusion agenda. These recommendations led to a number of minor adjustments. The inclusion agenda will now be submitted to the Social Domain Advisory Council. In this way, we are working toward a broadly supported inclusion agenda for all residents.
The council decides:
- to partially incorporate the council's recommendations into the inclusion agenda;
- release the inclusion agenda for advice to the Social Domain Advisory Council;
- In anticipation of the recommendations of the Social Domain Advisory Council, to commence implementation of the inclusion agenda.
