1. Internal (not public) decision list and public decision list dated December 20, 2022 - Hans Gaillard
The college adopts the decision lists.
2. Decision on objection to environmental permit - Jelle de Jong
On August 23, 2022, the college decides to grant an environmental permit to expand a company residence. On October 4, 2022, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded, that the contested decision be upheld and that the request for reimbursement of legal costs be rejected.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Reject the request for reimbursement of legal costs;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
3. Letter from province, budget 2023 Son and Breugel - Jan Boersma
The province informs the city council each year about its findings from financial supervision of the budget. From this supervision, there are no particulars for the 2023 budget. Normal supervision remains in effect for this budget.
The college takes note of the letter from the province dated December 15, 2022 with the subject of budget 2023.
4. Authorization Youth In Focus - Steven Grevink
In July 2021, various parties, including the national government, UWV and municipalities, drew up an agenda "Working together to tackle youth unemployment. This resulted in a regional plan of approach in which the municipality of Eindhoven coordinates the approach as the center municipality. The goal is to proactively approach a specific target group of young people and support them in finding work. To do this, the municipalities must apply for authorization from the Rijksdienst voor Identiteitsgegevens (RvIG).
College Decision:
- Take note of the proposal to put young people in the picture in the context of youth unemployment;
- To agree to request authorization from the National Office for Identity Data (RvIG) for the provision of data from the Basic Registration of Persons for the purpose of the Regional Approach to Youth Unemployment.
5. Label C Offices - Steven Grevink
From January 1, 2023, every office building over 100 m2 must have at least an energy label C. In 2022, the municipality and HetEnergiebureau contacted all office owners and users about the Green-deal Offices. The outcome is that most offices already comply with the regulations and/or are already working independently. The college instructs the Omgevingsdienst Zuidoost Brabant (ODZOB) to start the supervision and enforcement process as of January 1, 2023, to ensure that the laggards start complying with the regulations.
College Decision:
- not to proceed with phase 2 of the Green Deal Offices;
- to commission the Omgevingsdienst Zuidoost Brabant to carry out supervision and enforcement of Label C obligation at offices and to base its approach on the national manual for supervision and enforcement of Label C obligation offices;
- Inform the council through the next council information letter on the results of the Green Deal Offices and the monitoring and enforcement process.
6. Rates VE and preschool 2022 and 2023 -Steven Grevink
For a number of years, the municipality of Son and Breugel has provided a subsidized offer for toddlers with (a risk of) a language deficiency and an offer for toddlers whose parents cannot make use of the childcare allowance. For this subsidized offer, the college annually sets the (subsidy) rates for these child places. In addition, as of January 1, 2022, municipalities are required to provide a contribution to childcare organizations, which offer preschool education (VE), for the pedagogical policy officer in VE.
College Decision:
- Set the subsidy rate for VE preschool for 2023 at €10.57 per hour;
- Set the subsidy rate for the pedagogical employee in VE for 2022 at €42.05 per hour;
- Set the subsidy rate for the pedagogical employee in VE for 2023 at € 44.15 per hour;
- In the 1st Administrative Report 2023, estimate the budgeted income AOB funds Rijk for 2023 to an amount of € 64,00.
7. Decision on objection decision Woo request - Jelle de Jong
On August 2, 2022, the college decides not to disclose the research report "Verduurzamen Sporthal de Landing - technical inventory and advice" in response to a Woo request. On September 9, 2022, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be upheld and that the contested decision be revoked.
College Decision:
- Declare the objection well-founded;
- Revoke the contested decision by making public the research report "Verduurzamen Sporthal de Landing - technical inventory and advice" with the exception of the financial data pursuant to Article 5.1 paragraph 2 under b of the Woo;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
8. Statutes change school board PlatOO -Steven Grevink
PlatOO Foundation requests the approval of the municipality to amend its statutes. The reason for this are new laws and regulations and also the desire to have the possibility to include collaborative schools within the school board. The amendments to the statutes do not affect the public character of the schools. Within the framework of the supervisory role of the municipality on public education, the municipal council must approve an amendment to the statutes of PlatOO. In Son en Breugel, this authority is mandated to the municipal council.
College Decision:
- To approve the amendments to the statutes of the PlatOO Foundation board for public and generally accessible education;
- To adopt the letter regarding consent to the bylaws changes to school board PlatOO;
- the college decides to include the text Statute Amendments School Board PlatOO in the next council information letter.
