1. Internal (non-public) list of decisions and public list of decisions dated December 20, 2022 - Hans Gaillard

The college adopts the decision lists.

2. Decision on objection to environmental permit - Jelle de Jong

On August 23, 2022, the council decides to grant an environmental permit for the expansion of a company residence. On October 4, 2022, the council receives an objection from the objector against the above decision. The appeals committee recommends that the objection be declared unfounded, that the contested decision be upheld, and that the request for reimbursement of legal costs be rejected.

College Decision:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Reject the request for reimbursement of legal costs;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

3. Letter from the province, 2023 budget for Son en Breugel - Jan Boersma

The province informs the municipal council each year about its findings from financial supervision of the budget. Based on this supervision, there are no particular issues for the 2023 budget. Normal supervision will continue to apply to this budget.

The council acknowledges the letter from the province dated December 15, 2022, regarding the 2023 budget.
 

4. Authorization Jongeren In Beeld (Youth in Focus) - Steven Grevink

In July 2021, various parties, including the national government, the Employee Insurance Agency (UWV), and municipalities, drew up an agenda entitled "Working together to tackle youth unemployment." This resulted in a regional action plan in which the municipality of Eindhoven coordinates the approach as the central municipality. The aim is to proactively approach a specific target group of young people and support them in finding work. To do this, the municipalities must request authorization from the National Service for Identity Data (RvIG).

College Decision:

  1. take note of the proposal to identify young people in the context of youth unemployment;
  2. to agree to apply for authorization from the National Office for Identity Data (RvIG) for the provision of data from the Personal Records Database for the purposes of the Regional Approach to Youth Unemployment.

5. Label C Offices - Steven Grevink

From January 1, 2023, every office building larger than 100 m2 must have at least an energy label C. In 2022, the municipality and HetEnergiebureau contacted all office owners and users about the Green Deal Offices. The outcome is that most offices already comply with the regulations and/or are already working independently. The municipal executive has instructed the Southeast Brabant Environmental Service (ODZOB) to start the supervision and enforcement process on January 1, 2023, to ensure that those who are lagging behind comply with the regulations.

College Decision:

  1. not to proceed with phase 2 of the Green Deal Offices;
  2. to instruct the Southeast Brabant Environmental Agency to supervise and enforce the Label C requirement for offices and to base its approach on the national guidelines for supervision and enforcement of the Label C requirement for offices;
  3. inform the council via the next council information letter about the results of the Green Deal Offices and the supervision and enforcement process.

6. Rates for early childhood education and preschool in 2022 and 2023 - Steven Grevink

For a number of years now, the municipality of Son en Breugel has been providing subsidized services for toddlers with (or at risk of) language delays and services for toddlers whose parents are not eligible for childcare allowance. For these subsidized services, the municipal executive sets the (subsidy) rates for these childcare places each year. In addition, as of January 1, 2022, municipalities are required to provide a contribution to childcare organizations that offer preschool education (VE) for the pedagogical policy officer in the VE.

College Decision:

  1. to set the subsidy rate for VE toddler care for 2023 at €10.57 per hour;
  2. to set the subsidy rate for educational staff in early childhood education for 2022 at €42.05 per hour;
  3. to set the subsidy rate for educational staff in early childhood education for 2023 at €44.15 per hour;
  4. in the first management report for 2023, to reduce the budgeted income from AOB funds from the national government for 2023 to €64,000.
     

7. Decision on objection to Woo request - Jelle de Jong

On August 2, 2022, the council decides not to disclose the research report 'Making Sporthal de Landing more sustainable – technical inventory and advice' in response to a Woo request. On September 9, 2022, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared well-founded and that the contested decision be revoked.

College Decision:

  1. Declare the objection well-founded;
  2. revoke the contested decision by publishing the research report 'Making Sporthal de Landing more sustainable – technical inventory and advice', with the exception of the financial data, pursuant to Article 5.1(2)(b) of the Woo;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

8. Amendment to the articles of association of the PlatOO school board - Steven Grevink

The PlatOO Foundation is requesting approval from the municipality to amend its articles of association. The reasons for this are new legislation and regulations, as well as the desire to be able to include partner schools within the school board. The amendments to the articles of association will not affect the public nature of the schools. In the context of the municipality's supervisory role in public education, the municipal council must approve any amendment to PlatOO's articles of association. In Son en Breugel, this authority has been delegated to the municipal executive.

College Decision:

  1. to approve the amendments to the articles of association of the PlatOO Foundation for public and generally accessible education;
  2. to adopt the letter regarding approval of the amendments to the articles of association to the PlatOO school board;
  3. The council decides to include the text of the amendments to the PlatOO school board's articles of association in the next council information letter.
