  4. DD Archive Inspection on March 31, 2026, by RHCe and Strategic Information Consultation on April 30, 2026

    On March 31, 2026, the Eindhoven Regional Historical Center (RHCe) conducted an archival inspection at the Dommelvallei Agency and the three municipalities. This is a standard inspection that takes place every two years. Following the inspection, the RHCe drafted a report. This was followed on April 30, 2026, by a Strategic Information Consultation (SIO). The director, municipal secretaries, and the Information Services team leader were present at this meeting. The RHCe prepared a report on this consultation and subsequently revised the inspection reports. On June 1, 2026, we received the final versions of the inspection reports as well as the report from the SIO.

    The Executive Board resolves:
    1. to approve the report on the records inspection;
    2. to approve the text regarding the records inspection and to include it in the next council information letter;
    3. to take note of the report from the Strategic Information Consultation.

  5. May Circular 2026

    The May Circular was published on May 29, and its financial implications are detailed in this memo. This memo explains the financial implications and how they will be incorporated into the 2027 program budget and the 2028–2030 multi-year estimate (hereinafter referred to as the 2027–2030 multi-year budget). The implications for 2026 will be addressed in the second interim report for 2026.

    The council has decided to incorporate the financial implications of the May 2026 Circular, as set forth in the “May 2026 Circular Memo,” into the second interim report for 2026 and the 2027–2030 multi-year budget.

  6. Broad Support for Wht

    Under the Benefits Recovery Act (Wht), municipalities are responsible for providing Comprehensive Support. This means that goals are set across five areas of life, depending on the situation of the affected resident. The goal is to offer those affected by the benefits scandal a fresh start. To ensure that the guidelines are clear, the Association of Netherlands Municipalities (VNG) drafted model policy rules for municipalities in 2025. Based on these, the “Comprehensive Support Wht Son en Breugel 2026” policy rules were drafted. The proposal is to adopt these rules for the benefit of affected residents who apply for Comprehensive Support. The municipal executive has decided to adopt the “Comprehensive Support Wht Son en Breugel 2026” policy guidelines.

  7. Regional Annual Report on Compulsory Education/Transition Center 2024–2025

    Each year, the city council is briefed on the implementation of the Compulsory Education Act. The city council will be briefed on the 2024–2025 school year via a council information letter. 

    The Executive Board resolves:
    1. to take note of the 2024–2025 regional annual report on compulsory education and school transition: Combating Truancy and Early School Leaving;
    2. to adopt the text of the 2024–2025 regional annual report on compulsory education and school transition and to include it in the next council information letter.

  8. Bidding Document for Liability Insurance 2027 et seq.

    In collaboration with BIZOB and the insurance broker AON, the municipal executive has decided to adopt the procurement strategy. 

    The college decides to adopt the procurement strategy.

  9. Objections to an Administrative Order

    On March 19, 2026, the municipal executive decided to impose an administrative penalty for placing a mobile home on a site where another mobile home was already present without an environmental permit. On March 24, 2026, and March 31, 2026, the municipal executive received objections to the aforementioned decision. The Appeals Committee recommends that the appeal of March 24, 2026, be declared unfounded and that the request for reimbursement of costs pursuant to Article 7:15, paragraph 2, of the General Administrative Law Act (Awb) be rejected. The Appeals Committee recommends that the appeal dated March 31, 2026, be declared well-founded.

    The Board decides:
    1. to declare the objections admissible;
    2. to declare the objection of March 24, 2026, unfounded and to uphold the contested decision;
    3. to reject the request for reimbursement of costs pursuant to Article 7:15, paragraph 2, of the General Administrative Law Act;
    4. to declare the objection of March 31 well-founded and to revoke the contested decision;
    5. to grant the request for reimbursement of costs pursuant to Article 7:15(2) of the General Administrative Law Act (Awb) in the amount of €666.00;
    6. to refer, in part, to the advice of the Objections Committee for the reasoning behind the decision.

  10. Termination of procedures for the draft zoning plans “Rural Area; Restrictions on Intensive Livestock Farms in Sonniuswijk” and “Rural Area; Ockhuizenweg 9–18”

    Work is underway to adopt a municipality-wide environmental plan for the entire territory of the municipality of Son en Breugel. This will create a single, up-to-date, and coherent legal framework for the physical living environment. Previously, draft zoning plans titled “Rural Area; Restrictions on Intensive Livestock Farms in Sonniuswijk” with draft zoning plan IDN “NL.IMRO.0848.BP836BUITENGEBIED-ON01” and “Rural Area; Ockhuizenweg 9–18” with plan IDN “NL.IMRO.0848.BP832BUITENGEBIED-ON01” were adopted and made available for public review. For various reasons, the draft zoning plans were not advanced in the procedure toward adoption. The municipality has decided not to continue these two separate zoning plan procedures, thereby rendering both null and void. Those who submitted comments will be informed of this in writing. 

    The Executive Committee has decided to propose to the City Council:
    1. the draft zoning plans “Rural Area; Restrictions on Intensive Livestock Farms in Sonniuswijk” with plan IDN “NL.IMRO.0848.BP836BUITENGEBIED-ON01” and “Rural Area; Ockhuizenweg 9–18” with plan IDN “NL.IMRO.0848.BP832BUITENGEBIED-ON01” not to proceed further in the process;
    2. to inform the submitters of the comments on this matter in writing.

  11. Participation in "Buurt in Beweging" (SSNB)

    The province of North Brabant provides grants in its four provincial regions for projects that align with its “Levendig Brabant” policy plan. Within the “Sports” pillar of the Levendig Brabant policy framework, reducing physical inactivity is an explicit objective. The “Buurt in Beweging” project aligns with this goal by encouraging residents in the municipalities of Southeast Brabant to engage in regular physical activity. The project aims to guide people who, for medical, social, or other reasons, have a (significant) barrier to physical activity toward structured, accessible programs. Sportservice Noord Brabant is submitting a grant application for this project to the Province of North Brabant on behalf of the participating municipalities. 

    The council resolves:
    1. to participate in the “Buurt in Beweging” project;
    2. to sign the necessary memorandum of understanding with the province of North Brabant and the other participating municipalities in the Southeast Brabant region, and authorizes the portfolio holder to do so.

  12. Request for Approval of a New Position at Den Bauw

    The initiator (St. Oda Parish) wishes to add the “residential” use to the property at St. Genovevastraat 29. The current use is “community.” The building is a municipal historic landmark. The proposal does not align with the Son en Breugel municipality’s environmental plan. This municipal executive proposal sets out the preconditions and guiding principles under which the municipality may, in principle, support the proposal. Based on this, the initiator is invited to further develop the proposal. 

    The council resolves:
    1. to establish the conditions and guiding principles for the property at St. Genovevastraat 29;
    2. to inform the project initiator in writing of the conditions and guiding principles and to request that the initiator submit a detailed proposal, including studies, that addresses these conditions and principles.

  13. Establishing the preconditions and guiding principles for the development of Akkerpad, approx.

    The applicant has requested approval to build a single-family home on the Akkerpad lot (cadastral parcel F306). The site is currently used as a horse pasture and is located within the ’t Keske peripheral zone. The initiative does not comply with the applicable environmental plan. To provide the initiator with clarity regarding the Requirements under which the municipality is prepared to grant planning cooperation, preconditions and guiding principles have been established. These are included in the “Preconditions and Guiding Principles for the Development of Akkerpad approx.” The preconditions are divided into requirements and recommendations. Requirements are Requirements that the initiative must meet in order to be eligible for planning cooperation. Recommendations are quality objectives that the municipality recommends but which do not constitute independent grounds for refusal.

    The council resolves:
    1. to adopt the “Framework Conditions and Guiding Principles for the Development of Akkerpad, etc.” for the redevelopment of the Akkerpad development site;
    2. to inform the project initiator in writing of these framework conditions and guiding principles and to request that the initiator submit a detailed plan that gives concrete form to these principles.

  14. Migration Statement for Debt Counseling Cases

    As of January 1, 2026, Lumens’ contract has ended, and we, as a municipality, will now provide (parts of) debt counseling services ourselves. To this end, Lumens transferred all case files to us at the end of 2025. The case management system we use is Allegro by Kred’it. A case file migration has taken place, after which all case files from Lumens have now been entered and stored in Allegro. This migration was successful. 

    The council decides to adopt the migration statement.
