The college adopts the decision lists.

2. Begoniastraat development site; adoption of "opinion memorandum on the draft zoning plan for Son Zuid; Begoniastraat" and zoning plan for "Son Zuid; Begoniastraat" / John Frenken

On August 11, 2020, the municipal executive decided to submit the draft zoning plan "Son Zuid; Begoniastraat" and the draft opinion memorandum to the council for adoption. At that time, it concerned a construction plan for 19 terraced houses. Following the discussion in the Land Affairs Committee on August 31, 2020, partly due to input from local residents, a revised plan was discussed and studied. After consultation with local residents and the developer, the Land Affairs Committee gave its final recommendation at its meeting on March 8, 2021, to proceed with the construction of 13 terraced houses in the mid-priced segment.

College Decision:

  1. to approve the final plan developed by Gebr. van Stiphout Projectontwikkeling b.v. for 13 terraced houses for the redevelopment of the 'Begoniastraat' subarea in Son en Breugel;
  2. the "addendum 2 to the prior agreement on the redevelopment of the former Aldi site and surrounding area in Son en Breugel; construction of 13 homes" as a supplement to the "previous agreement on the redevelopment of the former Aldi site and surrounding area in Son en Breugel" dated November 17, 2017, for this new development and to proceed with signing;
  3. on the basis of the "Notification memorandum for informal EIA assessment Son Zuid; Begoniastraat" submitted by the initiator, to determine that there are no grounds for conducting an EIA procedure;
  4. take note of the amended "opinion memorandum on the draft zoning plan for Son Zuid; Begoniastraat";
  5. take note of the amended draft zoning plan "Son Zuid; Begoniastraat";
  6. to request the council's opinion in an advisory meeting on the adoption of the "Opinion Memorandum on the draft zoning plan for Son Zuid; Begoniastraat" and the zoning plan "Son Zuid; Begoniastraat" in accordance with the draft council proposal and draft council decision;
  7. To propose that the council adopt the "Zienswijzennotitie ontwerpbestemmingsplan Son Zuid; Begoniastraat" and the zoning plan "Son Zuid; Begoniastraat".

3. Political Evening Program and list of commitments for the council meeting on June 3, 2021 / Hans Gaillard

The council discusses the items on the agenda for the Political Evening on June 3.

4. Final implementation plan SUWI 04Works / Paul van Liempd

As of January 1, 2021, the Suwi Decree (structure of the work and income implementation organization) has been amended. As of that date, it is mandatory for the municipal executives and the UWV in the labor market region to adopt a single joint implementation program each year for the provision of employer services at the werkgeversservicepunt.

The council adopts the 04Werkt Suwi Implementation Plan 2021.

5. 2021 budget, cooperation agreement, and powers A 10 for youth / Paul van Liempd

The municipality of Son en Breugel, together with 10 other municipalities, purchases youth care through the network collaboration 'Een 10 voor de jeugd' (A 10 for youth). The existing cooperation agreement and the 2021 budget need to be amended in certain areas due to the accession of the municipality of Veldhoven to the partnership and the effects of the coronavirus crisis on project planning. In addition, the mandate arrangement linked to the cooperation agreement needs to be established.

College Decision:

  1. to agree to the powers arrangement of "A 10 for Youth";
  2. to approve the amended cooperation agreement "A 10 for Youth";
  3. approve the budget for 2021 and agrees to a financial contribution of €25,917 and to cover these costs from FCL 6672050 Procurement.

6. Council information letter Dommeldal uit de Verf 2.0 / Paul van Liempd

The council is informed about Dommeldal uit de Verf 2.0 in accordance with a council information letter. This council information letter provides information about the updated vision for the Dommeldal uit de Verf project and the progress of the project. This updated vision (compared to the vision adopted by the council in 2006) forms the basis for the environmental vision.

The council agrees to send the council information letter to inform the council about the updated vision for the Dommeldal project from Verf 2.0 and the progress made.

7. Letter from Rijkswaterstaat regarding measures relating to noise on the A50 motorway/Paul van Liempd

In June last year, Rijkswaterstaat initiated measures to reduce noise from the A50 motorway to the legal minimum. The letter urges Rijkswaterstaat to implement these measures as a matter of urgency. In connection with developments on the former BetonSon site, Rijkswaterstaat is also requested to modify the noise barriers south of the Wilhelminakanaal so that they fit in optimally with the new construction on the BetonSon site, and to communicate the construction of asphalt later this year with the residents of the adjacent neighborhoods.

The council decides to agree to send a letter to Rijkswaterstaat (the Dutch Department of Waterways and Public Works) regarding noise measures on the A50 motorway.
