3. General authorization 2025

General authorization designates officials authorized to act on behalf of the College, Mayor and City Council in objection and appeal proceedings. The general authorization has been updated due to changes in the personnel organization.

The College decides:

  1. Adopt the General Authorization 2025;
  2. To repeal the 2024 General Authorization, established by decision of June 11, 2024.

4. DIT Covenant 2025.

Since 2019, the municipalities in base team Dommelstroom (Cranendonck, Heeze-Leende, Geldrop-Mierlo, Nuenen, Son en Breugel and Valkenswaard) have been working together under the name of the Dommelstroom Intervention Team (hereafter: DIT). The purpose of this cooperation is in the area of (complex) administrative enforcement. At the time, in order to formalize the cooperation, a covenant was drawn up. It has since become apparent that the covenant has expired and is therefore no longer legally valid. With this proposal we propose a temporary solution so that data can be legally exchanged between the covenant partners.

The college decides:

  1. To adopt the DIT Covenant 2025 with a term until December 31, 2025, with the possibility of tacitly renewing the DIT Covenant 2025 for one year;
  2. To have the DIT Covenant 2025 signed by the mayor.

5. Dommelvallei Service Mandate Register 2025.

Dienst Dommelvallei performs tasks on behalf of the municipality in the areas of finance, internal control, personnel and organization, computerization and automation, service provision and social affairs. In order to perform these tasks, the Director and employees of the Dommelvallei Service are granted a mandate. The Dienst Dommelvallei mandate register has been updated due to various organizational developments.

The college decides:

  1. To adopt the Dommelvallei Service Mandate Register 2025;
  2. To revoke the Dommelvallei 2024 Mandate Register, established by resolution dated July 9, 2024;
  3. To adopt the Mandate and Power of Attorney Decision Agreements Service Dommelvallei.

6. Environment Day Southeast Brabant d.d. July 3, 2025.

An Environment Day is organized twice a year for each region in North Brabant. During an Environment Day, agreements are made between the municipalities, the province and the water boards. These agreements can have legal consequences, for example for (yet to be developed) zoning plans. The documents for the Environment Day on July 3, 2025 are submitted to the college with this memorandum.

The college decides to accept the agenda, accompanying documents and annotations made for the Environment Day Southeast Brabant d.d. July 3, 2025 for information.

7. Health in Educational Time

Collective financing of youth aid in special education (so), secondary special education (vso) and special primary education (sbo) has added value for both the youth and parents and for the schools, municipalities and youth aid professionals. The final recommendation, which is now being submitted to all 21 colleges of the municipalities of Southeast Brabant for adoption, describes the results and recommendations of this pilot. This puts us as a region at the forefront of broad administrative commitment and support and the scope of collective agreements based on proportional, transparent distribution of resources. With this proposal, Health in Education Time will be further rolled out in the region.

The college decides:

  1. Youth aid in special education, secondary special education and special primary education in Southeast Brabant to be structurally funded collectively and to initiate a joint procurement process for this purpose;
  2. to adopt the final recommendation on collective funding of Health in Education Time for this purpose, and thus the sections:
    a. Essential principles and preconditions
    b. The new funding basis
    c. Funding and reference amounts
    d. Implementation phase 
  3. To renew the cooperation agreement "collective funding Health in Education Time" for a period of one year;
  4. to give an administrative assignment to Purchase and the project team on behalf of A 10 for Youth that the purchase of Health in Education must be organized as cost-efficiently as possible - taking into account the urgency for and task of municipalities to realize cost savings in the coming years. And that in addition, as part of the monitor of the working method and financing, the necessary financial effects for the municipality - including cost savings in various domains - are explicitly monitored and visualized;
  5. To mandate the program manager of A 10 for Youth to sign the Health in Education Time procurement strategy. 

8. Political Evening July 3, 2025

The college decides to take note of the July 3 Political Evening program and offers the list of commitments and the list of outstanding motions to the council.

The college decides:

  1. To take note of the program of the Political Evening of July 3, 2025;
  2. Offer the list of commitments dated June 5, 2025 to the council;
  3. Offer the list of open motions dated July 3, 2025 to the council.

9. General Board MRE dated July 2, 2025.

On July 2, 2025, the next meeting of the General Board of the Eindhoven Metropolitan Area will take place. Through this advisory note the agenda with accompanying documents is submitted to the college for notification.

The college decides to accept the agenda, the accompanying documents and the official annotations made for the meeting of the General Board of the Eindhoven Metropolitan Region on July 2, 2025 for notification.

10. Decision in principle Pits 3 and 3D.

The municipality has received an initiative proposal for the redevelopment of Pits 3/3D. The initiator operates a disinfection business out of Sonniuswijk 43. Due to the company's growth, the initiator believes additional space at multiple locations is necessary.
The initiative proposal consists of the following requests:

  1. The Pits 3
    Amend the zoning on the southern part of De Kuilen 3 from 'Agricultural' to 'Business' with the specific function indication 'Specific form of business - disinfections and pesticides for the agricultural sector'.
  2. The Pits 3D
    Adding a farm house, enlarging the zoning area, placing an enlarged shed, adding an additional storage facility and changing the zoning from 'Agricultural' to 'Business' with the specific function indication 'Specific form of business-disinfections and pesticides for the agricultural sector'.

The desirability of these requests was discussed at the official Intake Table. It is advised not to cooperate with these requests.

College Decision:

  1. Not to cooperate with the zoning change on Pits 3 and 3D to "Business" with the specific function indication "Specific form of business - disinfections and pesticides for the agricultural sector.
  2. Not to cooperate with the addition of a company residence on the Pits 3D;
  3. Not to cooperate in enlarging the zoning area on the Pits 3D;
  4. Not to cooperate with enlarging a shed and adding an additional building for the purpose of storage on the Pits 3D.

11. Omgevingswet; environment plan; policy and program external safety municipality of Son and Breugel

Adopt the policy and voluntary external safety program. The external safety program is the municipal policy framework for controlling risks to people and the environment from external safety sources, and forms the basis for rules in the environmental plan. Its purpose is to protect people in (highly) vulnerable buildings and locations, such as homes, schools and healthcare facilities, from the effects of fire, explosion or the release of toxic substances.

The college decides:

  1. To adopt the policy and 'external safety program of the municipality of Son en Breugel' as a basis for translation into the rules in the 'Son en Breugel Environmental Plan';
  2. Publish the decision on government.com

12. Eemshof caravan site development.

Woonstichting 'thuis has requested the municipality to develop the Eemshof caravan site, with the addition of a maximum of 2 sites and the realization of an emergency access. Hereby the plot is looked at broadly from the point of view of liveability and safety. Caravan dwellers as a focus group have already been named in the Public Housing Program and are also on the agenda in the region. With this decision in principle, the spatial process can be continued and preconditions and points of departure can be further determined.

The college decides:

  1. To cooperate in principle to investigate how to shape requested spatial development, including the addition of up to two pitches;
  2. To request the region to include in the regional housing market monitor, the target group of caravan dwellers.

13. Response from housing foundation 'home regarding trailer sites.

Woonstichting 'thuis has sent a letter about cooperation regarding the caravan sites. After discussing this verbally with 'thuis, the agreements made are confirmed by the college.

The college decides to inform Woonstichting 'thuis by letter about the current state of affairs.

14. Camp Liberty Zone event request.

An application for an environmental permit to deviate from the environmental plan has been submitted again this year for the Camp Liberty Sun event. The college decides to grant the requested permit.

The college decides:

  1. Grant the requested environmental permit to deviate from the rules in the environmental plan for the Camp Liberty Sun event under Requirements ;
  2. Mandate the signature of the decision to the manager of team Safe Environment.

15. Chipping containers

As part of the raw materials plan 2024-2027 of the municipality of Son en Breugels, the containers for VGF and residual waste are chipped. This will eliminate data backlogs and we will have a better picture of the number and sizes of containers. This prevents improper use of containers and provides insight into the delivery behavior of our residents. Container chipping will be started in 2025 and completed before the end of the year.

The college decides:

  1. To mandate GR Blink to perform the chipping of the containers on behalf of the municipality of Son and Breugel and to factor these costs into the 2026 waste collection fee;
  2. Agree to the proposal to temporarily hire a waste project manager, 4 hours per week, during preparation, rollout and follow-up;
  3. Cover the cost of hiring expenses from the waste provision;
  4. Agree to include the financial effects in the 2nd Executive Report.
